(OOC: As 'Yamato Never Dies' is pretty much dead now, I'm going to begin my tenure as Japan with an intro-style RP which will bring everything up to speed.)

Everywhere in Japan, things seemed to be settling down. The Yamato Restoration had resulted in a fairly bloodless coup in northern Japan, but the south had been a different story. Thousands of people had been displaced or killed due to the fighting in the Ringist heartland, but finally the Chrysanthemum Throne had regained control over all of the Home Islands. Leading Ringists who had not either died or fled were put on trial for 'crimes against humanity'; some were found innocent, while the rest were sentenced to either death or life imprisonment. Those who were imprisoned found themselves in high-security facilities throughout northern Japan; those sentenced to death were executed by lethal injection.

Everyday life was now beginning to improve; disruptions to food and water supplies were being removed and the economy was slowly growing. Several major corporations which had cooperated with the Ringists now found themselves under new management after collaborating executives had honourably committed suicide for their shame; groups like Mitsubishi, Mitsui, Sumitomo and Yasuda were now working to prove their worth to the new government.

As promised, the fall of the Teike had brought about freedom of the press and representative democracy. The elections had been an outstanding victory for the Japan Renewal Party (JRP), which had achieved convincing majorities in both Houses; the JRP's liberal/social-democratic slant appealed to the general populace, who now wanted to recover peacefully from the decades of Ringist rule. Three other parties had made it into the Diet; the Liberal Democratic Party (LDP), Aikoku Toko (AT) and the Socialist Party of Japan (SPJ). The conservative LDP was now the major opposition party, while the nationalism of AT and the communism of the SPJ had appealed to extremists of the political spectrum.

Emperor Shinseiki had relinquished the 'emergency wartime leadership' that he had held during the Restoration and now stood as Head of State. After a second private coronation ceremony involving the traditional Shrine of Ise, Shinseiki had been invested with various ceremonial tasks, such as opening the Diet and leading the celebrations on national holidays. Unlike many of his predecessors, Shinseiki presented himself as an Emperor who was keen to be around his subjects. His weekly walkabouts in Tokyo involved visits to parks and other public areas where he would chat with passers-by and listen to the complaints or praise of those around him.

In his speech at the opening of the Diet, Shinseiki had spoken of 'the need to show regret and to atone for past misdeeds'. Some newspapers had already been discussing his past in Marimaia; his declaration that all state funds which had been misappropriated from the region would be returned met with praise that he was rectifying his past misdeeds. This of course led to questions about the deeds of Japan during the Pacific War; both Shinseiki and the JRP seemed committed to a full official apology over everything that Japan had done during that time, despite the vocal opposition from Aikoku Toko and several members of the LDP.

Chancellor Yeh has invited his Japanese counterpart to China to attend a banquet in celebration of the lasting Chinese-Japanese cooperation.

The Chinese government has sent 999 young trees, which are blooming the national flower of China, the Plum Blossoms. The gift symbolizes the lasting Japanese culture, and the friendship between Eastern Asia's most powerful countries.

Prime Minister Minase Tohma shuffled his papers and looked around the table. Many of his cabinet had been on hand as the interim cabinet of the Yamato Restoration; when they established the JRP, they had stated that they never wished to see Japan at war ever again, whether the 'enemy' was within Japan or outside. Asahiro Kensuke had not been impressed by this statement and had established the LDP in protest at the 'peacenik party', but the electorate had overwhelming backed the 'peaceniks', much to Asahiro's initial embarrassment.

"Yuki, I understand we have some good news?"

Foreign Minister Shimizu Yuki nodded. "The Chinese are eager to strengthen our bond, a move which we will of course endorse with actions of our own. The Russians want a free trade agreement, so I'm consulting with Shirai on the matter. We are rebuilding contacts around the world slowly, but I have confidence that we will regain a secure international position. We do have to discuss Dra-pol though."

"Go on."

"They are re-opening their borders, much as we are. As part of our diplomatic outreach, I think we should consider talking to them. His Majesty has dealt with them in the past, so perhaps he could give me a few pointers on dealing with them."

Tohma tented his fingers. "I agree. They deserve a chance to prove their sincerity. Junichiro, is there anything new to discuss?"

Interior Minister Sugase Junichiro adjusted his glasses. "There are rumours that there may be an underground Ringist movement in the Izu Islands; I'm liaising with Nichiren about the matter so that the police and the security forces can take care of things quietly. The new anti-social behaviour laws should be in front of the Diet in a few days; we should have no problem passing them."

"Good good. Shirai?"

Finance Minister Kihara Shirai smiled at his colleagues. "We have new investment pouring in. It would appear that His Majesty has secured a great deal of support with the expatriate community; many are now returning home, bringing their expertise and resources with them. The tax restructuring plan will soon be ready to go before the Diet; I can see the SPJ objecting because it doesn't extort the wealthy, but for now we have to attract investment; social equality can follow when the nation is stable and prosperous."

"My thoughts exactly. Heiji?"

Defence Minister Tsuhima Heiji leant forward. "At present we aren't much to look at militarily. The Restoration was nasty for all sides, and we lost a lot of good military officers; however, our recruitment campaign should help improve matters. We are going to present the Self-Defence Forces as the means of preventing another Ringist horror; we are also going to address the issue of imperialist powers, stating that we need to be able to defend ourselves against possible invaders. I'm going to start talking to the Chinese and maybe the Russians about arms sales and the like."

Tohma eagerly listened as the other ministers detailed their latest ideas before bringing the meeting to a close. "Excellent work everyone! I will see you all next week."

Hindustan would very much like to send a diplomatic mission to Japan. Relations with the old regime were never good, and perhaps the Yamatos offer some improvements over the previous leadership...

Due to the unreliability of Hindustan's few remaining diplomatic transports, the delegation will likely be delivered aboard a Type 42 destroyer.

Russia has offered to Japan a full arms deal. Two variants of the deal are proposed:

1. A small sale of modern, cutting edge MiGs, T-95s, and the like.

OR

2. A bulk sale of old Soviet hardware, which, although not as potent, is far cheaper.

Russian firms are snapping up Japanese stock and equities, and Crazy Ivan Inc., Russia's premier corporation, has announced its intention to open a new branch in Japan, and pour massive funds into the nation, especially its electronic sector. (Apparently, the booming Russian economy and middle class has lead to a rise in demand...for video games...)

From Spyr, there is an outpouring of support and congradulations for the new government... its initiatives to further press freedoms and allowance of socialist elements to participate in the government are marked improvements over the shadows of the Ringist era, while the Emperor's apparent intent to acknowledge and make up for past transgressions, both personal and national, sweeps away what fears may existed about Japan's future intentions.

The consulate in Niigata, which had remained in place throughout the Restoration, formlly submits a request to the government for a transfer of PRS embassy from Nagoya to Tokyo, and an official signing by the Niigata municipal government of the Niigata-Naisho Friendship Accord (which was basically an inter-municipality free trade agreement and 'sister-city' declaration). Efforts are also made to arrive at other mutually beneficial economic arrangements. Some humanitarian aid is forwarded (both during and in the aftermath of the Restoration) to ameliorate conditions for the displaced.

Shinseiki-tenno will also find himself recipient of a personal gift, a set of wood panels supporting hand-painted paper screens depicting the arrival of the first emissaries of the august Lyong court to the Yamato court in Heiankyo in 798 A.D. (Enryaku 17?).

Beijing is encouraged to stop regarding India as an enemy and rival. If Hindustan, for one, had any intention of competing with China, perhaps some nominal investment would be made in modern weapons systems, or so the argument goes.

China has no right to dictate Hindustani diplomacy, especially considering that it will be little more than a good will visit. Perhaps if Beijing were more concerned about continental stability than its own self-serving foreign policy goals, it would not take such offense at the mention of a simple diplomatic hello on Hindustan's part.

Matsu Dome
Waters off Hokkaido

Matsu Dome was a remnant of a more glorious era, an era when Islandian naval might had been at its peak. Though the surface fleet had, as a matter of necessity, declined in strength, First Admiral Raschinenko was proud to say that the Islandian submarine force was still strong, if a little smaller.

The battle over Matsu Dome, however, was bitter and controversial; originally designed as an underwater staging area for submarines of the Islandian Navy's Red Group (tasked with fighting in the Northern Pacific), it cost a considerable amount of money to maintain. Already, Raschinenko had to cut three operating modules from the main dome in order to deal with dwindling budget and scarce repair and maintenance personnel.

At the moment, three submarines, two diesel attack and one nuclear attack, were moored at Matsu Dome. Raschinenko shook his head; three submarines in a dome built for fifteen! Three!

To make things worse, few knew of Matsu Dome; originally, it had been a prime staging area during the Japann war and during the whole crisis involving the rogue Islandian missile submarine, but now, it was dubious whether the nations remembered the base. Raschinenko was especially worried about what Japan would do if they discovered Matsu Dome; the defense systems were operating at one-half capacity, due to the lack of money and willpower in the Armed Services Council to keep the Dome. The only justification for the place was that in squalls, Islandian submarines sometimes surfaced afterwards to conduct small search and rescue operations; the survivors were few, and if questions were asked, they were simply brushed off and sent back to the mainland.

It was very suspicious.

Shimizu Yuki inspected his 'to-do' list as he walked around the Foreign Ministry, muttering to himself before lighting a cigarette. An astonished secretary pointed at the No-Smoking sign, earning a shrug from Yuki as he retreated back to his office.

The Hindustanis were welcomed as part of the diplomatic initiative, while the Chinese were assured that Japan had no agenda apart from expanding diplomatic ties with the world. The Spyrans were thanked for their thoughtful gift to His Majesty, and the embassy transfer was approved with remarkable speed; whether the bureaucracy would retain their enthusiasm after a few years was another matter. The new Niigata municipal government signed the Niigata-Naisho Friendship Accord with a great deal of ceremony, ushering in a new era of friendship between Japan and the Lyong Peninsula.

The Russian government has replied that to list all the available old Soviet tech they had would take months, if not years. So, it would be prudent on the Japanese side to inform the Russian of what capabilities they specifically wanted.

OOC: Quinntonia, I'm not so sure that you would have military bases in Japan in AMW. O&I's Ringists were pretty isolationist, and only ever really spoke to the Lyong nations; I believe it was also determined that the Ringists came to power in the '50s-60s, so it's likely that they revoked the lease when they overthrew the pro-American Japanese government.

If we say that Quinntonia maintained its bases in Ringist Japan, then there could be ill-feeling towards Quinntonia for having tolerated Ringist rule when Quinntonian assistance could have prevented the usurpation of the Japanese government.

Anyway, we'll talk it over and reach some consensus.

[OOC: Indeed, neither Tokarev nor O&I had acknowledged American presence in their claims, so AMW Japan has been yanqui free in composition so far.

Another note, (to EI in paticular) on the Japann War. As much as it was a seminal moment for many of AMW's Asian nations, and the greatest triumph of the Azn Alliance (as well as the reason so many people hated FR Bonstock), I dont think it ever occured in an AMW context (as much as I wish it had). I had always imagined in an AMW context, as our Japan could hardly be expected to agree to having been invaded, occupied, and liberated in an old RP they were never involved in. The closest equivalent might be a Bonstockian advance from Maropia, which took the Sakishimas before being halted as it swept up into the Ryukyus. At least in that context, if Japan had no interest in being directly an invasion victim, the Azn Alliance effort to stop Bonstock could fit into AMW as an international naval operation between the Sakishimas and Okinawa, to sink or drive off his invasion fleet with or without Japanese involvement].

A loud yawn and some incoherent muttering signalled the awakening of the most discussed man in the Home Islands. Shinseiki sat up and looked around blearily, smiling as he noticed the peaceful expression on Tian's face; everything seemed so right. Shinseiki had a complicated past to be sure, but as he was now Emperor of Japan it didn't seem to matter that much. His life was no longer about maintaining his personal dictatorship or organising a vast criminal syndicate; he was a changed man, eager to make up for his past and truly start anew.

As he got up and pulled on a nearby robe, he smirked to himself. Well, perhaps I'm not completely changed. He was not a completely ceremonial monarch; he maintained influence over the secret services as Security Minister Okuma Nichiren was a royalist to the core. Shinseiki had emergency decree powers that could be enacted in times of national crisis; in addition, he had Tian, who was recognised by the politicians as the seldom-flexed but imposing right-hand of the Emperor. The JRP had no problems with Tian and vice versa, but Asahiro Kensuke of the LDP seemed cursed to irritate Tian by merely looking at him.

After waking Tian, Shinseiki headed downstairs for breakfast, preparing himself for the latest headlines. He was still getting used to free press, but so far the press seemed to be treating him with kid gloves; a few far-left newspapers had called on him to step down, but the general press seemed content to report on his activities and no more.

Shinseiki looked over at Tian. "What do you think?"

"I think it's a good opportunity. Not only can you increase ties between us at a critical point, but you can also provide that apology you've been promising. Perhaps Tohma should accompany us."

"My thoughts exactly. Kihoshi, inform the Chinese government that I would be delighted to visit their homeland; also inform them that the Prime Minister will accompany my entourage."

OOC-This is not really that huge an issuie for me, but my original claim when AMW was founfed stated that I had all Amerixcan holdings, including protectorates and leased military bases. I do realise that O & I didn't acknowledge that, but let'sd face it, he didn't acknowledge much, what did he make like two full posts in AMW before dissappearing?
Also, there is the whole WWII did, in fact happen thing, which has been established many times before, so at one time I did have those bases, they have never been formally revoked, so, I just wanted to see what the new government would have said.
If it is too much of a quandry, I will just assume that thye don't exist, I mean, Quinntonian Dra-pol (Hamhung) more than makes up for the loss of bases in Japan.

But, if it is decided that the bases were lost under the Ringist government, and seeing how afraid of the Japanese everyone was then I don't know how the world would have reacted to the booting out of the occupation forces, (but meh) the Quinntonian government would probably then be asking the new government for a limited scale lease for a air base in Japan somewhere from which to support low level operations in the region, and would be asking what the new governments opinion on allowing missionaries into the nation be, as well as their opinion on Chritianity in general.

OOC: I think it's easier to assume that the bases don't exist, that way we can start up relations without any hang-ups about whether the Ringists ejected Quinntonia or whatever may have happened.

IC:

An official communique is sent to the Quinntonian government, expressing some hesitation towards the idea of a Quinntonian airbase on Japanese soil. It is acknowledged that Quinntonia is responsible for the idea of modern Japanese democracy, but it is also stated that Japan is currently recovering from Ringist oppression; as such, Japan does not want to appear to be siding with any major powers. Japan is once again finding its feet internationally, and wishes to keep its options open.

That said, Japan hopes for genuinely warm relations with Quinntonia. The new government is dedicated to the freedom and prosperity of the Japanese people; missionaries will be permitted as long as they remember that they are guests in the country and respect Japanese custom. Christianity is viewed as just another faith in the world; if people wish to follow it, then the government will not stand in their way.

Damn... I suppose the Japan war didnt happen in Modern World then eh? Pity...it was pivotal.

As for Matsu Dome, would that be feasible? Matsu Dome is a small underwater submarine staging area, built for about ten-fifteen submarines of varying type. It consists of two domes connected by a series of five modules (it used to be eight) and is at the territorial limit for Japanese waters off Hokkaido. It costs a great deal to operate, and it is likely that Matsu Dome will be scrapped in the future as it was a remnant of the later Cold War.

And if the Japan war didnt happen, did the rogue submarine thread (the one where my submarine, the Pearl Sea, escaped and tried to fire missiles at Drapol) happen?

Mitsubishi was quick to exploit the new opportunities opened by the Russian deal, buying production licenses for the SU-27, the SU-25 and the MiG-31. Sumitomo followed suit by acquiring licenses for the 9K331 Tor and the AK-47.

Although the new military equipment was not particularly high-tech by the standards of other nations, it was only required for defence; the former Soviet hardware was to keep the military equipped until Japan was able to develop and mass-produce indigenous military hardware.

All of the major corporations soon entered into 'cooperative alliances' with the JRP government; if the government needed anything from the corporations then it would be provided at a discount. After being named and shamed in the Japanese press over collaboration with the Ringists, the major companies were quick to show their loyalties to the JRP government.

The Speaker of the Diet looked at the assembled members as they settled in for the Prime Minister's weekly address; Minase Tohma smiled at his parliamentary colleagues as he began.

"Fellow members, I have much good news. Latest indications show that our economy is on the rise; exports have increased dramatically, and foreign investment is growing. Mitsubishi and Sumitomo have started industrial expansion with the acquisition of Russian military licenses, and consumer spending is increasing across the board now that our nation is free. I believe we owe a great deal of thanks to Finance Minister Kihara for his tireless efforts."

A short round of applause followed.

"In foreign matters, we are steadily rebuilding our ties with the outside world. Relations with China are improving, while we have growing relationships with Spyr and Russia. We hope to open up closer relations with East Islandia and the nations of Southeast Asia in the near future. The Self-Defence Forces are undergoing a massive restructuring, one which will ultimately benefit Japan and our neighbours; we will start consulting with neighbouring countries about areas where greater cooperation can be reached."

"What is this I hear about apologies?!"

The House of Representatives collectively turned to look at Shigi Akira, leader of the right-wing Aikoku Toko. "You are having us bow before those who abandoned us to the Ringists and apologise for something which happened over sixty years ago!"

Prime Minister Minase scowled at him. "I suppose you would rather have us remain as pariahs? All other aggressor nations have apologised over their actions in World War Two, it is time we presented our own official apology."

"We will apologise when Quinntonia apologises for the atomic bombs! We will apologise when Russia returns Karafuto and the Northern Territories! We will apologise when China admits its innate backwardness!"

"That is exactly the sort of thinking that will lead to more land lost, more atomic bombs, more pariah years! We should acknowledge our wrongs!"

"I will never acknowledge those nations as having moral superiority over us! It was war, we did what we had to!"

"So you disagree with the Emperor's initiative?"

Shigi stopped in mid-rant at Minase's taunt. "How dare you! I am loyal!"

"Well, you seem to be arguing against something which His Majesty feels very strongly in favour of. Where were you when he was leading the Restoration?"

Shigi scowled at Minase and took his seat. "I apologise for my outburst."

Minase nodded. "Apology humbly accepted."

Minase continued with his speech, pleased that he had found a weapon to use against Shigi and his nationalists.

OOC: Hmm. I read that Japan has never actually apologised officially to China over the Pacific War; even if they have in RL, they haven't in AMW.

IC:

The conference hall was packed with media reporters from all over Japan, and any foreign correspondents in the country had been invited to attend. Uniformed members of the Imperial Guard flanked each doorway, giving away the fact that the Emperor was in attendance; members of Koancho were spread throughout the reporters as another security measure.

The assembled media fell silent as Emperor Shinseiki strode up to the podium, accompanied by Prime Minister Minase. Shinseiki nodded to the reporters and smiled slightly.

"Thank you for attending. I have asked you all here as I would like my words to be covered by all media. Now that the Ringists have been defeated and Japan is back on the path to prosperity, I feel it necessary to address a matter that the Ringists never approached. I am here to atone for past sins.

During the Pacific War, our nation committed an aggressive war against the peoples of Asia, most prominently China, European governments and the United States of Quinntonia. This is recorded history, it can be found anywhere. During that war, our nation committed atrocities comparable to those of Nazi Germany; we brutalised an entire continent. We plundered finances from occupied nations; we mistreated prisoners of war, using some as slave labour and others for chemical and biological weapons testing. The massacre in Nanjing is mentioned as "IJA soldiers advance into Nanjing. Population grateful to be liberated from bandits."

Even school texts are controversial... many have dropped mention of comfort women, POWs, and even the word 'invasion' (as its told, the IJA 'advanced' into China as part of a defensive war against ABCD encirclement).

Under the Ringists, I doubt these flare-ups wouldve occured... I see the Shgunate as trying to make the 'Yamato war' look pretty bad. But, the Emperor and Yamato race were key to the prpaganda of the War, and seein them returnin the Restoration may have been a big flare-up in of itself... until said Emperor goes and does something like issue a heartfelt apology and promise to take responsibility. The CPRD has (of course) managed to take offence to the Emperor's statements, and has (of course) failed to let anybody outside the Republic know that.

Drapoel media has focused on Da'Khiem's interpretation of certain remarks as dismissive of the Korean struggle, which almost certainly was the most brutal in modern history as Suloist guerrillas met the IJA and the Korean monarchy was obliterated in crossfire. Of course, the Drapoel perspective traditionall gets a bit blurry when considering Japan's final defeat across Asia and the brutality carried-out towards Japanese prisoners of the Suloist state. Recent attempts to own-up in this regard have only made ideological splits in the Republic worse, and will likely be dropped again following the Emperor's admissions.

The Central Directorature has promissed (in public but not with the intention of alerting the outside world) to carry out a ballistic missile test as an example of the revolutionary state's ability to protect the Korean people more reliably than the last Emperor could.

Not knowing that Dra-pol had taken offense at Shinseiki's apology, the Foreign Ministry continued its efforts to make a diplomatic connection with the isolationist state.

Hindustan, under the Union Jack, was greatly involved in the second world war, both against Germany and Japan. It was a Hindustani regiment that single-handedly defended Borneo from Japanese invasion, and it was 150 Hindustanis who survived the battle and imprisonment. In fact, Muslims and Hindus fighting alongside eachother in the war was one of the factors that led to a highly acceptant and unified India (a large portion of which was then gobbled up by Llewellen's principality, percipitating a decades-long uphill struggle against the technologically and economically advantaged Bedgellens, but that's another story).

And on another note, perhaps China and India have more in common than is generally realized...

OOC: Japan's Prime Minister and Emperor has apologized for WW2 on many occasions (36 times), in addition they give billions of dollars each year to China, as China's biggest aid contributor although that amount has recently dropped to half a billion as China racks up spending on military weapons.

China's government, in response to the apology is grateful that Japan is officially apologizing, however, it is best that we keep our apologies alive by not saying it thousands of times, but by keeping the knife from the wound.

I know this wasn't an official statment, but thought I should just as unofficially respond. The opening night was packed with high-ranking officials, business leaders and other luminaries; although the new opera was expected to be a masterpiece, the main reason for much of the audience going was to be seen at a performance attended by the Emperor himself.

Prime Minister Minase corrected his tie for the tenth time as he was escorted along by members of the Imperial Guard; Shinseiki had given him access to the Imperial booth, meaning that this was less about opera and more about talking business. General Yoshida bowed to Minase as he walked in, and escorted the Prime Minister to the Emperor.

"Ah, Tohma! Please take a seat."

Minase took his seat next to Shinseiki after noting Tian's presence on the opposite side of the monarch. "Your Majesty, thank you for the invitation. It was a great surprise..."

"Oh wait, it's starting."

As the opera moved into full swing, Shinseiki cleared his throat. "So, what's this I hear about Quinntonia?"

"Hmm? Oh, they're sending a delegation to Tokyo for various reasons. There are rumours that they're after some form of defence agreement."

"Well, that would be interesting. Any more on what we discussed previously?"

"Shirai will talk to the Russians about it, but we're not holding out any hopes. Besides, Putin's currently in Versailles at some ball."

Shinseiki smirked. "I do hope Putin's watching himself, or the French will eat him alive. Still, if Louis can't be bothered to invite me after all we've been through, then he can go to hell for I care. There are better allies out there for Japan; the French have not lived up to my expectations. How are things going with Dra-pol?"

"Things aren't going anywhere; we can barely get any acknowledgement of our existence from them."

"It doesn't surprise me. Hotan is a very...interesting person. I recommend watching them; I was allied with them once, I know they can be somewhat strange but if you perservere then we might get some kind of contact out of it. "These next few weeks are of significance. The Quinntonians and the Chinese are both coming to see us regarding further cooperation; despite what we may wish, I don't believe that we can stay neutral or side with both. We must make a long-term decision about where our allegiance will be placed."

Shimizu Yuki nodded. "His Majesty is correct. The two major Pacific Rim powers are courting us, and we must make our choice. In light of the French snub to His Majesty, we must infer that Louis no longer regards him as a 'close friend'; relations could easily decline from this point. If we side with Quinntonia, we clearly stand against Dra-pol; if a conflict erupts, we would be a major target for Hotan and possibly his allies. If we side with China, then our regional security is assured, but we risk being dragged into a conflict with Beth Gellert and her allies.

The Holy League is not even an option any more; judging from their courting of Russia, something is approaching. Something that we should steer clear from. We are not deemed 'progressive' enough by Beth Gellert to earn a place with them, so they must be considered a non-option as well. We could maintain good relations with all concerned, but we must decide who we will join with."

Minase Tohma looked around. "We should take note of what came out of Spyr; Asia is strong when it is together. Joining with the Chinese links us to Lyong and the rest of east Asia."

Kihara Shirai shook his head. "China split once, they can split again. Besides, Dra-pol can still pose a threat to us; His Majesty has counselled us on what they are capable of. Quinntonia is secure, powerful and would not hesitate to defend us against Dra-pol. Asia may hesitate to decide who to back; Quinntonia would not."

Shinseiki raised his hand. "Both arguments have merit. Our biggest concerns are Dra-pol and Russia; Russia for its growing nationalism and Dra-pol for just being Dra-pol. We need to identify which bloc would be best suited to assist us with these problems. I suggest that we listen to what each has to say, then make our decision from that. In the meantime, what is this 'Beyblading' I've heard about?"

Minister Kihara chuckled. "It's the newest craze, Your Majesty. Spinning tops with accessories. There's a new animated show about it; my son says it's the greatest thing ever."

"Ah, well of course. It's good that our youth have crazes to stop them worrying about these high-powered matters. Anyway, we must prepare for the arrival of our guests."

OOC:China has available, free trade with Dra-Pol and is increasing the amount of aid to Dra-Pol annually. Alliance with China will secure both the Korean Penninsula and China.

China has a Mutual Defense Treaty with Russia and France, both seperate treaties. The defensive agreements allow China to assist France and Russia if they were to be attacked, and not them attacking.

China will be able to sign a Military Alliance with Japan. And we will not demand our allies to fight in any war unless its necessary in the terms on an agreement.

China has much to offer without even knowing it, the various business deals, military advancement, cultural understanding, technology, and so on. Nippon is close to China, and in any sense, China is more than just neighbor.

Allying China will secure Japan's future from fear of the Dra-Polian, and Russian powers. China has pledged support to the Russian and Korean powers. If Dra-Polian aggression drags to Japan, China will have no powers in defending the Yamato Empire. The Quintonnian Republic can only do so much from thousands of kilometers away.

If you plan to start using RL Japanese equipment, could we perhaps attribute the existance of two identical designs to freakish coincidence?

Given the fact that Islandia was devastated by World War II, many are glad to hear of the Japanese apology, even if it is late. Still more would be gratified if the Yauzukuni Shrine were re-dedicated, or at least re-written to incorporate the plight of the occupied peoples in Asia.

Foreign Minister Kang, whose grandfather was a captain in the storied, World War II era Subsurface Warfare Service (old name for submarine force), is gratified to see that the Japanese have apologized. Speaking for her government, she hopes that "someday soon, the peoples of East Islandia and the peoples of Japan can reconcile with each other."

An invitation is also given to the Japanese for joint exercises in the South pacific, to counteract growing Quinntonian influence in Japan (Islandians are wary of Quinntonia, being that it is the United States).

The diplomatic team will consist of three main negotiators, Bishop Robert Schultz IV, the venerable head of the Diplomatic Corps, who at age 87 has been a part of every major diplomatic decision in Quinntonia for the last 60 years, and while coming off as a bit pretentious, is brilliant and capable, and almost a living legend of Quinntonian politics. It is widely rumoured that this is going to be one of his last foreign engagements, as he is rumoured to be retiring upon the death of PM Jesse Obed. He has been involved in a series of secret top-level negotiations of an unknown kind in Mexico and Canada for the last several years, but has taken a break at the request of PM Jesse Obed to come here, to show with his presence how important these matters are to the Quinntonian nation.

Second, there will be Governor-Bishop Gerald Westgaard of Quinntonian Dra-pol, who, at 76, is also looking at retirement, and was a member of the original first contact team that moved into Dra-pol, and has then ably administrated Hamhung for the last twenty years, including during the Three Years War, when Dra-pol attempted to invade and destroy the free people of Hamhung, and also during the Dra-poel invasion of ROK. He has the distinction of not only being an expert in Asian relations, and being fluent in over a dozen Asian languages, but also has a reputation for being a spokesman for peace and reconciliation with Dra-pol, drawing much criticism back home.

Third, is the young hotshot Rebekah Klages, who is the Quinntonian Minister of Defence and has proven herself quite capable and efficient in that capacity while she organised in conjunction with the Pentagon, many build-ups and call-ups that have taken place in recent history. This includes the massive military build-ups both during the Bonstock conflict and the Sino War of Unification.

It is the job of the mission to remind the Japanese government that though Quinntonian detractors would have you believe that we can do nothing from thousands of kilometres away, that 2/3 of the Quinntonian Navy is less than 300 kilos away from the North West tip of Okinawa with ¾ of the Quinntonian Air Force is in the region, in Quinntonian Dra-pol, ROK, with the fleet, and at the many small Quinntonian bases throughout the region. Of course, it is known that Quinntonia will be scaling back its military involvement in the region, but even at that point, Quinntonian Dra-pol contains over half a million troops, with more than 100,000 more in ROK along with the standard Quinntonian Southern Pacific Fleet, which is understandably the largest and most powerful fleet at Quinntonian disposal. Military cooperation between ROK, Quinntonian Dra-pol, Quinntonia and Japan could set up a defensive grid that would be able to respond quickly and with power to any crisis that would happen in the region. And with Quinntonian military support, and a willingness to fight to protect our friends and allies, there is very little that Japan could not withstand. Of course, Quinntonia will point to its history of jumping to defend those who have been wronged, and whatever is decided, should the Isle of Japan be invaded by a hostile entity, it could depend upon some level of Quinntonian support. Also, the trade benefits of a deal with Quinntonia is too obvious to be pointed out, but again, whatever is decided, Quinntonia will be open to trade with Japan, as always. It is hoped that the Chinas will be open to making the same promises, whatever is decided, but the Quinntonian will point out to the fickleness and instability of the various Chinas, as well as the aggressive tendency of that Empire, with former Xiagiou’s invasion of Kenandru, Sino’s war of aggression that led to their eventual unification, and their support of the criminal despot Hotan, and his brutal regime.

As for the question of religion, the very fact that the Japanese government will no longer put unusual constraints upon the Christian faith, and promises fair treatment to those of our faith, that is all we ask, and we will endeavour to respect the native culture and people of the nation of Japan.

However, the Chinese won't be required to provide troops in the actual nations being attacked. That's why I ignored the Bonstock conflict (china wasn't being attacked.)

The Japanese government was calling in everyone they could to provide comfortable accomodation for not one, but two major delegations. Although it was believed that both groups would be staying in their respective embassies, Prime Minister Minase was arranging hotel rooms just in case.

Initial ideas about a three-way conference were abandoned when Shimizu Yuki pointed out that both China and Quinntonia seemed to be competing over Japan; putting their delegates in the same room could lead to trouble. As a result, it was decided that Foreign Minister Shimizu would meet with the Chinese delegates while Deputy Foreign Minister Honda Hisaki would meet with the Quinntonians; the Quinntonians would be reassured that no disrespect was intended, rather that the Chinese had called for talks first so the Foreign Minister had already arranged to meet with them.

Shimizu and Honda would be in regular contact with each other during any negotiations, and it was asked that all meetings be recorded for posterity; in actual fact, the Emperor would be watching the tapes later in the day to scrutinise the delegations himself. The Japanese government had paid close attention to the barrage of statements already issued to them by both powers, and several ministers were already leaning towards one of them.

Finance Minister Kihara nodded. "Let us keep in mind that we have a rich history with the Quinntonians. They are the ones who forced us out of isolationism with Commodore Perry's arrival; they could have been more tactful about it, but the point is that Quinntonia has a well-meaning interventionism about it. We have always looked beyond Asia; we were allied with the British for a period in the last century. Besides, there is something about one of the Chinese responses that made me slightly unsure."

Emperor Shinseiki smirked. "I assume you mean 'I am sure General Liu will be willing to allow China's allies to obtain Chinese weapons and technology'. Yes, I felt let down by that as well. I remember Liu when he was ruler of Southern China; Marimaia always had to watch its borders because we didn't know if he'd be charging over it on one crusade or another, although we did establish an understanding towards the end. The fact that he has so much influence over the Chinese military establishment is of concern to me; if we need him to be in a good mood before he helps us then we may be waiting forever.

I am also uneasy regarding Dra-pol. I watched as Dra-pol invaded South Korea. I saw what was done. I also allied with Dra-pol for a time after their war was over. They have a disturbing ingenuity about them, to be sure. The question I have to ask is what Asia would do in the event of Dra-pol charging south again. A peninsula-wide Dra-pol would be the greatest threat to our security that I could imagine; would Asia try to talk to them first, or would they instantly act? We know what Quinntonia would do. We have tried to establish dialogue with Dra-pol and they have refused to listen; obviously I no longer have any influence there of any kind, but it was to be expected. It is unfortunate, but from now on we should regard Dra-pol as a potential security threat."

Minase agreed. "As always, you have wisdom for us Your Majesty. As much as it pains me to say it, we will not be secure until either Hotan signs a non-aggression pact with us or the Drapoel regime is brought down. The rest of Asia have nothing to fear from Dra-pol as they contain it through treaties; Dra-pol will not even talk to us, so we must take more assertive steps to protect ourselves. According to latest opinion polls, the populace want an ally who will act decisively against Dra-pol if they become antagonistic. Historically, the nation which acts decisively against Dra-pol is Quinntonia.

Shimizu-san, we must ask you to inform the Chinese that as much as we respect them and appreciate their friendship, we are choosing to ally with Quinntonia. Recent weeks

Inside the CPRD, political life had turned in on itself once more. Consuls had been recalled and diplomatic meetings suspended time and again. Propaganda had peaked and dived and shifted in different directions as Da'Khiem listened for information on which way Japan would swing. The Central Directorature hadn't wanted to weigh in directly, Hotan believing that to do so would either have no effect or worse yet sway outsiders to speak falsly: he prefered to know where everybody else stood than to tell them where his feet were planted.

In truth, he was initially glad of Banat reports that indicated a Japanese leaning towards the Quinntonians: the CPRD and USQ were almost always going to be enemies on some level, and he'd rather have them poison Japan against Dra-pol than risk Japan poisoning China against her.

That hadn't kept the Central Directorature from organising the best sort of propaganda, that which didn't pander to anybody but the Republic and reminded all Drapoel of the need for self sufficiency. Though it was hoped that some would never escape Korea!

Now, the Republic had taken to public execution of drugs smugglers, with several persons identified as such being appropriated for bayonet practice guilty of, according to newsreel capitions, "...attempting to smuggle foul narcotics across the Yalu"; to reporting on trade growth with China; to airing films about the Revolution and the fight against the Imperial Japanese Army; to displaying the latest Drapoel technologies (acquired from the Soviets before the end of military aid), and to covering the latest missile tests.

A two-stage Taep'o-dong-type missile is the latest tested by the CPRD, being the first such weapon launched from former ROK territory. Built presumably under-ground, the missile was brought to a facility that until recently had been commercial land associated with a haulage company at near-by Kangung and readied for launch over night. The test -the first serious attempt in months- came in the early hours of the morning, and saw the missile arch over Japan with a successful separation, with the 'warhead' section travelling as if to splash down in the western Pacific over 3,500km from Korea.


Before any details of that event had been released or international reaction unleashed, the Director was turning some of his Consuls about and sending them back out. No degree of strife was worth shutting-out the Lyong and its oil, and Hotan had high hopes for China, following their possible snub by Japan. Hotan's Kurosite Republic was all about progress, he continued to insist, and he'd rather not let the decline of Soviet input derail that. Da'Khiem spoke generally of Korea as a single entity of some eighty million human parts, and began to address Beijing in almost brotherly terms, if somewhat estranged.
Hotan hoped to offer Drapoel experience and even direct access to Soviet technologies, especially in light of the Republic's experience in using Red Sky SAM/ABM to engage hostile targets during several stages of recent Korean conflict, as well as a small stockpile of modern Soviet AAMs. That was not to mention the Republic's 'superguns' used to orbit small satellites at low cost and its various other pursuits. Hotan himself was interested in the future of the CPRD's best defensive assets now that the Commonwealth would not be helping to maintain and replace them, he did not feel inclined to give-up his long-range SAM defence and so forth after having enjoyed it for so long. There was also further talk of securing China as a limited tourist destination and of allowing some Chinese visitation to northern Korea. The idea of reducing the western fleet below 460 hulls (the largest of which displaces less than 1,500ts) and boosting the east was not unappealing, either.

After a failed attempt to pull Japan closer to China, and the rest of Asia, Chancellor Yeh then headed to Dra-Pol to discuss the the aid and financial packages. The Chinese government has approved a 27 million dollars annual aid to Dra-Pol's public works and had extended the package to some parts of the navy which before was defeated in the Imperial Parliment dueto the 'military' partof the agreement.

It is official, China will offer Korea military and economic aid. Chancellor Yeh will be arriving in Dra-Pol for talks with his Korean Counter-part. At the same time, several tariffs on Japanese electronics were reduced and some were lifted.


Chancellor Yeh responded to a message informing China of Japan's decision to ally with Quintonnia.

"We are very sadden to hear that. We do hope the quality of trade and economic support for each other will flourish. Many thanksto the Emperor and the Japanese. We did hope that Japan, which had a longer history of learning and trade with China had decided to turn theother way. Japan was awonderfulcountry,and may alasting friendship between China and Japan remain strong for years to come.

The House of Representatives was packed with all members of both Houses of the Diet as Prime Minister Minase detailed exactly why the alliance with Quinntonia was important, focusing on the Drapoel launch and China's apparent inaction over it. Minase reminded everyone that China had called itself a friend to Japan; if it was such a good friend then why did it do nothing when Dra-pol launched missiles over Japan? Was it merely protest over the Quinntonian alliance, or was it because of some simmering rivalry issues?

When it came time to ratify the alliance, there was an overwhelming majority in favour of it; even Aikoku Toko members had voted with the government, as Dra-pol now acted as something for the entire country to despise, nationalist and moderate alike. Any uncertainty over Quinntonian motives was over-ridden by outcry over Dra-pol's gall and 'destructive intentions'.

Behind the closed doors of Kokyo Palace, Emperor Shinseiki was seething over Dra-pol's actions. Akubara Kiyoshi was ordered to redouble his intelligence-gathering operations and to find some way of infiltrating Dra-pol; the latter would be next to impossible, but he felt sure that he could accomplish the former. Shinseiki also received a call from Kangtian Wei in Peru, who reassured the monarch that the Pacific Lotus would do anything it could to help; what that would be, no-one actually knew.

Television news broadcasts were devoted almost entirely to the launch, with various 'experts' producing varied predictions of what would happen next between Japan and Dra-pol. When the morning newspapers were released, various headlines conveyed outrage over Dra-pol's actions; the headline which grabbed the most attention was that of the Yomiuri Shimbun, which boldly declared "We will strike back".

"Launching a missile over Japan! What are they thinking?", muttered Putin as he performed a spectacular disco spin at the Versailles bash.

The Japanese-Quinntonian alliance is seen largely in a positive light, as Quinntonia has long been one of Russia's closest allies. With a non-agression treaty between the Russians and Japanese, and now this alliance between the Quinntonians and Japanese, it seemed that the cause of conservative democracy seemed to shine ever brighter.

On another note, the Russian Mafiya has assured Pacific Lotus that it can help smuggle in any operatives they need to get inside Dra-Pol.

The Chinese National People's Congress has decided to draw up an alliance with Korea. The alliance, which differs fromthe Russian, and French Alliances were to fully defend and assist in offensive siuations. The Alliance hower will not uphold dangerous activities done by Dra-Pol in which it will cause a war and soon. However, the event in which Dra-Pol sent missiles flying over Japan is taken into consideration in whether Dra-Pol is capable of keeping peace.

General Liu, Minister of the Military Branches of China had commented on Dra-Pol as being a very dangerous nation in which China should approach with caution.

Chancellor Yeh will present the alliance and several economic and political documents with the Dra-Polian Government.

Immediately the team presented a plan and agreement that would allow for a full strategic trade allaince. Japan had access to Asian markets that Quinntonia was not trusted in, and could make themsleves a great deal of money as a way station, selling Quinntonina goods to their Asian nieghbours, as well as buying Asian goods to sell to Quinntonina and other western markest, setting themselves up as a trdaing hub that would link East with West. A very advantagious position indeed. Also,the proposed trade deal would include the selling of arms to the Japanese military forces, including everything from major naval ships and attack jets to small arms and hummers. All at a very prefferred price.

As for the military side of the ball, it was proposed that for now, one base under Quinntonian control be set up, and the training programs be coordinated from there. The base would contain no less than 20,000 active troops plus personell and civilains, and hopefully have access to a deep sea harbour, as it would serve as a refueling station for planes and ships in the area.

The Secretary regarded reports from Japan with a good deal of relief, and was cautiously pleased to see the same from Russia. Things with China were going at least as well as could be expected, and the Japanese appeared to be distancing themselves from the Chinese partly as a result of his efforts, he told the assembly of the Communist Party of Korea in a closed session.

Hotan emplored the Party to support alliance with China, saying that its vast resources would in the short term compensate Dra-pol for the painful division of their own Korea. Hotan, of course, having risen to power via the Party to become Secretary before assuming the Directorship, was much more inclined to consult the Party than had been any of his predecessors at the Central Directorature.

Later, the Unified People's Army declared its Taep'o-dong missile test a success (as it always did, having claimed a 3-stage success in recent years when a two-stage missile's ultimate section broke in half over the Pacific), and says that it can't very well fire test missiles so they'll land on China or Russia, and can't fire them over its own southern coast since it is occupied by foreign armies.

Defence Minister Tsuhima Heiji is elated at the Quinntonian proposals for military cooperation; the Quinntonians have suggested everything that the Japanese were planning to request from them. The integrated missile defense system is almost immediately agreed to; Minister Tsuhima will consult with the rest of the National Defence Council before putting forward a 'hardware shopping list'.

Yokosuka in Honshu is suggested as the initial base for Quinntonian operations in Japan; established in the 1860s, it had served as a naval base under various governments. Although it would require an influx of modern equipment, at about 568 acres it is deemed to be an excellent starting base. Minister Tsuhima also hints that in light of Dra-pol's current stance, Japan would be willing to assist the ROK once Japan's own recovery is on track; Tsuhima asks that Japanese assistance come under Quinntonian jurisdiction as not to incite any lingering anti-Japanese sentiment.

Finance Minister Kihara expresses satisfaction at the Quinntonian trade proposals, as they would certainly help economic growth without undermining the JRP's social-democratic policies. Kihara also proposes the establishment of a bilateral Trade Commission to oversee trade relations and resolve any potential disputes before they flare up.

In other circles, Foreign Minister Shimizu thanks all nations that have requested Dra-pol's re-aiming of missile tests, stating that Hotan's provocative actions are 'hardly conducive to the peaceful Asia we all wish to exist in'.

This is exactly what we were thinking. Since the Integrated Missle Defence is a militray secret, we will not be able to put it on the "hardware list" and it will no doubt be the most expensive part of the agreement, so let us leave that part to the end and agree to it in spirit right now.
The trade commission is immediately agreed to, and in a show of good faith, it is proposed that the commision be made up of five members from Quinntonia and five from Japan, with a non-voting advisor from ROK and Quinntonian Dra-pol. The vote-breaking Chairman position will be Japanese, giving them effective control over the trade commision, bowing to their superior wisdom in this matter.
It is also proposed that along woth the 100 West Piont scholarships, a higher education exchange of porfeesors and students be arranged to the tune of several thousand students and profs.
The military presense that will make up the new base is already being put together, with small teams from Quinntonian Dra-pol already moving into place to prepare landign strips, etc.

In response to recent Drapoel actions, Mumbai re-states its commitment to see, at some time in the future, a unified Korea, but at the same time does not believe that a Suloist (or Kurosite?) Drapoel regime is the right regime to bring that about.

Parliament protests in strong terms the missile test, calling on Dai'Khiem to abandon its WMD and ballistic missile programs and stocks, although not expecting anything near a favorable response. But with about 50 military personnel still stationed in the Republic of Korea, and with Hindustan being quite close to Beth Gellert, and with Beth Gellert now distancing itself from Dra-pol, any stabs at the south won't go over too well globally...

Hindustan comes out in favor of the soveriegnty of both the ROK and the independence of Quinntonian Dra-pol, with Parliament promising to send, at most, a few ships to the aid of the ROK if attacked.

Japan is also back on the table. It is surmized that, if a quicker means of transportation could be found, a Parliamentary delegation could zip off to Tokyo before the Chinese knew what happened. Chancellor Yeh, and First Lady, Piao Ai Ning (Park Chung-Ah) will be arriving in Korea to discuss diplomatic matters. The First Lady is an ethnic Korean who had lived in the Yánbia-n Cháoxia nzú Zìzhìzho-u (Yeonbyeon joseonjok jichiju) an Autonomous region for ethnic Koreans.

The First Lady would be the first to travel to North korea, in which she had fled a few years back.

China had raised the quota of 600 Dra-Polian students to a historic 15,000. The Peking Beiyang Military Academy has offered the first of its kind, Chinese taught Military academics to Koreans.

The Chinese however are not to exploit the Koreans, but treat them as brothers, many years before, losing Japan, China will have to be sure not to lose Korea. Several proposals have been made, and China has requested a lease program to build Chinese missile turrets throughout the Southern and Western Coasts. The plan was to secure Korean, and Chinese naval assets and will also major Korean cities.


The CHinesewill have to meet their brothers face to face, and present gifts. The fortified Chinese, with a billion-dollaroperating missile system and navy will reach out to the Korean and help them develope a worth wild missile defense system and will also finalize their financial aids.

With the Hudecian Conservative government hastening on towards an election, and its popularity sinking to unheard of levels, the leadership decides that it is time to cast aside the previous isolationist policies and re-engage the world.

Funny enough, it finds that little has changed since it left the world stage so long ago. Perhaps it is a testament to the fact that Hudecia will never be a major world player. It is time that Hudecia accepted its position as a minor player with grace.

Hudecia sends an ambassador to Dai Nippon Koku, former prime minister and president Matsuda along with his wife Keiko Matsuda.

The Quinntonian government denounces the Chinese as arming geneocidal and psychotic tyrants. It is amazing that the Chinese are willling to build missile silos (Almost as amasing as the Dra-poel xenophobic regime allowing any military presense into their borders, and seeing how much better the Chinese have it than the Dra-poel, interesting) and give aid to the regime. Quinntonia reminds the Chinese government that they were the first nation to give billions in aid to that government and was repaid by having those resources used to arm the troops that tried to wipe out millions of Quinntonian Dra-poel citisens, as well as WMDs.

After hearing of Yeh's intention to supply Drapoel Korea with arms and missile silos, Emperor Zhang comments on situation, with a subtle dig at Yeh's seemingly irrational support of Korea over Japan.

"China is in favour of seeing a united Korea. However, this must be achieved via peaceful means, and the Chancellor's support of military assistance to the Suloite regime of Drapol seems to be jeopardising that."

Another memo was sent privately to Yeh.

There areonlyplans to build Chinese operated missile silos on the Western and Southern coasts. There is no plans to help Koreans develope technology, compared to allowing a larger amount of Koreans to study in China.

China will make sure the money will be aimed at rebuilding and modernizing the country.

With China backing Dra-pol for whatever reason, we could do worse than courting the Hudecians. Perhaps in time we can forge a North Pacific Defense Initiative incorporating Quinntonia, Hudecia, the ROK, Quinntonian Dra-pol and ourselves. Still, send my warmest regards to the Hudecians, and when you meet the ambassador tell him that it is an honour to welcome our cousins from across the Pacific."

China is already contacting the Canadian government after their emergence from a good nap. The Chinese have reolted during Hudecian slumber, now China seeks to better relations with Hudecia.

Even though Dra-Pol is seen as a threat, and China financing a so-called aggressor, China wants to better ties with many former enemies and hostile nations in the world. Similiar messages were sent to Quintonnia as a hope of peace.

The newly established government under Bloc Francophonie (the French-Hudecian separatist party) decides to approach the situation in asia with a completely new tact.

For the first time perhaps ever, the Hudecian government sends a representative to Drapol in the hopes of bridging the gap between the two nations.

As well, the Chinese approaches are welcomed and Francois Bouchard, now Prime Minister, invites them to visit Hudecia in the hopes of fostering better relations between the two countries. In a more secret communique, the Hudecian government promises that negotiations between the two nations would be more fruitful than previous ones. (OOC: i'll TG you guys)

Although the Dra-pol missile test and China's recent pro-Da'Khiem stance had resulted in a drop in the Nikkei, news about the Quinntonian alliance as well as the 'awakening' of Hudecia led to a slow rally of stock prices. All sectors of the economy were picking up with the increase in trade between Japan and the rest of the world, while consumers continued to primarily purchase domestically-made goods as they had done under the Ringists.

The JRP government continued its social democratic agenda by sending various legislation to the Diet, all of which was passing due to the JRP's majority and some out-of-character voting by Aikoku Toko. The planned nationalised health care system also received the support of the SPJ, giving it overwhelming support in both Houses. When it came time to ratify the Trade Commission proposal, the SPJ decried the growing links with Quinntonia and demanded that attempts be made to negotiate with Dra-pol over a peaceful future; slurs by Aikoku Toko members about 'commie traitors' led to a minor scuffle between the two parties' representatives. Both parties were subsequently disciplined, and the proposal passed with the backing of the JRP, LDP and Aikoku Toko.

The newest controversy to arise was over the Energy Security Bill. The government was intent on securing Japan's energy needs as the economy continued to grow, but fossil fuels were being discouraged for environmental reasons as well as a desire to be free of oil crises. Debates now centered on whether to seek 'green' renewable energy sources or to develop further nuclear power sources.

Although most intelligence gathering remained firmly focused on Dra-pol, Japan also began watching Russia due to Putin's declaration of the new Russian Empire; the two nations maintained a non-aggression pact, but Japan's intelligence community had become much more cautious after Dra-pol's actions.

The Chinese government has passed a quota of 60,000 Japanese students and persons to enter freely in China. The immigration laws and so forth were strict and outdated and have been reformed to fit international needs.

The Confederate Chinese Party demanded that Dra-Pol improve human rights and democratic principles. The party founder, Chancellor Yeh will be on several state visits. This triggered the party's favour for socialist principles in Dra-Pol. Because of Dra-pol's lack of capitalist development, its government has falllen weak in trade and international business operations.

Other parties, The United China Party, and the Dragon Loyals Party, strong supporters of the Emperor had issued stronger trade demands and improvements for the Korean peoples.

"If Dra-Pol shoots another missile over Japan, we should shoot ten for each one over Dra-Pol. Such aggresive attitudes will lead to certain isolation." said an angry politician.



Because of China's earlier 'Efficient Energy Bill', a government funded promotion of nuclear power, and even hybrid automobiles. Public transportation has also been a daily advertisement in the public speakers.

Despite some fervent protests by the SPJ, the JRP announces that the first reading of the Energy Security Bill will go ahead as planned; the Bill will recommend the expansion of Japan's nuclear power capabilities to meet the ever-increasing needs of the economy. Analysts predict that the Bill will pass with the support of the JRP, LDP and Aikoku Toko.

Emperor Shinseiki is appointed head of the National Defence Council, which also includes PM Minase, Defense Minister Tsuhima, Akubara Kiyoshi and the heads of the Self-Defence Forces. They draft a 'hardware list' for the Quinntonians, emphasising a need for aircraft, AAA systems and naval vessels; ground hardware can come later. The NDC is also approached by Mitsubishi, which presents tentative blueprints for a new jet fighter, dubbed the 'Zero II'. Various other companies begin presenting designs and blueprints, leading the NDC to start confirming interest pending successful trials.

President Delgado of Peru pays a state visit to Japan, pledging eternal friendship between the two nations. Kangtian Wei tags along as one of Delgado's aides; in private, Shinseiki and Wei discuss current circumstances as well as how the Pacific Lotus can help Japan in the current political climate.

However, before the shipment of naval vessels or aircraft, a fuller list of what is needed needs to be presented.
The ships need to be started, and the planes can be pumped out as fast as you need them, up to and including the Raptor.
Any joint military technology development is met with enthusiasm.

As Commander in Chief of the ECA, Gen. Liu and the Emporer have can up with a unanimous decision to continue to the embargo of all military aid to Dra-pol. The idea of placing silos in Dra-pol only gives the generals of the Special Weapons Force a good laugh.

Meanwhile, the Beijing Stapapol Garrison is on the move with one heavily armed unit en massing outside Congress to prevent any possible terrorist activities.

Although an order for a Carrier Strike Force has been placed with the Quinntonians as part of the expansion and reorganisation of the Self-Defence Forces, Japan is not completely reliant on foreign sources for weaponry. Designs that were to be used by the Ringists are instead implemented by the Imperial government; the construction of four Kongo-class destroyers begins at several shipyards across the nation.

In a final burial of the Ringist era and the preceding expansionist era, a new national anthem is finally decided upon and unveiled during a formal ceremony in Tokyo. 'Kimigayo' is deemed unsuitable for the new Japan, so instead a work by Hirasawa Susumu is chosen; the new Japanese national anthem is simply titled 'Forces', and embodies the struggle that Japan underwent to liberate itself from Ringist oppression.

It is asked, however, if you would like to wait for the completeion of the Nimitz in order to ship, that way, you could just sail out of here under Japanes command and have your own men flown here to take control and we would even train them on these systems, the other option would be to have a skeleton crew flown to San Fransisco, where they would be joined by a training team, and the assets that are ready would be moved immediately. The Nimitz would be sent when done, under Quinntonian command unitl it was handed over in your waters.

We will be dispatching Admiral Kobayashi to San Fransisco with sufficient personnel to man the vessels when they are ready; we would greatly appreciate it if you could train them in the specific workings of the purchased ships.

We also have one hundred individuals ready to take advantage of the scholarships to West Point Military Academy; we have ensured that they meet the standards necessary for entry into that prestigious institution.

If there was one thing to be remembered about Matsuda it was his intense loyalty to Japan and to South Korea, or what remained of it. Being placed as an ambassador to Japan had been his hope, but now things seemed in doubt as his friend MacNally was now occupied a spot six feet below the ground.

"A former Prime Minister? That is an interesting development. Send a driver to collect him at the airport and have him brought here."

The secretary nodded and left the office as Yuki lit a cigarette. So things continue to get interesting, he thought. The Japanese government had heard about the Hudecian President's death in Parliament; a quick note of condolence had been sent due to their focus on Dra-pol and the Russian Empire. The government were still considering whether to act against Russia or not, and now a former Hudecian leader had arrived, one who was renowned for his love for Japan. Yuki placed a call to Prime Minister Minase to arrange a meeting between themselves and Matsuda; if there was any chance of getting the Hudecians allied with the Empire of Japan, then it had to be taken.

Matsuda enjoyed driving through Tokyo and the surrounding suburbs. It had been a long time since he had visited his old hometown and his missed it dearly. He was interested to meet with the Prime Minister and Foreign Minister and he reviewed in his mind what he knew about them, which took about 10 seconds to do since he didn't know much at all about them.

Matsuda thought back to his time as a child in Chiba, how he used to play in the nearby park, about his mother and father. He shook his head slightly to remove those thoughts from his head. He remembered meeting MacNally after university in Alberta. The two of them were young, vibrant and competitive members of opposing political groups but soon became fast friends with a mutual respect for one another.

And now MacNally is dead. He was always pushing himself harder and harder. Perhaps too hard. Am I doing the same?

Matsuda looked out the window of the car and for a moment saw an elderly caucasian man. In his mind, it reminded him of MacNally, the wrinkles, the balding white hair, the clean-shaven look.

While they were arriving at their destination, Matsuda thought about what he had been charged to do here. His 'mission', as it were, was to ensure that Japan was on side with Hudecia.

"It has been a long time since my nation addressed the outside world in a direct manner, as our experiences before the isolation were, less than pleasant," Matsuda tried to sound neutral about the whole isolationist policy but inside he disagreed vehemently with it. "Hudecia has taken some time to look inside ourselves and determine what course we should take as a member of the international community."

"We hope to reforge old friendships and as they say in english, 'mend fences' with others with whom we have had disagreements."

"Matsuda-san, we hope to make use of your knowledge and experience in your domestic affairs. We have concerns regarding this Presidential election of yours; I realise that many nations still question our reasoning for having Shinseiki Tenno on the throne due to his rather unique track record, but his position does not endanger anyone. We need to know where we stand with Hudecia; the last we heard, your government was becoming closer to Lyong and Dra-pol."

Matsuda was very uncomfortable with how direct the Japanese questions were becoming, but he felt honour bound to tell the whole truth, at least tell them how he saw the events.

"Minase-san, now is a very troubling time for Hudecia. Although I am a member of the Liberal Democrats I cannot agree with my party on this issue. The leaderes of 3 of the major political parties all favour increasing our ties with the Lyong and Drapol. With these three combined they control the legislative branch of our government."

"There are those in my government who believe that for too long Hudecia has seen things in a very black-and-white manner. They feel that it is time that Hudecia restored its position as a 'neutral third party' in many affairs. This position is strongly opposed by the Conservative and People's Parties, who controlled the executive branch until MacNally died."

"For us, the President is the person whom we have represent us on the international stage while the Prime Minister takes an internal role. If the LaPorte wins the Presidential election I fear that Hudecia will burn its bridges with some friends, in exchange for new friends."

"Even if Lau wins, internally our country will be remodeled to look more and more like the countries of Spyr and Drapol. They are even attempting to subvert our education system in order to indoctrinate our children to guarantee future electoral success."

"As Hudecian ambassador, I am duty-bound to inform you that should it be discovered that your government is interfering in our internal matters that I would be required to give you a stern letter of complaint demanding action against those who violated our sovereignty."

Admittedly we did contribute financial assistance to Lau's campaign, but many other nations have contributed; we are also prepared to abide by your new legislation forbidding us from doing so. We simply find it difficult to comprehend why your countrymen would wish to befriend a nation which regards missile testing over another country as acceptable."

Foreign Minister Shimizu cleared his throat. "I trust that your leaders have also realised that siding with Lyong and Dra-pol will earn you the enmity of the French and their allies. We, of course, have nothing to do with the French or the Holy League; as long as Hudecia does not harm us, we will retain peaceful relations. It merely pains us to see Hudecia being used like this; it would appear that the SSRC wish to expand into North America, and are therefore using Hudecia as their proxy in the region. If war flared up between Dra-pol and Quinntonia, who would Hudecia side with?"

"We are at a crossroads," Foreign Minister Kang informed Premier Flaherty. "It seems to me that, as a member of the diplomatic service, we are almost always at a crossroads of some sort...some nation here decides to come into the world, another wishes to declare war...a wonder this job does not become mundane."

Flaherty nodded. "I understand," she said. "So I suppose this crossroad that we are at is an opportunity to begin anew with Suun, and perhaps to do so in a happier way reminscent of the old times, hm?"

Kang nodded. "Emperor Shinseki, as he is now known, has been fair to us. It is we who betrayed him through the actions of the Burma war."

Flaherty nodded again. "This is true," she agreed. She looked to the side blankly, observing the four fighters that ringed her plane. "We cannot allow the Quinntonians to gain a foothold in Asia...yet we should also begin relations wtih the Japanese."

"The situation is a decent one," Kang observed. "We can cede Matsu Dome to them--"

Flaherty looked at her quizzically. "Do be careful," she said. "Matsu Dome has long been a source of pride for the Submarine Force...They will fight tooth and nail to keep it. But perhaps joint operation of Matsu Dome is in the future. In the meantime, we must somehow begin a formal diplomatic relationship with them."

Kang tilted her head. "We have those War Tide class submarines left," she said. "They are being decomissioned...perhaps we can sell some to them?"

Flaherty nodded. "In the hands of a capable captain, even the War Tides are a match for those American Orca submarines," she said. "I shall contact Fleet Admiral Yiu about it."

Kang nodded. She sat back in her plush seat, and took a sip of soju. "Now that that's settled, what movie shall we watch?"

"Kung Fu Hustle," Flaherty said. "I always liked Stephen Chow."

These total six submarines, and greatly annoyed at the fact that such craft are being removed, the Undersea Warfare Force Command has given its permission to the War Council for a sale to allied and interested nations be made.

War Tide class submarine

As with any Islandian submarines, the War Tide class is a stealthy, fast craft. Using a propulsion system that does not rely on air, the War Tide submarine also comes with its own caterpillar drive (regrettably, the caterpillar drive is a first-generation Islandian design, and not as effective as the second generation) and a masker system which emits bubbles in order to mask the profile of the submarine (See American Prarie Masker system for more details).

As is case with all EIN submarines, the War Tide class is equipped with emergency thrusters (1st generation), tanks of compressed air, which, when triggered, blow the submarine onto a different course and allowing it to dodge (quite literally) torpedoes and other munitions.

Weapons include two torpedo tubes forward and two aft, and six missile tubes, with space for another three to be stored. The torpedoes fired are Islandian Mod 700 wire-guided torpedoes, but the firing interfaces can be modified to accomodate any other systems.

The War Tide submarines carry towed sonar arrays, and have a floating antenna, both for communication on various frequencies, as well as for detection (the radar can be fed information from the floating antenna). There is space for four anti-aircraft missiles in the sail of the submarine, with no space for reloads.

Speed is thirty knots surfaced and twenty five knots submerged. Hull construction is of a single hull, with a meter of soundproofing.

Cost is about five hundred million each.

For Japan, however, an offer is made to give one submarine for trial purposes, and if the submarine is found to satisfy Japanese requirements, then that submarine will be given to them free of cost, and the other submarines will be sold.

"That's not what I meant. You like him because he worships the ground you walk on; if Aikoku Toko became ruling party, you'd be acknowledged as a divine being within a day."

"Maybe....anyway, now is not the time to be discussing this sort of thing. You and I are going to be meeting the Islandians because Tohma and Yuki are occupied with our Hudecian friend Matsuda; besides, I'm the one the Islandians want to see."

As Flaherty arrived to meet the Emperor Shinseki, she couldnt help but suppress a flutter in her stomach. Her uncle, who had lived in Marimaia for years as an advisor with the Marimaian Air Force, had spoken with reverence of Chisu Suun, who was god to many in his nation.

Whether the Americans gained a foothold in Asia was not really a pressing concern, Flaherty knew. As usual, the real problem would be Dra-pol, and dealing with the hermit state; Flaherty had already spoken with several high ranking Islandian officers about sparing forces to station in Japan. Given the small number of the military nowadays, the only services who could realy spare anyone was the Air Army and the Navy. Still, Flaherty had managed to talk the heads of the Air Defence Corps into allowing the stationing of anti-ballistic missile systems in Japan; if Shinseki allowed it, there would be an entire air defence brigade stationed in Japan. Matsu Dome, needless tos ay, was secret, and thus kept from the prying eyes of the Censorate (government investigative arm).

Flaherty knew the backlash against such an action would be immense, but she felt that she could justify her actions by playing the Dra-pol card. Still, an entire air defence brigade was not an easy commitment, and she realized that it would have a backlash against her campaign for Premier in three years.

As she stepped off the plane, dressed in her usual business suit (Minister Kang was wearing her usual red pareu ringed with yellow sunflowers and General Rin, commander of the War Council, wore a dress uniform), she noticed the new Emperor.

She smiled broadly. For a god, he seemed like a nice person, she thought.

Several high ranking leaders of the Chinese National Congress has called on 'unified action' to help improve Dra-Pol's economy, and government. Human rights in Dra-Pol is at an all time low, and China wants a friendly neighbor. China may be heavily funding Dra-Pol in building adequate housing and public works, however, China needs to obtain trust and assurance from Dra-Pol of their stance on reforming their government.

China has sent several pages of an 'Adequate reformation' policy to Dra-Pol and will need an answer on their stance in chaging their economy, government, and liberties.

The first act of the Chinese Congress was to shut down all Dra-Polian aid, and all Chinese government workers in Dra-Pol, and Nationals are ordered to stop any form of assistance until Dra-Pol can impose democracy and limiting their arsenal.

The National Congress issued a statement to the military:

"The National Congress will turn off the valves of support for Dra-Pol when they don't hede to our demands. Dra-Pol is a sick nation, and needs the monetary support, but we are afraid they will redirect funds to other prjects and so forth. The Nation Congress decided in a poll to stop ALL aid for Dra-Pol until they are able to take the first few steps toward democracy. This of course would need Dra-Pol to review their military numbers. China will pledge support both economically, politically, and will provide military assistance, but until Dra-Pol can prove itself to be a friend of Asia, China will have to take in mind the neighboring Countries of Lyong Nations, Japan, Russia, Hudecia, and Quintonnia."

The decision will be sent to the Parliament, to be passed and approved by the Emperor. Several officials in the congress has reassured the military government of China that 'feeding' the Koreans is a way to develope orea into a democratic ally and that all is under control, and hopefully Dra-Pol will work something out.

Once inside, however, everyone became business-like. There was much to discuss, many future concerns.

"To be blunt, esteemed Emperor, whether or not you ally with Quinntonia is not our concern," Flaherty said. "As an official of the people, you will do what is best for your nation. What is our concern, however, is, as usual, Dra-pol, and the continuing threat it poses to everyone. As such, I have some proposals that you may find interesting."

Flaherty proceeded to outline her plans, telling him of the Air Defence Brigade that could be stationed in Japan if the Japanese so desired, the offer of the War Tide class attack submarine, an offer to allow them to base submarines in Matsu Dome, and the offer of diplomatic relations between the two nations.

Foreign Affairs Minister, Li Li Shan, or Lily, has proposed a Pacific Rim Union to better communicate with neighboring countries in Asia. A government invitation is sent to Japan, Dra-Pol, Russia, and Oceania. If enough countries reply with a positive side of such an organization, China will host a preliminary conference.



The Chinese Imperial government has sent a formal invitation to the Emperor of Japan to visit the Imperial Government Complex in Beijing, which includes the newly renovated Forbidden city, which houses several hundred guards and servants. The Imperial Family also resides in the great halls, and beijing once again, became a powerful capital of Asia.

The invitation was build stronger ties between the Chinese Imperial Government with the Japanese Imperial Government, and probably Sino-Japanese ties as well.

He had known for a week what the result would be as he was the coordinator of Lau's British Columbian 'election determining organization'. A politically correct way of saying that he helped Lau rig the election and he felt no compunction against doing so.

Lau would leave him in Tokyo to continue his work there as long as he desired to. Naturally, Matsuda was interested in staying there for as long as possible.

In addition, celebrities with party membership were trotted out for a few photos with Minase in an attempt to show the JRP's resonance with popular culture. The singer Kinya Kotani began appearing at parties held at the Kantei, along with various actors and popular wrestling stars. Minase soon found himself heralded as the "People's Prime Minister" by several newspapers, a moniker strongly detested by the Socialist Party of Japan.

Shinseiki contemplated the current situation as he waited for his guests to arrive; things were stabilising for the moment, at least. The economy was continuing to grow as trade with other nations was expanded, and the current laxity of the business laws meant that entreprenuers were still confident in setting up new companies. Domestic consumption was also growing nicely, below the predictions of Finance Minister Kihara but still within acceptable limits. The apparent instability of Dra-pol had led to a great deal of concern initially, but now Japan was acting with business as usual.

The Self-Defence Forces had reached an impressive five hundred thousand under Defence Minister Tsuhima's recruitment campaign, which had been created with help from the Ministry of Public Relations. Although Japan was not ready for all-out war against another nation, the nation would certainly prove painful to have as an enemy; once Defence Ministry targets were reached, Japan would be ready for just about anything.

The Asia-Pacific Rim Alliance showed promise, although Foreign Minister Shimizu had expressed private concerns about it ultimately serving Chinese interests; this was the main reason for Japanese lobbying to have Quinntonia involved closely in the organisation. The alliance between Quinntonia and Japan was as stable as ever, with joint ventures proceeding well. The Ministry of Public Relations had performed an excellent job of selling the Quinntonian presence to the public, with Minister Mihashi receiving a great deal of praise from all circles.

However, the assassination of Louis XX weighed on Shinseiki's mind. He knew that Dra-pol could always attempt to assassinate Japan's leadership, so he had called together trustworthy individuals who had various talents they could bring to his cause. Tian leant next to him and quietly interrupted his thoughts.

"They're here."

Shinseiki rose to greet his visitors, hugging those he had a long history with and bowing to those who he knew only by reputation. The four individuals took their seats and received refreshments before Shinseiki began.

"I have asked the four of you here because i know what you are capable of. You all have talents and advantages which Japan is need of in these days; the populace live in the knowledge that their government is working always to protect them from harm, but as their Emperor I have every intention of doing the same. Our greatest potential threats are lack of information and infiltration by enemy powers. I believe that the four of you have your own ways of dealing with those threats.

Kangtian Wei, my old friend and leader of the Pacific Lotus; you have contacts in places where most do not wish to venture. You walk in dangerous circles without harm; you can arrange things which I cannot. I will rely on you to keep Japan's underworld true to their duty, to the Empire.

Akubara Kiyoshi, I have already appointed you to the leadership of Koancho; your task is to discover potential threats before they affect us. You work closely with Security Minister Okuma in this position, and I am relying on you to never engage in professional rivalry. Your first concern is the welfare of Japan, not who gains credit for which operation.

Fuchida Kazuki, you are not known well in mainstream life. My knowledge of you only comes from my advisors from the Restoration. It is said that the Fuchida family practise old ways, that you have always been loyal to the Chrysanthemum Throne. During the Ringist era you bided your time and maintained the old traditions in private; your family is now called into service by the Empire. Use whatever means you have to ensure the safety of the Imperial Household; you will work with the Imperial Guard to protect me, but your reach is much further than that of General Yoshida.

Finally, Kogara Jubei. Your organisation is often hired by the Pacific Lotus to take care of problems that even they cannot touch. I require your services, you must work with the Fuchida as you will protect our government. Prime Minister Minase has no official knowledge of this meeting, and I would prefer it to stay that way. Your people will ensure the safety of our ministers, either by providing bodyguards or eliminating threats.

The four of you shall be my Shitenno, my Heavenly Kings who will protect Japan from subversive elements. You will be granted passage through those gates at any time, should you require me. Do what must be done to keep your Empire from harm."

Princess Aisin Goro Bier, the late princess of Xiaguo is of age to seek her dragon.

Only age 19, she was Xiaguo's only heir to the throne and has given up her title in favor of the unification of China. She has pledged loyalty to Emperor Zhang Fu Guo and has become Princess Mei Hua, Plum Blossom.

Princess Mei Hua is also a full time model in Shanghai and Hong Kong and has been in numerous comercials, and is a member of the China Youth League.

She will be heading to Japan, the Lyong nations, and the United Kingdom for several fashion shows and exhibitions. The Chinese government is also hoping that spreading her name to the world will allow a royal marriage to take place.
