Outline of Khaifah Al Muslimeen Government

Sultan- Head of the Empire, the Sultan power are the following, to veto the Parliament bills, Declare war, Head of the Arm forces, empower to workout treaties. Set the policy for the Khailfah, his opinion is blinding and final unless overrule by the JAG courts, The Sultan is advised by his cabinet in order to rule the Khailfah correctly and effective. The Sultan can appoint ministers to his cabinet, and appoint governors to rule the many regions of the Khailfah , also the Sultan can appoint departments and agencies heads officials and number of other Imperial officers to many post in the Government. Yet the JAGs must clear all these appointed officials. The Term of the Sultan is for life .He elect by vote of the Majiles (Place of residence New Delhi, Khailfah al Muslimeen)

Imperial Senate- The Imperial Senate was created to make the Politburo and the Presidium into one body by act of Parliament. This Governing Body that is second to the Sultan in power. They can bypass the Sultan Veto (the only power that bypass the Veto). The leaders of the Imperial Senate are the President (First in command) and Premier of the Imperial Senate (second in command) and The Chairmen (Third in command), the Senators elect The President to their post and he or she appoints the Premeir and the Chairmen. The Imperial Senate is made of 22 members that known as Senators, who are elect from the House of Viziers and Parliament to the post of Senator of the Senate, which their term is for life, plus the President, Premier and Chairmen which makes it 25 members in total. The Imperial Senate is the head of AMI (Al Muslimeen Intelligence Agency). One of their main jobs is to do give the apporve of the bill, which has been appove by the Majiles. They have the power to force rewrite of the law and revote of the bill if does not go with the policy of the Emprie. They have the power to dissolution the Parliament and House of Viziers and call for new elections for the two open houses. If looks like they being not true to the state policy and thought. Grand Vizier- He is Second in Power. If the Sultan is killed, force to step down; willing step down, the Grand Vizier can take over power. For a short time (until a new Sultan is chooses by the Majiles) He is Sultan right hand and most trust adviser, he helps the Sultan enact and carry his policy. The Sultan appoints him to this post. The term of the Grand Vizier is for life.The Grand Vizier handles the policy of domestic and international affairs and advises the Sultan on policy. (Place of residence New Delhi)

Prime Minister- The Head of the Majiles. He as the power calls a meeting of the Majiles anytime. Also the Prime Minister handles more of domestic affairs of the Khailfah and advices the Sultan on matters of Domestic affairs. . The people of Khaiflah al Muslimeen elect Prime Minister. The Prime Minister has the power to dissolve the Majiles for new elections with the approve of the Imperial Senate, in times when there is no majority party or national government in effect. The Prime Minister is the head of the government and handles all the legislative aspects of Imperium. The term of the Prime Minster is for 6 years, unlimited terms. (Place of residence New Delhi)

High Chancellor – He is the Sultan second right hand man and aids the Sultan in running the day to day aspects of the Imperium. He as the power to call a state of Emergency with approve of the Sultan and Grand Vizier.Another duty of the High Chancellor to is to chair the board of review which has the powers to submit blinding opinions to the Sultan on the subjects of dismissing governors or minister for misconducted. Whoever takes this post must become a inderpendent to insure that no fool play is use to gain favor in government.The Sultan appoints High Chancellor for a life term.( Place of residence New Delhi)

Majiles-. This is the only body that can choose the next Sultan, yet only the Muslim Ministers can elect the next Sultan.The people of the Imperium elect them. They can pass bills and pass the budgets for the Imperium. They also give their own opinions on policy of the State. The Ministers also are known for debating matters of faith; ideology and economics, during these debates the Minister give their opinions on these matters. To be a Majiles Minister one has to be well rounded in many subjects. There are about 600 seats in the Majiles. Also one of the duties of the Majiles is to express the dissatisfactions with the governors and ministers. As soon their opinion is made to the Sultan is its binding upon the Sultan to dismiss these ministers and governors. Also the minsters have the right to motion of no confidence vote, if they belive the Sultan has faliure his duty to the state, then the JAG courts must rule if the Sultan has failed his duty to the state, if so then the Sultan is force to step down, if the ruling is in favor of the Sultan, then the Sultan is not force to step down. Also the Majiles duty is to give their opinion on affairs of ruling, educations, health , the economy,foeign policy,finance and the arm forces to the Sultan, Their views are binding on the matters of education and finance, and health and everything else is not binding upon the Sultan. Judge Advocate General- The JAG is key power in Government. They are hand pick by the Sultan and Grand Vizier with approve of the Imperial Senate. Before a bill can go the Majiles to be voted on, it as to be approve by the JAG. This means the bill as to go with the Imperial constitution,It can go not against the constitution. JAG is the highest courts in the Empire. They are only power that can overrule the Imperial Senate and Sultan on policy, they also non-bias to any party, therefore they can have the power to overrule these two branches. The JAGs are made of ten JAG Judges. They are appoint for life terms, but can retire at any time.(Place of Residence New Delhi)

The Court System of the Khailfah al Muslimeen The Al Muslimeen Court System is divided into three different courts, which do different cases. They are the following
1. The Civil Courts- Which settles the disputes among the people in punishments and transactions.
2. JAG Courts- Which handles the disputes between the Government and people; they also handle cases between Government and officials. Also they handed the constitutional issues for the nation
3. Islamic Courts- Which handles any case relating the Islamic codes of law, and anything relating to Islamic Beliefs that need to be review or anything relating to Islam.

Government land management

Provinces- Provinces have their own regional governments, yet the Central Government has more say over the Provincial matters. Governor who is appointed by the Sultan heads the Provinces. In turn the Governors are the heads for Provincial Government. The Provincial Government is made of the Majlis, which handed the local affairs of the province. Dominions- The Dominions will have their own regional Arm Force Defense commands, which is answerable to Arm Force High Command. The Dominions will have their own defense cores, which are compose of their own and fund by the regional Governments, to defend the dominions from outside attack. These Dominions are officially not parts of the empire; they are aligning states with seats in the Central Government and have home rule. They are answerable to laws pass in the Government, which they would vote on and have a said over it. Citizens between the Dominions and the Empire, would not need any visa to enter, because they are Citizen of the empire therefore there is no need for a visa. The Leader of the Dominion will be calling the Premier who is elected in by the people of the Dominion. With the passing of the Dominions Reforms act, these new powers have granted to the Dominions. They can set up their own limited regional policy and trade policy. Viceroy is acting on the Sultan behalf and may appoints officials to key posts in the Dominion, but has to be approve by the Grand Vizier of the Dominions first. Yet under this new system, the Viceroy can appoint and run the day to day affairs of the Dominions Imperial holdings (in other word He or she would in control of all Central Government assets in the Dominions) and the High Commissar has the right to dismiss elect or appoint officials on the grounds of undermining the state or other crimes against the state. Also the High Commissar is also the acting head JAG for the Dominion and can strike down laws of the Dominion that do not go with the laws of the Khailfah and the policy of the Khailfah.

GRU is the English transliteration of the Russian acronym ГРУ, which stands for "Гла́вное Разве́дывательное Управле́ние" (Glavnoe Razvedyvatel'noe Upravlenie), meaning Main Intelligence Directorate. Also known as the High Guard The full name is GRU GSh (GRU GenShtaba, i.e. "GRU of the General Staff". )The GRU given the task of handling all military intelligence. It operated residencies all over the world.
The GRU is totally independent of most other power centers in the Khailfah al Muslimeen most famously the AMI. At the time of the GRU's creation, The AMI has standing orders to not to interfere with the GRU's operations.

Internal Troops are a military force with centralized system of ranks, command and service. The Chief Commander and Staff of the troops report only to Ministry of Internal Affairs, maintaining their separate chain of command.
Organization
The Organization of the Khailfah Internal Troops comprises Internal troop Commands, Formations, Military Units, Military Training Institutions and the Institutions for Internal Troops Activities, Maintenance, and Bodies of Internal Troops Administration. The largest units are the Regiment and the units that are located in all major cities.
Personnel
Strength has also fluctuated and was about 800,000 at its height. It consists of volunteers. It officers graduated from at least four schools.

Outline of the Arm Forces high command

Overall Commander of the Khailfah Arm Forces is the Sultan.

Department of Defense- is headed by Defense Minister, the main job of the Department of Defense is manger the funding of the arm forces and arm forces research programs. Another key job for the Department of Defense is to draw judge when its time to increase the size of the arm forces or to reduce the size of the arm forces. All the Arm forces branches of the KLM are answerable to the Department of Defense. Overall Budget is classifed(occly 40 trillion dinars)

Khailfah al Muslimeen High Command aka the General Staff- The General Staff is headed by Head of Arm Forces, who has the rank of Field Marshal of the Al Muslimeen Khailfah Army, the General Staff made of the leading officers of the Navy, Air Force, Army, Marine, Paratroopers and Arm forces Intelligence. The General Staff main job is to manger the affairs of the arm forces in matters of in organizations and reorganization of arm forces. The High Command is in change of the planning out any wars that Khailfah may enter, they are the ones to draw up the plans of attack and plans of defense. The General Staff is also known for drawing up scenarios of what if attacks on the Khailfah or what if attacks on the friends or foes. The General Staff is dividend into Five Sub High Commands, to manger the each branch. To insure the loyal of all the arm forces, the AMI has its own officer core known as the Commissar corp., which is design to keep an eye on the arm forces and make sure they are not plotting against the Khailfah and also to keep the morals of the troops high.

High Seas Command- is in change of handling the massive KLM fleet, its headed by Subhead of Navy, who holds the rank of Flag Rank Fleet Admiral. The High Seas Command handles all the major affiars of the Navy, yet it is divided into two sub commands, one for the surfare fleet and one for the sub fleet. The High Seas Command is the most well repected command in the arm forces, its head staff is made up of the best of the best in terms of naval officers. Also the Marine Core is subcommand of the High Seas Command, yet they have their own head officer who is the General of the Marine Core, yet they are answerable to the Subhead of Navy.

Army High Command- is in change of handling the massive KLM army ,its headed by the Subhead of the Army, who holds the rank of Field Marshal of the Khailfah al Muslimeen Army. The Army Command handles all major affairs of the army core. They are known to be the main planners of any gound war in the KLM arm forces.

Air Force High Command- is in change of handling the well trained KLM air forces, its headed by the Subhead of the Air force, who holds the rank of Marshal of Al Muslimeen Khailfah Air Force. The Air Force is prime goal is the defense the air space of the Khailfah from all kinds of air or space attacks. Therefore the Air Force is in change of these sub commands of Air Defense System Command, the Missile Defense Gird Command, and Space Defense Command. The Air Forces standing orders to strike whoever may be a threat to the state, therefore the Air Force maintains a large bomber taskforce, strike the foes of the Khailfah. Also the Air Force is change of the nuclear stockpile and deployment system. Also the Paratrooper corps under the command of the Air Force, yet have their own subcommand, which is headed by the Marshal of the Paratrooper core

A Quick Rundown on the AMJSC, they were state own companies that were set up and semi denationalize during the reign of Sultan Mustafa bin Asad, they mainly make up of most of the KLM heavy industries . Nowadays the KLM Imperial Government, doesn’t have much say over these Public Companies, yet they do have their state require 50 percent shares of all the joint stock companies shares and they have an committee of Imperial Government ministers that can issue orders and rulings on the matters of trade and legal issues that are binding on the companies. But for the most part these companies operation with full autonomy of government control and limited government influence. Their sole goal is to make profit and more of it, they have two sets of stocks. One is the voting share, which only reserve for citizens of the Khailfah and for the Imperial Government, currently the Imperial Government has 50 percent of the voting shares and the other 50 percent is own by many citizens of the Khialfah. The other set is the non voting shares, which are open to petty much anyone, yet foreign investors can only buy a limited amount of each companies share, the legal limit is 20 percent and has been currently reached, the other 80 percents is own by the many citizens of the Khailfah.
