If you mean your budget: yes. Issues will raise or lower your amount of money spend on Military things and other budget areas. And as your nation grows, so does your income and thus the amount of money spent on military.

Also, some decisions you make on issues can give you a stronger economy, giving you more money to spend. This cuts both ways of course...issue decisions can also send your economy into recession or even depression.
