The Mutual Aid Pact of less powerful Nations

Name:
1. This agreement shall be referred to as MAP.

Requirements:
2. At the time of accepting MAP, nations will have a population not greater than 1.5 billion inhabitants.

Purpose:
3. The purpose of MAP is to defend other member nations if there has been an unprovoked attack on a member.

Stipulations:
4. Members agree to establish diplomatic relations with each other.
5. Members agree to not restrict the sale of weapons between other members
6. MAP members agree not to provoke other countries to attack them with the intent of bringing in other members to assist.
7. Members will set aside an annual amount of 0.1% of GDP to help with humanitarian and military aid to nations under attack.

Aggression by members:
8. If a MAP member attacks other MAP members then the MAP alliance is obliged to defend the attacked nation/s, unless ethical or moral presidents with in your nation are threatened by your intervention. A vote whether to expel the aggressor will take place, with 50%+1 to expel required.
9. If a MAP member want to engage in offensive military action against a NON-MAP member for any reason, assistance will not be offered without at least a 65% percent approval from the MAP members.

Aggression against members:
10. If a MAP member is attacked without provocation, the MAP alliance will assist militarily and financially.
11. If a MAP member has provoked an attack by a non-member, members will not collectively assist this nation, without a vote of at least 65%. If the vote fails to pass members may offer aid if desired.

Other notes:
12. If a nation grows larger than 1.5 billion while a member, they can still remain part of MAP.
13. Nations larger than 1.5 billion wishing to assist smaller nations, may join as non-voting members.

I'm pretty sure MAP is still accepting members, I can't think why it would ever stop. Just post on the main thread (or this one probably) that you signthe treaty or soemthing and you'll be added tot he list

Allies are in good order during these troubled times, but it seems that this should be most trustworthy in comparison to reguler alliance pact. I would request joining this Pact for the future benefit for all of our countries. I will pledge our guns to all of your aid.

Collectives is touched that we should be included in the voting members section, but we are essentially 1.5 billion people currently. (ooc: 1.498 bil LOL) We would be fine without a vote. We are a large, peaceful nation with no army, but enough of an industrial base that we can support any of the member nations in time of war. We pledge our industrial base and technology to the MAP.

Frankly we are at a loss, this is clearly a special situation that the MAP as it now exists does not cover, Therefore we wish to bring to vote the Organization Born to Die for Autonomy's appeal to join the MAP.

As it stands now, members don't have to meet any standard of conduct to join. Do we have proof that Born to Die has engaged in behaviour that members wouldn't support?

OOC: It's tempting... My country has never hosted an event before and I'm pretty new to RP, but might as well give it a try. I will need some time to prepare.

It could be sorta like the NATO Command structure. With a Surprime Allied Commander, Commanders for, Land, sea, and air command etc.

I disagree with idea of many seats. S.E.A. could accept an idea of one Secretary that will be changed each RL month or week based on following system. We start with nations that joined first and then move to the new ones. Each decission will be given under debate and then voting. Those nations that wish closer participation with Secretary can join MAP's High Council - the only restriction should be activity.

That would be a good idea. Put The Secratray and his high council should be the larger nations that joined MAP.

The Dominion would be interested in joining an allience, as a non-voteing member of course. We have a large and competent military and we stand ready to defend those less fortunate.

First of all this supposed to be Pact for smaller nations and largest nations are non-voting so those should be excluded from possibility of gaining Secretary seat. High Council should be avaible for all, active members - that will help more ambitious nations to develop their diplomatic skills. I think that The Imperial Land of Findan should go beyond egocentric point of view and favor less discriminative policy towards smaller nations. Although we could use standard 500-million requirement to make sure that new Secretarty won't be a totaly inexperienced, young nation.
I have following proposals:
* All voting nations can participate in meetings of MAP's High Council.
* Active and voting Nations that have above 500 million of citizens are allowed to become General Secretarty of MAP.
* General Secretary is appointed thorugh rotation - begining with oldest signers of MAP.

Because there are no other options I suggest to begin voting in new thread. Votes should be revealed so we can count only those that are made by Members of our Pact (this option is avaible while configuring poll). There should be at least 2 options: Findan and Arakarian.
Findan System: only largest nations should gain Secretary seat. Because this proposal is lacking in details, after being approved, each nation should has possibility to propose their own details and after another voting, we will have new system and seat of General Secretary.
Arakarian System: standard, 500-million barrier and rotation. Details above.

I can inform all our members about voting but Dowier's administration should update list of members because some nations cased to exist. Also, I can start new thread and co-ordinate works on this proposal if no one else would like to do it. Arakaria is open for co-operation with anyone who wants to put his work in this.

"Hello fellow nations of the MAP. I speak to you now on behalf of the Askiran people, I address their questions as to the future of the MAP. My Department lodged a message detailing our intrigue and commitment to joining the MAP. That was last month. We have heard nothing much since, we where told by Arakaria that we where excepted. Great! Or is it? Since then Doweir, leader of the MAP, has been indisposed (His nation seems to be "Not Found" when searched for) so we nor any of the later applying nations can be added to the membership list.

It is the opinion of this Department that the MAP is at a standstill and can not continue forward until a powerbase/council/governing body is created. We need an experienced nation that will step forward and take the lead to ensure the continuation of the MAP dream. We need to breathe life into the MAP once more. The MAP is a great dream but unless work is done to organise and run the union, it will crumble.

As it stands the 'un-added MAP member of Askira' (us) calls for a vote of no-confidence in Doweir's leadership, and until he returns the MAP is in no fit shape to stay on track. We need new leadership if we are going to keep the MAP afloat" - Secreatry Halsey
