FC Conflict/Inccident

Pardon my stupidity, I am new
What on earth is this conflict all about, what happened, why, and has it been resolved. Also why is it mentioned so much.
It's about FC getting nukes, throught buying them, as well as claiming 100 nm coast.
First people dogpiled FC then attackers got counter DPed.

No, it was 100. If it had been 200, things might have got a little bit more out of hand...

so how did it get out of hand, and why does everybody seem to refer back it then?
It got out of hand because first a bunch of mid-level nations dog piled FC, then when that happened a bunch of old-level nations pulled a reverse DP, and a lot of turbulance spun out of the dogpiles.
