I, A-Train, am publicly announcing that, upon the successful completion of our first nuclear weapon, that we do indeed have a nuclear weapons program. We intend to build short, medium, and long range weapons for self-defense purposes only (i.e., we've been attacked or are in the process of being attacked). If anyone has any problems with my weapons program, speak now or forever hold your peace.

If this is for pure defense then you won't need medium or long-range missles. Only small-range missles are needed. This is what is making me rethink my policy toward nations that build nukes and say that they are only for self-defense when they are building long-range missles.
