Fluffywuffy Revamps Military

OOC: Today being pretty boring, I've decided to reform my military. Comments wanted.

IC: Signed into law today, the Military Reform Act (MRA) is a broad military reform act designed to mold the Second Empire's fighting forces into the best in the world.

The bill involves decreasing the amount of regular soldiers drastically, while increasing special forces dramatically. The reforms are part of a broad move to transform Fluffywuffy's conventional army into one that fights a completely unconventional war, invalidating all of the enemy's tactics and providing a large force-multiplier.

Currently, 90 million soldiers (including Air Force, Army, Navy, Coast Gaurd, reservists, logistical personnel, etc.) and 200,000 special-ops soldiers are enlisted. Under the reforms proposed by the MRA, This would be changed to 10.5 million soldiers and 15 million special ops soldiers, including implementation of several special-ops delivery platforms. The conventional forces would be the basic unconventional war-fighter (read: Al Qaeda owned by a state that doesn't kill civilians, and has modern weapons and training), while the special-forces would launch the major attacks. Because training is so expensive for special-forces units, training will procede at a rate of 1 million for 15 years, with a cost of roughly 2 trillion dollars a year. Also, an additional trillion dollars has been invested in research and development, to develop new information gathering, war-fighting, and insertion methods.

Military leaders and theorists envision a war in which the units are deployed into a foreign nation by a mass covert operation. They then procede to their targets and attack in as much synchronization as possible. The goal would be to decapitate the enemy's military and political leadership and then wage unrelenting warfare in the countryside by covert means.

Planners also envision removing almost all surface forces from Fluffywuffy's navy. In place of them would be a large and stealthy submarine force, capable of inserting large(ish) forces of commandos and conventional forces, while simultaneously denying the enemy a visible target, disrupting trade, and engaging in operations against the enemy's fleet.

These sweeping reforms are expected to be implemented within 20 years (20 days).
