The Khalifah al Muslimeen government send out word to the nation of Roach-Busters, that it would like to open up relations between the two nations. Govnt request that RB send a enovy to Istanbul, the Seat of Government for Ottoman Empire.

Beneath the glare of the desert sun, the helicopter burst into view and circled the runway, as Chong Moua straightened his tie, took a sip of wine, and neatly gathered his speech and inserted it in a peach-colored portfolio. The pilot notified him that they were landing. The helicopter landed with a steady but resounding thud, and the doors were muscled open by armed guards as Moua stepped out, ducking his head beneath the rapidly spinning propellers. He extended his hand. "Chong Moua, how do you do?"
