Secret Telegram to Feline Catfish

Japanese Antarctica has been monitoring the controversy surrounding Feline Catfish's nuclear weapons and its extension of its borders. Although we have condemned these actions, we feel that there needs to be an end to the conflict before any unnecessary loss of life occurs. Therefore, we present to you the following proposal:
Point 1: Japanese Antarctica or another nation of equal or greater standing will buy most of Feline Catfish's long range ICBMs.
In return, for every ICBM that Feline Catfish sells, we will trade four nuclear (or conventional if you so please) anti shipping missiles for Feline Catfish Coastal Defense. We will be flexible and are open to negotiation if there are any changes you would like to make to this point.
Point 2: Feline Catfish will reduce it's 100nm claim to 25nm
The 25nm claim will consist of a 10nm official border, and a 15nm no-military zone. For the time being, Japanese Antarctica will provide naval defense for Feline Catfish. If you wish, you may invite other nations to join our navy in the defense. This will remain until Feline Catfish is properly equipped and trained to defend herself.
We trust that you will make the right decision. Please contact me as soon as possible, and be sure that no one else finds out about this telegram

OOC: One last request, Feline Catfish. You should follow the proper RPing rules for the future, and be willing to accept advice when someone gives it to you. Also, should use the GDP calculator (http://nseconomy.thirdgeek.com/) to calculate your budget.
OOC: It all seems fair to me except for the last part. There are no actual rules to NS role playing. Only guidlines that most people follow. And about the thirdgeek, that is rediculous. No one should be forced to use a gdp calculator, so in my opinion, you putting that there is complete BS.

He's not saying forced to use. He's just saying should use. It is a good idea, but Feline Catfish has yet to realize that.

OOC: To be honest, most nations have accepted his nations military because it's actually pretty crap... it's very unreasonable to tell him he shouldn't RP with any military assets for the first month of his nations existance because his XML figures haven't had a chance to give him a reasonable budget cut towards his military...
Personally I wouldn't touch most GDP calulators as they don't leave room for interpretation. I admit that a new nations shouldn't be equipped with a world class military budget... which is why Freeform RP is about learning to balence yourself. This game is about having fun, not statistic wanking.

OOC: FC didnt use the secret IC tag in his message. So, it was public knowledge. (even though JA's telegram was secret)

After reading the copy sent to us via Feline Catfish we can only agree that it's highly unfair to expect this nation to sign such a treaty when it asks for them to give up their nuclear weapons which they legally aquired from another nation and only threaten to use in defence, as well as asking them to give up their claim to 100 NM territorial waters which was done in order to help secure their nation from outsiders who do no need to go within these waters (as they do no affect global trade or territories) but would be threatening them were they so close.
Iuthia sees no reason to deny Feline Catfish it's nuclear weapons or territorial claims and we acknowledge the 100 NM territorial waters as their own... we are fully aware that such a claim doesn't affect any other nation in the slightless and only those who openly seek hostilities with Feline Catfish are affected by the increase in waters. Asking them to reduce these claims to stop one or two nations invading seems akin to bullying.

Obviously there is quite a bit of misunderstanding regarding the treaty that we have put forth. I will go over each point in order to clarify.
Point 1: Japanese Antarctica or another nation of equal or greater standing will buy most of Feline Catfish's long range ICBMs.
In return, for every ICBM that Feline Catfish sells, we will trade four nuclear (or conventional if you so please) anti shipping missiles for Feline Catfish Coastal Defense. We will be flexible and are open to negotiation if there are any changes you would like to make to this point.
We did not ask Feline Catfish to give up all nuclear capability. All we are doing is asking Feline Catfish to sell us as many long range ICBMs as she likes. That number may be zero or one hundred. In return, for each ICBM sold, we will provide one anti shipping missile, which can be nuclear equipped. This is at no cost to Feline Catfish, and provides Feline Catfish with a better weapon to use against surface attack.

We aren't quite sure why Feline Catfish has qualms over this point. The border has been the source of much controversy, so eliminating it would lower the controversy. Feline Catfish claims that the border is only for defensive purposes, so now that a more suitable defense is provided in point one, the extra large border is completely unnecessary.
As stated earlier, the points in this plan are negotiable. We'd much rather have a meeting in person, so if possible, I'd like to schedule a diplomatic conference.
