An unfortunate series of events

At the Foreign Office, the Rosian Ambassador suddenly appeared, rather dishevelled in his appearance and brandishing a message, which read:

To: DPUO MoD
From: First Sea Lord Wilhem von Sturben, Chancellory of Defense

You are allowed to proceed with Operation: Red October. Keep it quiet, and don't mention any of this to the international community.

The staff on duty received the message and immediately sent its contents via secure land-line to the Ministry of the Interior, Ministry of Defence and the office of the Prime Minister.

19:33

Emergency meetings of the cabinet and Chiefs of Staff were called. All members of both organs available were ordered to attend immediately. All operations concerning Red October were hereafter given 'Hydra' classification, the highest in the country.

19:45

The Chiefs of Staff meeting concluded with extreme rapidity. All active units of the armed forces were immediately ordered to Condition One alert – deployment for war. Reserve unit call-up was delayed pending a decision from the cabinet.

19:52

The cabinet meeting adjourned, having granted the military permission to begin calling up category B reserve units for the navy and air forces. The Chiefs of Staff elected to employ the generic attack plan ‘Genda 3.’

20:00

Active duty naval units which could depart their ports commenced doing so. Coastal patrol forces were by this point on high alert, with around 200 aircraft and ships more than the normal allocation patrolling the coastlines.

20:10

Active duty Strategic Bombing Forces units were ordered to commence loading air-to-surface missiles. Long-range Interceptors were also ordered to arm up.

20:20

All ballistic missile units were brought to Category Two alert. Ballistic missile submarines were ordered to safe anchorages or to sea with escorting attack submarines.

20:30

The first carrier battlegroup to be alerted signalled readiness to deploy. Battleship groups also began to signal their readiness. Submarine forces were by this point entering the open ocean at speed.

20:50

Submarines on station within international waters outside Roach-Busters were instructed to engage and destroy any and all commercial vessels bearing the flag or that nation and any of her allies. All warships became legitimate targets also.

21:00

The Foreign ministry was instructed that no declaration of war would be sent to Roach-Busters at this juncture.

21:10

Those berths which were now empty began to be re-covered by large decoys mimicking their former occupants in electromagnetic signatures and visual appearance. At this point, approximately 150 submarines were departing their ports or preparing to do so within the next 60 minutes. The Prime Minister made a national news appearance to state that the Feline Catfish incident had necessitated mobilisation.
