Sprits were high and the mood was joyous, as the crowds cheered for the columns of soldiers marching down the highstreet. It was a day for celebration and freedom, because as of midnight last night, Sairos was an independant country. Conflict had ravaged the populace for almost a decade now, as the nation had been the battleground for several corporations manufactures looking to achieve an advantage over their competitors. Bombing after bombing and the steep uping of security had left the populace imprisoned with no outside help, only the SCUD launch in 2003 had provoked military action. Now they were free from their dictator, and the First Emperor of Sairos had been elected.

The Emperor himself was riding in a seemingly civilian car, but closer inspection would reveal 6 ply bullet-proof glass, keavlar upholstery and four tonnes of lead lined vehicle. He wasnt taking any chances today, as the Remnant of the old dictatorship would be more active than usual.

However, freedom embraced the nation now as its reformed military and redeveloping economy threw a parade like never before. The capitals entire population was there to witness it, with millions more watching on TV.

After the rhythmic marching of four blocks of infintry came twenty main battle tanks, followed by the band and then more infintry. The procession was as long as the eye could see and everyone was patriotic.

Because today they are free.

We here in Sairos would like to extend the hand of friendship to the peaceful Verghastinsel. We would appreciate trade between us, and will start by offering vast amounts of crude oil for the equivalent of $36 USD per barrel, or a national resource of your own, perhaps.

Sairosan Crude would be especially welcome at this time, as the Verghastinselheer (Army) maintains numerous armoured vehicles, and our own supplies dwindle. Verghastinsel has little in the way of natural resources, but I percieve that a Mutual Defence Agreement may be welcomed at this time.

The first of the eight jets taxi onto the runway and begin their ascent. With naval tensions high lately, the emperor ordered for the sum of 150 000 barrels of stockpiled oil to be delivered to Verghastinsel. The wheels left the frosted runway and folded into the body of the plane.

People of Verghastinsel, we have dispatched the first load of oil to your capital airport and await the payment of $4 200 000 USD for these essential supplies. We regret to inform you that shipments of such scale cannot be maintained, but we shall provide a steady supply none the less. Because of the Mutual Defense Agreement, you recieve a discounted sum of $28 USD per barrel. Further discount could be achieved by trading Power Plant standard plutonium, in which we are in short supply.

For a lump sum of $80 000 000 USD our government is willing to allow you to build four oil pumps, two refineries, up to 200 miles of pipe and 12 miles squared of accomidation for your own oil production facilities within our nation. You can have a decent sized deposit to yourself in the remote desert regions of Sairos. For an extra $10 000 000 USD you could have a 2000 man military base near there to protect your assets from any attack to Sairos. All prices are negotiable, and space has been reserved in the capital for an embassy.

Verghastinsel thanks Sairos for it's quick preparation of the first delivery, and again for the most generous discount afforded to us. Payment has been transferred.
Construction of the suggested facilities will begin asap, using Sairosan labour in their construction and future operation. With permission of the Sairosan government, however, Verghastan regular troops shall be stationed as guards.
The offer of an embassy is much appreciated and, in thanks, a building in the Diplomatic Quarter of the Verghastan capital, Belsin, has been set aside for a Sairosan embassy. The Diplomatic Quarter is routinely patrolled by the Republikanischer Schutz, the Republic's elite infantry division, and is considered the safest area in the city.
