OOC: Just so people aren't totally lost....

The Grand Imperium of Risban has declared neutrality in this conflict. Any attack on Risbanian citizens will require a written apology and compensation, depending on the circumstances.

We are willing to sell arms to all involved, for the right price.

The call had been made for all Risban Imperial Citizens in Call to Power to leave at once. Merchants and businesspeople abandoned their shops, taking what they could as they left. The consulates were emptied, and all Risbanian flights to Call to Power ceased.
They were not going to risk anything.


Message by Call to power

We understand your actions to safeguard your people but we cannot allow business to leave the nation due to the massive economic damage it would cause we will however look after business where needed and any corporation looking to leave CTP will be heavily fined to compensate for the gap they will leave

I am sure you can understand this and we hope your citizens choose not to leave our nation

We will make it clear that ANY attempt to keep Risbanian citizens in your borders will be treated as an act of war. Your present war is of no business of Risban's. If you keep our people in your nation, it will become our business and be followed by a full declaration of war on Call to Power. We will not compensate you for your own mistakes, and any act to force compensation out of our people will also be treated as an act of war.
We strongly recommend you focus on the forces attacking your nation rather than the Risban Imperium's businesses fleeing your country out of fear for their own safety.

People who run and work Imperial businesses are considered civilians, and we said that we would NOT pay a fine for your nation's idiocy in angering other, more powerful nations. We have given you warnings, and you have not heeded them.
The Grand Imperium of Risban will shortly be declaring war on Call to Power. We will be funding all nations invading Call to Power if they need it and deploying forces of our own. The Call to Power consulate in Risban will be seized, and our border patrols and airport security not allowing any people from Call to Power to leave the nation. They will be prisoners of war for the moment.

Emperor Scorpius appeared on the Risban International News Station (RINS), a branch of the Risban Imperial News Network (RINN). As he gave the declaration, written copies were posted all over the internet and newspapers. Risban was going to war.

Declaration of War

Once in the history of the Grand Imperium of Risban have we declared war on a nation far from our region. That nation was Muru, who launched terrorist biological attacks on us and our allies and started riots in Risban City by spreading lies. Muru was dealt with in an appropriate manner.
But now, another nation has assaulted the populus of Risban... Call to Power is currently engaged in a war with Hogsweat and several other nations, a war started due to his belligerent attitude towards Feline Catfish, as well as several other factors. As you all know, I declared neutrality in the conflict and advised all Imperial civilians, merchants, and diplomats to leave Call to Power for their own safety. I will not risk having our people caught in the crossfire.
Once I issued the statement, Call to Power responded by saying that they will not let Risbanian businesses leave. They feared that their economy would crumble, seemingly ignoring the fact that a coalition of powerful nations was invading the greedy nation. I issued the leaders of Call to Power a warning. They responded by saying that they would not allow our businesses to leave their nation unless we pay a compensation. This was a nice way of saying that our people were captives and we must pay a ransom to retrieve them.
Thus, it is my unfortunate duty to uphold the honor of the people of Risban and fight to save our brothers. I have ordered Parliament to declare a state of war against Call to Power. We will show them what happens when citizens of the Risban Imperium are assaulted. We march to war!

-Statements-
1. The Imperial Army will mobilise and special operations teams will be sent into Call to Power to attempt to save our people while our military aids in the assault against the vile nation.
2. Call to Power citizens currently in Risban will be placed under house arrest. We will question all of them and then, depending on what they say or if they are military, deport them. Should these people be military, they will be held as prisoners of war until our citizens are safe.
3. The Grand Imperium of Risban will offer funding to any nation assaulting Call to Power.
4. The Scorpius Corporation and the Zorag Company, the two largest businesses in Risban, both having branches in Call to Power that are currently being held prisoner, will offer monetary rewards to any government who succesfully rescues a Risbanian citizen from the wicked nation of Call to Power.
5. An embargo has been placed on Call to Power. Any ships or planes from Call to Power being caught within Risbanian territory will be seized and held, their crews questioned then deported.
6. And, obviously, the Declaration of Neutrality has been revoked.


We warned them. I tried. The world knows that I hate war, but I will not stand by while our people are threatened. Call to Power will never again threaten innocent people, people who have nothing to do with war.
I ask that all nations currently aiding Call to Power withdraw their support. I also ask that all nations placed embargos on Call to Power, and attempt to withdraw their citizens from Call to Power before they are placed in the same situation.

I'm appaled to hear that my ally has committed such acts of cowardness. Unless he can justify the act of keeping citizens other then for economic reason in the next 24 hours then I will have to leave him. I will then enter on Risban's side although I won't support giving him to Automagfreek.

Leafanistan cannot understand Call to Power's decision after being such a kind and understanding ally he has imprisoned businessmen from other countries. Illegal imprisonment I say! Leafanistan has broken off all relations and trade agreements. Leafanistan currently only has about 20,000 soldiers not fully occupied with zombie control duties.
These are fast-responding paratroopers of the elite Republican High Guard. We can dispatch a mobile mechanized infantry division via air, featuring the newest weapon in our arsenel, the AVMC-05 Sceptre Quadracycle. If you wish Leafanistan will dispatch the 6th Republican High Guard Dragoons to Call to Power via air drop. However we lack stealth cargo aircraft. If anyone is willing to supply it we'll gladly drop from their aircraft.

The Silver Sky has always been suspicous about Call To Power's actions, but illegal imprisonment of business? That hits an all time low. We will support Risbans actions against CTP, we can deploy the 1st Rapid Attack Division (RAD), within 48 hours.

Franco-Philia, donates 950,000 francs, to be spent as wanted by Risban.

Following Franco-philia's example Arckum is donating two million Serpenz to Risban's cause, and is sending transport ships to bring all Arckum natives, who wish to leave Call to Power, back to thier homeland. If these ships are to be attacked this will be considered a act of war and Arckum will aid the invaders.

As Tannenmille is not actively pursuing any offensives, we can afford to donate 50 million Tannemarken to the effort against CtP.

Special to the Grand Imperium

We have decided not to undertake any direct action against Call to Power at this time due to the cancellation of their planned 'exercises' near Feline Catfish. Howerer, we are willing to help ensure the safe extraction of your citizens from this potential warzone, should you be interested in such help.

On a random whim, the Holy Emperor Lord Blues has donated 7,000,000 ping, roughly equivalent to $70,000, to the war effort out of his own pocketbook, and another 7,000,000 ping from the country, as well as offered support in the war effort.

The Holy Empire of Lord Blues has no navy, as it is a landlocked nation, but can offer an elite harrier unit of 500 planes, highly trained, as well as 700 special forces operatives, trained to work in groups of seven, behind enemy lines, and skilled in procurement of their own supplies.

The Harrier Unit is supported by resupply platforms located in friendly waters scattered throughout the world, which are resupplied by weekly supply drops from more planes back at The Holy Empire.

First off this is illegal imprisonment of Risban nationals and secondly the fine is extortion. A pedophile may "need" the child he's holding and wants a ransom but that doesn't make it right does it?

don't get me wrong your citizens can leave but the corner shop across the road cannot just be left abandoned

If you are refusing to allow citizens of Risban or any other country to leave your country without paying you a fee then yes there are captives. This

CtP just IC'ly made up the £400 fine recently. Before that, as the quotes that the government posted show, he merely said that if Risban wanted its people back it would have to pay money for them. Now, why Risban would not pay the fine: It is basically extortion and a hostage situation in the eyes of the Office of the Emperor. Also, if the businesses are only worth £400 as he now just said, then he would not really have much need for it with the forces that were invading him. It was more of an honor/pride thing for Risban, and annoyance that a nation whom it had had friendly relations with before would be holding their people in the country for money. That's how the government viewed it.

Following the biggest bully on the block isn't big and it isn't clever!

We are not following the biggest bully on the block, I was against FC all the way and came close to commiting troops, but decided not to on the grounds that they deserve to have WMDs, CTP is violating international law by holding Risbaian (sp?) citizens against there will, and don't buy him saying that only the businesses must stay, because who runs the businesses? Why Risbanian citizens themselves!

Despite the civil War, Patriarch Saerus gives Risban the finger from across the sea.

If you are including us as one of those countries then you should know that
we had nothing to do with this Feline Catfish defense so there is no hypocrisy
coming from us. Secondly we do not follow bullies, we usually are the one
standing against bullies. My point is don't make generalized post.
