(5 minutes later) "The president is walking up to the podium as we speak, this is monumentous occasion as this is the first time in Valian history that a leader has publicly addressed foreign powers."

Leader of the Parliament: "Quiet please, the President is beginning his speech." (all members rise and salute the president as he walks down the center aisle)

President General Wilson: "My fellow neighbors in the world community, it is with a heavy heart that I speak to you of this. It appears that several rogue states have initiated programs for the development and testing of nuclear weapons. This is of course against established international protocol. As a world power, we feel that these blatant disregards for the world community can not go un-punished. We are now asking for a formation of a coalition of the willing to use diplomatic, and if necessary, military force to give Feline Catfish no option but to surrender all nuclear weapons stockpiles to be dismantled at the earliest opportunity. The Trolskian Emperor released the following statement today:

We are willing to aid the nation in developming a Nuclear power program for civillian use, in exchange that they reduce by 25% their nuclear armanents. An Orbital Weapons platform is active, as we speak, to ensure the safety of any nations that may be attacked by Nuclear armed Rogue nations.."

Green Sun thinks that there's a much more peaceful way to stop nations from attacking you. And more deciptful ones. One tactic that China has pulled on the USA is becoming so involved with US economics that the USA can't afford to attack China. However, for smaller nation,it's better to ally yourself with a larger nation that nobody wants to screw with until your are capable of fighting for yourself.

We will ask you again, to submit to talks or dismantle your arsenal. This is the last time we will pursue more civilized means of negotiation.

OOC: Well, normally Risban wouldn't give a damn unless there was economic gain in it for them... However, since most people RP as you can't have nukes until you have a 100 million pop, and since doesn't even have 10 million yet, we're making an exception. Heh.

Futhermore as our nation has come under a serious terroist attack we know that these weapons can only find there way into the hands of terroists! (hits fist on table) We therefore support General Wilson in any embargos and actions he takes. And will join any military or diplomatic coalition. Our standing army at this point i will not disclose to any non coalition memebers if you seek such info please telegram me.

OOC: Well, technically, you can't with such a small nation. I mean, you have a 13% tax and you don't have major funding in defense. Arms manufacturing and something of that kind are not part of your major industries. (I tried looking you up on one of the calulators, but it wouldn't come up, so meh :p ).
Anyways, given a small nation like that, you would have to pour a lot of your money into defence to develop adequate nuclear weapons.

ooc: I didn't develop them, they were all gifts. I was also recently given $700bn by Space Union, and Cotland paid me $600bn for production rights to a destroyer design. North East Somerset gave me another $25bn and 25,000 light tanks. For the time being I have no financial or defence problems. Oh, and before you say anything, all of it was RPed in this forum.
