Government unveils Strategic Nuclear Missile Defense (SNMD) Program, asks for international aid to make it successful

"Hello, this is Vincent Donahue, reporting here for GBC. A few hours ago, King Alexander I, current soverign of Geisenfried, ordered a press conference to reveal more details about the Strategic Nuclear Missile Defense Program, or SNMD program. Details are sketchy now, but we expect the press conference to clear things up. King Alexander should appear in a couple minutes... oh, there he is now!"
The king walks out onto a balcony, surrounded by guards. Clothed in his red uniform ((see sig)), his blonde hair and young face show a mixed signal, somewhere in between a stressed and confident look.
"People of Geisenfried! I have come here to tell you of many ills. More and more countries are becoming capable of launching nuclear missile strikes, a cause for worry. The Parliament and I have discussed this matter, and we will be initiating the Strategic Nuclear Missile Defense Program, which will attempt to detect, intercept, and destroy tactical nuclear missile strikes on our nation. This program includes the launch of a number of reconaissance satellites to detect missile waves before they can come close enough to Geisenfried to do our nation harm, then intercept these waves with countermissile units from various sites positioned around Geisenfried. I assure you that we will do our best to make sure that this program works to its fullest extent to make sure that you can sleep soundly at night, knowing that there will not be a nuclear strike on our nation."
"I also ask for assistance within the international community, who have already developed such systems, and will help us in protecting our own nation from nuclear strike. We only wish to ensure the safety of our citizens, and I am sure that many of you can relate to our situation. I thank anyone who is willing to aid us in our situation. Those who assist will be granted a favored diplomatic status with our nation, and we will aid them when troubles arise with them."
"Thank you all. Know that with this, we can assure this nation's security against those who would do us harm."
The king retreats into his balcony, along with his guards. Two curtains are closed, and the king can be seen no more.
