FFM does not officially recognize anything more than Dipolmatic relations with FHI (the Yellow Brigade, terrorist cell in HI) and some small ammounts of economic and institutional aid.

In actuallity there are a very small number of FFM special forces in HI, but no one is aware of this even HI, although the diplomat, Ms. Xiang was suspect.

This conflict was orignally designed to be limited to HI for what intentions are worth. Although we have created an opening for a raid on the Yellow Brigade HQ.
