How to Roleplay/or fight a Dalek Nation (in honour of the New Doctor Who series)

As far as my knowledge is of Nationstates, the return of the daleks marks the second entrance of these tin-potted monstrousities to the Nationstates Multiverse. As one of the former Dalek Council (Red Dalek), I have chosen to return after bordom of my exams at Uni (waiting till I go for my month to Russia) and the release of a new Doctor Who series, which will next week feature the Dalek's triumphant return to BBC! This time, i hope to allieviate headaches in Dalek wars with some sort of specific guidelines for this unique species.

1. the Daleks are a unique race which cannot field as many units as human or elven or orc races due to their superiority. In 'Planet of the Daleks', the largest Dalek force ever assembled numbered 10,000.(cofirmation from other Dr Who fans required) Therefore it seems reasonable to assume that dalek population, while in millions, do not necessitate daleks in Mobile combat machines.

2. The Daleks have no need for luxuries and, outside of mobile combat machines, may exist freely in areas with a low amount of gravity as mobile predators. Living space is therefore drastically reduced. However the resources necessary for industry and many chemical processes the daleks utilise are drastic. Thus every nation exterminated by the daleks (which is an active nation ((i.e. on the forums...and announces it loses))) grants the daleks a +1 in claims of areas under their control. I.E. right now I have Skaro under control and live on Skaro. If I defeat another nation I can henceforth claim (and get) part of their territory (a moon or planet, or if they surrender and decide to leave nationstates, their entire civilisation) as part of the Dalek Empire. Should the defeated nation wish to, it may become a subject nation, where a small percentage of its population is converted to daleks (who are now the rulers and mouth pieces of the nation) and the rest either mercenaries (i.e. ogron status), mechanically enslaved (roboman status) or industrially slaves (earthling status).

3. In compliance with the last major alliance the Daleks found themselves in, the universe of the Daleks is essentially one of 'Doctor Who-Stargate' with a healthy allowance of any Sci-fi reality (and Fantasy reality) which wishes to welcome the Daleks existance.

4. The Dalek Homeworld of Skaro now welcomes any Dalek refugees who wish to join in the quest for a renewed Dalek Empire. We also welcome any 'Doctor Who' creatures that wish to form an alliance with the Empire on Skaro.

5. I apoligise for the way the Daleks talk. I have attempted to rectify this by utilising the character of A.J.P. Baylor as a historian to explain the occurances on Nationstates from 'an objective past'. I have attempted to catalogue parts of what happens to the Daleks (both in the first war and this new one) in 'A short history of everything'.

6. Unless the Daleks actually invade Galifrey, the Timelords (should they return) are not allowed to take any higher action than sending individual timelords to try and foil the Dalek's plans, utilising the CIA (Celestrial Intervention Agency) covertly. Placing the whole of the Dalek race into insolation with a time loop is illegal and will set any other nations placed in time loops free. It may work on one region or three nations, and exhausts the Eye Of Harmony to critical, so I think 3 turns is the limit for this.


7. Warfare with the daleks:

PEACE TREATY
Either a state belonging to the daleks or an agressive state declares war upon the other through private messaging/telegrams. Mobilisation then takes 3 days. If either nation is on holiday, the war is suspended until they return, unless it has gone 5 real days into the war, in which the leaving nation must concede defeat and offer either peace with that region for 100 years (if the daleks lose and have no territory), a loss of 1 territory (if the daleks lose and have territory or if the enemy lose and have territory or wish to continue as a non-dalek nation) or subjegation (if the enemy lose and wish to transform into a dalek state).

DISTANCE
The distance between the daleks and an enemy is measured by the number of galaxies inbetween where the daleks and their enemy are situated. ie if the Daleks of Skaro went to war with nations in the South pacific, the number of regions inbetween them would equal distance. Every 4 regions inbetween equals 1 light year of travel. For every 50 million of population a dalek nation reaches, it can travel by 1 more light year per day. At the current number of 14 million population, the daleks can travel only 2 light years per day, but when the population reaches 50 million, they can travel 3, and at 100 million 4. If the dalek region and its enemy both send a fleet and they meet enroute, a battle will occur. There are no exhaustion penalites on the dalek fleet encountering the enemy on the 3/4 part of its light year movement.

WARFARE IN FORUM (SPACE)

A neutral nation is elected to oversee all warfare and to judge either victory or indecisive. The neutral nation must be at least aware of how daleks work and how their enemy works. The neutral nations decision is final. Warfare may take the form of either spacefleet battles or invasions. Spacefleet numbers for daleks are the population numbers. Every 100 = 1 Planetery destroyer class battleship (contains 50 daleks each). Every 10 = Flag battleship (with battlecomputer = contains 5 daleks each), every 1 = dalek space fighter/bomber (contains 2 daleks each). In warfare the Planetary destroyer is commanded by a Black Dalek who controls all the fleet's units and is the commander for the dalek forces. The Flag battleships are miniture commanders, equiped with an imaginative child (and a spare) linked to a battle computer. These are the mainstay of the Dalek's power and are commanded by a Red Dalek. The fighter/bombers are small and manouverable. They take direct orders from a controllng Flag battleship, unless these have all been destroyed. Then the fighter/bombers, unable to fight efficently since their battlecomputer links have been severed, must either retreat back to Skaro or may be ordered to go on 'kamakazie missions'.

INVASIONS: SPECIAL RULES

Under a planetary invasion by the Daleks, a planet may (if it has the technology) raise Transduction barriers. If the Daleks have a Planetary Destroyer battleship, this is immediately destroyed. If the Daleks have only
Flag battleships, then the elected neutral nation must utilise a heads vs tails method as to whether these barriers are breached or not. Every time they are not, the enemy may unleash an attack from the planet, destroying one Flag battleship. If the Daleks only have fighter/bombers when they reach the planet, the transduction barriers cannot be breached. The same applies to the Dalek planets, all of which will have a transduction barrier so long as they have been under dalek control for 5 real time days.
Should the Dalek homeworlds be breached, several factors must be noted. The invasion of such planets is impossible due to the sheer number of Daleks which remain on the home planets. However, the Daleks will be forced to a) not open any issues for 10 days(rl) after the war and b) not have the ability to attack that area for a month(rl) and c) Baylor will register a dalek loss on the history section. Other terms are negotiable.

DALEK LAND MOVEMENTS

The same population-wise as the spacefleet crew. Every fighter/bomber equals 2 daleks, every flag ship equals 5 daleks ( 1 of these being a special weapons dalek i.e. heavy artillary unit) and every planetery destroyer equals 50 daleks (45 of these with access to hoverpods for airial assults. The 5 remaining oversee the plans of attack). The Daleks invade in very small numbers but their power is extremely formidable and their computer brains will be quick in formulating how best to subjugate even the largest of nations by unorthodox means.
This has been an attempt to create some ground rules for the daleks. With my current population of 14 million, I gain 1 flag battleship and 4 fighter/bombers, a total of 13 combat daleks. Any constructive suggestions for the mechanics of Dalek warfare are welcome. The Daleks truely have returned to nationstates.

Some drastic changes, developing of technology and utilisation of the parallel and sometimes contradictory story information relating to the daleks needs to be tackled to aid dalek rp. Further it needs to be done in such a way as to make roleplaying a dalek exciting rather than monotomous. Specifically, the roleplayer needs to feel that he/she is not stuck with a forced script but can utilise immense cunning with what he/she wishes his/her dalek to be like.

In the next post on the subject I shall make, a discussion of Dalek levels of advancement is necessary. (of which i have catergorised into 3 stages). Also, a chain of command needs to be established according to colour co-ordination: (this has been shattered by last nights Doctor Who episode reintroducing the daleks as copper coloured). Finally I will attempt to tackle Dalek face to face combat rules.

OOC: If we're going to do a Whovian RP... Can I be either the First, Second or Third Doctor? Either of those incarnations will do. ^^

Uh... On the other hand, I'm partially interested, time issues aside.

OCC: Wow kinda turning a free form into DnD style there. Not that I got nothing against it. Though it has confused the hell out of me on afew spots but then again I couldn't care less. Very intersting ground rules for your race there.
