"At approximately 7:26 A.M. in the morning, Risban Standard Time, a boy was born at High Cedar Medical Centre right here in Risban City. The boy is named Julius Crisius Gamuas, and was born to Helen Graff, 24, and Edwin Gamuas, 32. Given that this is the Billionth Milestone Baby, the Office of the Emperor has given the family one billion plutus, and some property right outside of Risban City. The Imperial Archaeological Society has traced the Gamuas bloodline back two hundred years, discovering that it is connected to the Antares bloodline. Thus, the title of "Lord" is being bestowed upon Julius Crisius Gamuas, and when he is older he may join Parliament if he so wishes.
Emperor Scorpius himself went to the hospital and met the baby and his parents. The child is perfectly healthy, and we are sure that we can expect great things from the Milestone Baby."
