Our idealogy is not to create a master race, but to preserve the genetic diversity of humans. We utilize a system where male gametes are harvested in the late teen years, from those we inseminate random females. From this we accomplish random genetic blending. Genes that cause terminal diseases in those under age 17 generally disappear. Along with the random 'mating', we randomly introduce minor mutations into the genetic structure to help with the genetic diversity. Besides our reproductive policies, our citizens enjoy total freedom. However the UN declares us Human Rights abusers because of our veiw on genetic diversity and manipulation, but I can assure you our people our very happy.

I consider modern anything that we (world) currently use and have the ability to create. Rail gun have already been made, weaponizing them, I think we have the ability to. Now powered exoskeletons, I really don't know.
