To those whom it may concern in the Alidorn government,

On behalf of the Education Secretary, Laurance Smythe, I ask you this - That you send a number of educational experts from Alidor to Ras Xaafun to advise our schools and colleges in how to bring our somewhat antiquated education system up-to date.
And on behalf of Gerald Caerns, Defence Secretary - That you send a number of military experts to brief Xaafunan troops on modern military tactics and practice, due to the fact that Alidor's last war was fought over a century ago.
In return the Grand Duchy of Ras Xaafun offers two gifts.
1) A significant deduction (20%) in the price of any Xaafunan beef being exported to Alidor.
2) A guarantee that Ras Xaafun will send a military expeditionary force of at least 8,000 men to Alidor's aid in any conflict, should the Alidorn government request it. This offer becomes null and void should the aforementioned conflict be between Alidor and a state with which Ras Xaafun has signed a non-aggression treaty.
Amendments to the above exchange can be negotiated.

I have spoken to our Minister of Education and he has agreed to contact our schools, colleges and universities to find volunteers to visit your nation, and help in the revamping of your education system.

I will be speaking to Prime Minister Willis tomorrow morning with regards to the military aid and training you have requested.

I have been authorised to offer a non-aggression pact and the opportunity to speak about a trade agreement between our nation.

I shall contact you tomorrow after my meeting with Prime Minister Willis with regards to military training exchange.

I am pleased to hear of the Educational help you have offered us. However, our nation is precariously balanced on the edge of armed conflict, and I have been urged to press the matter of military training somewhat. Please do not mistake this for ingratitude, we are simply worried about our national security.

I was unaware of your nation’s plight, I have again spoken to the Prime Minister with regards to military training, however he needs a majority vote in the House of Delegates to authorize the deployment of military personnel in foreign nation’s.

He has though authorised me to offer placement of forty of your military officers at Sandown Military Academy, in the town of Sandown, in advance of an expected positive result from the delegates vote tomorrow morning.

I must however ask about your stance on human and culture rights before the Prime Minister will authorise Strategic Arms to sell you military equipment.
