You are first going to need to effectively arm your soldiers against any threat seen in an urban occupation situation. Helicoptor, Tank, and personnel. My Jihad Package is perfect for that and includes the ammo necessary to defeat most modern designs. That package can arm 26,000 people because for the rocket troopers, one soldier is needed to fire the weapon, the other is required to carry the ammo. Depending on whether your nation is landlocked or not a navy may be required. Many NATO countries have ships no larger than frigates because they are too small to justify a bigger navy. And for a cheap Air Force the MiG-21 is a pilot's plane and it will be easy to train your troops in. As a show of good will Leafanistan will be glad to give you 1 trainer plane for every 2 MiGs you buy.

To answer both your questions you first need to math yourself. Forgive me for being callous but get an economy calculator and find your defense budget. Then take about 25% of it and that is how much you can spend. Then be realistic. If you have a population of 9 million I sincerly doubt every is going to be a soldier. You need logistics, support, farmers to make food, factory workers etc. However you can give everyone guns.

The CIWS on the Destroyer is each LASER turret which works by frying the microchips inside of a missile destroying its guidance systems. However, at the design of this Destroyer it was decided that this wouldn't be that large a destroyer. If I did give it room for a helicoptor it might be designated as a cruiser, though the line is blurred nowadays. At this time this design element was thought to be unnecessary for an export version. However we do plan to release a much larger destroyer later.

I've been thinking that but last time I tried to sell T-55s that went over poorly. And currently we've just started building Abrams, and Challengers, though a Type 96 like tank may be good. The original Jihad Package is meant more for urban warfare, where they can disappear into the mist and chaos, but for rural and forest things, I suppose you are right, I'll include a Guerilla Warfare package, Artillery I haven't thought of but that is a good idea.
