Preamble:
Given the recent upsurge in criminal and revolutionary activity in Total Victory, it is the confirmed opinion of the Lady Victory and her High Cabinet that immediate measures must be taken to turn back the tide of anarchy. The terrorist acts to which the Republic has been subject to are unprecedented, and are the result of a Global Anarchist Conspiracy to plunge the world into an eternal conflagration of unending chaos. Therefore, the goal of the Ministry of Peace in creating this document is to codify the mechanisms by which the Republic of Total Victory may prevent further loss of life from discontent and avoid importing chaotic elements from foreign nations.
The policy is strict and will be carried out to the letter by all persons concerned with its execution. The goals of the proposed guidelines are threefold. First, to prevent unwanted foreign influence with the potential to destabilize the civilization of Total Victory. Second, to expand the supremacy of law by peaceful means. Third, to oppose the spread of anarchy by any means necessary.
Article I: National and International Waters, and the treatment of foreign vessels and merchants.
Section 1 – All waters within twenty nautical miles of the island chain of Total Victory shall be regarded by the Republic of Total Victory as the sovereign waters of that nation, and subject to the laws and procedures of that nation, and subject to the prescriptions of this document.
Section 2 – Any vessel of foreign origin shall be required, upon entry into the national waters of the Republic, to report their cargo and intended destination to the Victorian Naval Authority. If this is not done, the VNA will use any means necessary to contact the vessel and directly inquire as to its cargo and destination. If the vessel does not respond to direct inquiry, or refuses to inform the VNA in regards to cargo and destination, it shall be regarded as potentially hostile. The VNA will then have full authority to dispatch ships to intercept and board the potentially hostile vessel, to arrest the crew and seize the cargo and keep these under detention until their nation(s) of origin negotiate their release.
Section 3 – Should a potentially hostile vessel or its crew attempt to harm a Victorian or damage a vessel of the navy of Total Victory, that vessel shall be regarded as confirmed hostile and destroyed.
Section 4 – After inquiry, the VNA reserves the right to board and inspect the cargo of any vessel passing through Victorian waters, to ensure that it matches the description of the cargo given by that vessel to the VNA. If the vessel refuses boarding, or if the cargo does not match the given description, then it shall be regarded as potentially hostile and dealt with in the manner prescribed in sections two and three.
Section 5 – Any vessel which appears to be deviating from its given course will be warned by the VNA that it is off course. Should it fail to correct its heading, it shall be regarded as potentially hostile and dealt with in the manner prescribed in sections two and three.
Section 6 – No nation shall land any vessel on the shores or in the harbors of Total Victory without the consent of the Ministry of Peace. To do so may be considered an act of war by that nation against the Republic, as decided by the Ministry of Peace on a case-by-case basis.
Section 7 – Any nation wishing to open trade relations with the Republic of Total Victory may do so by acquiring a contract with the Ministry of Plenty. That nation shall only dock cargo vessels in the harbors specified in their contracts, and the crews of their vessels may not leave the designated docking zones. Any attempt by the crew to leave this zone, or by any vessel to dock in a harbor not specified by the contract between their nation of origin and the Republic, shall be prosecuted and punished as an act of piracy.
Section 8 – Omitted.
Section 9 – Should a vessel be in obvious distress and violate these sections without malicious intent, then they may be pardoned for their violations, and freely returned to their nation of origin.
Section 10 – Special exceptions to the first article of this Victory Directive may be made by executive order of the Central Authority of the Republic of Victory.
Article II: Distribution of Victorian Ideology
Section 1 – It is the consensus of all citizens and ministries of the Republic that Law is the most noble of human creations, and it allows a framework within which the human may grow to optimal happiness, fulfillment, and security.
Section 2 – It is the consensus of all citizens and ministries of the Republic that war is a state of brutal anarchy, and therefore the spread of Law is best served through other means.
Section 3 – The Ministry of Truth shall undertake to codify an apologetic argument supporting the ideals of Total Victory, and distribute this argument nationally and internationally by all peaceful means. A variety of media are to be used in distributing this argument.
Section 4 – Omitted.
Section 5 – The Republic of Total Victory shall actively seek alliance with like-minded nations, and cooperate with them in expanding the ideals of Order globally.
Article III: Active Opposition to Anarchy
Section 1 – The Republic of Total Victory recognizes that force is an unfortunate necessity of the state, and should only be used in the circumstance that its use shall cause a reduction in the necessity of using force in the future.
Section 2 – The Republic of Total Victory holds as sacrosanct the concept that the government is the prime defense against anarchy and the only reliable foundation upon which order may be constructed. Therefore, the Republic shall hold the assault on a government by its population shall be regarded as an act of war against civilization, and the Republic will intervene in the defense of civilization by any means necessary.
Section 3 – If an organization with the responsibilities of government should fail in its duties to promote order and civilization, it shall be the policy of the Republic to oppose that organization, by any means necessary and possible.
Article IV: Appropriate War Conduct
Section 1 – Any soldier who engages in rape, thievery, unnecessary destruction, or other criminal activity shall be held accountable for his or her crime by the Ministries of Peace and Love as if that crime had been committed in the territory of the Republic against a citizen of the Republic.
Section 2 – Prisoners of war are to be removed to camps within Total Victory until their nation of origin can negotiate their release. All basic needs of life shall be provided for their soldiers, and the Republic shall ensure that they are kept in good health and properly nourished. Prisoners of war may be employed in the manufacture of goods for the Republic, for work shifts of no longer than ten hours per twenty-four hour period. Prisoners will be expected to operate under Victorian laws, and will be prosecuted for violating them. Victorian laws will be explained to the prisoners upon their arrival and will be freely available for their perusal during their imprisonment. Trials for war crimes will not be held until the conclusion of a conflict, unless the prisoners are rebelling against a valid government, in which case they may be tried at any time for crimes against state or civilization.
Section 3 – Citizens in territory occupied by the Victorian armed forces shall be expected to abide by the laws of the Republic. It is the responsibility of the military governor in that territory to ensure that all persons under their jurisdiction are familiar with Victorian laws.
Section 4 – The use of fear as a weapon by which to undermine the popular support of the enemy shall be employed by any and all means available to military commanders.
Section 5 – The limited nuclear forces of Total Victory shall only be launched at discretion of the Ministry of Peace should a foreign military force land upon the shores of Total Victory in aggression. Should the Republic be invaded, an emergency convention of the highest officials in the Ministry of Peace shall determine whether or not to launch a first strike against the nation of origin, and if so, it shall designate the appropriate targets.

Section 12 - Exceptions to the limitations prescribed by Article IV exist where taking such exception significantly shortened the length of conflict.
