President Vladimir Putin knew his time was near. While he was only forty, a secret medical check had diagnosed him with incurable stomach cancer, and his time remaining was infinitely short. He had done so much for his country, reviving its economy, building up a formidable military, and giving the people the freedom they so richly deserved. Sure, there had been bumps on the road, but now, the future seemed bright.

But it wasn't enough. No. Putin had planned to grow old with Russia, wait for its power to naturally grow to become again one of the world's greatest powers. But fate had dealt him a different hand than the one he had wanted, and time was short.

"Ah well. God wills it, as the French say..."

The time was now. Russia's empire would be reforged with the might of a modern age, its glory and freedom restored.

In an odd phenomenon, multiple Russian embassies have been buzzing with activity. It seemed that Russia was organizing a conference again...

...a secret one.

Specifically, diplomats from each nation of the Holy League, Lavrageria, Greece, every nation of NATO, United Elias, China, Greece, Strathdonia, and Spain were invited to take part in "a reshaping of the world."
Lavrageria

President Larionko Aidarov was initially dismissive of the Russian invitation, being at the moment of receiving it quite engrossed in meddling with the direction of a patriotic documentary film on the explosive industrialisation of his remaining cities, which was progressing at a rate quite certainly not seen since England's C19th. He mumbled something about sending Gukov and began to mutter at the camera man, giving a broad sweep of his hand over the cityscape before him.

His mood was greeted to an unwelcome change when a brave aide broached the subject of who was enabling much of the industrialisation for which Aidarov was publicly taking credit. Well, on the face of it, primarily it was the Quinntonians, but their dollars were buying the cheapest materials and technologies that Russia could offer... Russia's government, private firms, and crime world. It would be best -especially given the last element- if nothing was done to offend Lavrageria's biggest neighbour. After all, Aidarov did rather hope to over-take the Russians in output relative to size and to end up an independent industrial west, and they could do much to shut him down if he gave them any excuse. Besides, it sounded as if Putin was quite gravely serious.

Still half worried about the Itakchi commune and what it might do to relations with the Holy League if he did not look concerned and ready to help against it, Aidarov took to his shiny new private train on its shiny new rails and headed east in some luxury.

Alberto de la Corona, right hand man of the Emperor, and his top diplomat, sat quietly in the rear of the large aircraft reserved for diplomatic missions to other countries. So far the only diplomats who had vested interests in Spain had flocked to Madrid, including the Sinoese, Russians and French. However, now the plane was to go on its first trip, and perhaps the most diplomatic overture to date in Spanish history. The Russians were not one to sit quietly while the world revolved around her axis, and de la Corona had no doubts that this manuever would be one of great importance, especially for Russia.

Of course, the Emperor could have sent a diplomat from the embassy, but those were all nim-wits, deployed to Moscow prior to the Imperial coup against the Socialist in Spain. The impression they would give the other diplomats present would scar the Spanish for ever, and so the more...tactful... Alberto de la Corona was sent. More importantly, de la Corona wanted only what the Emperor wanted, and he had a clear view of that. In short, he would make sure that the views of the Emperor were seen and respected.

The large aircraft touched down in the international airport in Moscow and after some two minutes of rough landing the vehicle began to screech to a halt. He put away his cigar, began to pack up his suitcase, and readied himself for the long ride to the location of the meeting. It would take around forty-five minutes to complete the entire routine, but that would be more than enough time to collect his thoughts...

IC: Adrian read the invitation sent from Russia, and immediately saw it as a way to strengthen his hold on Greece, but to also expand Greece's power else where. However, he would not attend this conference, but instead send one of his good friends, Colonel Gregory Cocci to go in his place.

My friends from up north, I would be pleased to send a representative from Greece to participate in these talks, however, due to current situations we are recalling all old embassy staff as I cannot be sure of their alliegences. So I will be sending Colonel Gregory Cocci and a new staff to fill the embassy to Russia, who should be there sometime tonight.

I would also ask you to cordon off our embassy in the area, and place all staff inside and outside on house arrest until we can affirm their alligence to me.

Landing in the blinding cold of Russian Spring was a Airbus-1000, followed closely by an escort of several Dassault Rafale C's. The arrival of the French in Moscow was kept very quiet.

Exiting the plane, and leading the French delegation, was Monseigneur Charles-Louis-Xavier, Dauphin of France. He brought with him the usual gifts, eager to meet Monsieur Putin, that enigmatic Russian whose real estate now held prime value.

Arriving in the Kremlin, the Dauphin would immediatley be led to meet with Putin and his staff. Topics were very hush hush, but the arrival of Restoration France's reps for the first time ever in Russia were sure to mean something big...especially with rampant Igovian demonism running rampant in the Pacific.

The delegates were all ushered into a room of pitch black. Nothing could be seen in front of them, and the little light that was there just barely outlined their chairs. The delegates were asked beforehand to give complete silence, although a slight buzz of whispers could still be heard in the air.

"Ladies and gentlemen."

Putin's voice rung out clearly across the large room. Lights began to slowly simmer into being, revealing the visage of President Vladimir Putin, who stood in his trademark black trenchcoat and scarf. His face was notably pale, and his already thin light orange hair seemed to have reached a level of near baldness. While the make up artists had done their best, they could not conceal that Putin was a man who was nearing his last days.

"I would like to thank all of you who have come to this event. Some of us have been allies, some of us have been neutral, and some of us have been foes. But tonight, we must put aside any previous hostilities, any previous hatreds. Why? Our pitiful squabbles do not matter a bit anymore, for now we face a great threat. You surely know what I am speaking of. We have seen their vile conference in Madras-Porthmadog, their idiotic Commune in Lavrageria, their infestation in South America, and finally, their assault on French sovereignty in the Pacific. They claim to be liberators, but instead they wish to impose their maniacal government of chaos, anarchy, and immorality upon the world's peoples through the use of "Revolution." They are the Red Scourge, the Communists. Whether they call themselves Bedgellens or Dra-Polians or Neo-Anarchans, their unique brand of outdated madness threatens the very peace of the world."

An image of the world appeared behind Putin on a gigantic plasma screen, and the Igovian Red Banner began to hover upon it menacingly.

"This leads me to the matter at hand. Leaders and representatives of the world, the Red Plague will continue to spread if we are weak. I hoped to slowly strengthen Russia and rebuild it's empire piece by piece, but with the Leftists gaining strength and...other reasons..."

At this point Putin coughed profusely.

"Russia is a massive land with a powerful military. But our numbers are small and concencrated in only a few locations. We have been torn apart by several civil wars, and stand precariously subject to the whims of the world's greatest socialist powers. To stand strong against the Left, Russia must reforge what once made it so strong. It's..."

He swept his arm around the room as the plasma screen behind him switched to display a map of Russia.

"...Empire!"

On the screen, Russia's borders began to grow, expanding to consume Estonia, Latvia, Lithuania, Poland, Slovakia, Hungary, Romania, and Bulgaria.

"Russia has been for too long relegated to bit status, as a minor player in world affairs, as little more than a patsy for socialist aggression. No more. I shall restore my nation to its proper role as a power that causes the world to tremble! Russia will destroy the corrupt, worthless leftist governments of these nations, and liberate them in the glory of true democracy, with a government that refuses to meddle in daily affairs, with a government that cares for their needs not the needs of bureacrats and criminals, with a government that will bring them glory! With the government of Russia!"

"And that is why I bring you here, gentlemen and ladies. From most of you, I require nothing more than friendly neutrality. Of course, military aid would be most welcomed and wanted. Together let us work for the might of freedom, for the glory of God, and against the devils of socialism! GOD AND COUNTRY!"

Special, private audiences with Putin were requested from the French, the Ukrainians, the Spanish, and the Moroccans.

"Sir, you need not worry. We do not intend to place any burdens upon you; while military cooperation would be indeed helpful, I'm not going to force it upon you. And of course, I have no plans for Lavrageria nor Ukraine, except as transit and supply points. However, this can be beneficial to both of us. If you noticed, I didn't mention Moldova nor the former Yugoslavian states in my list..."

"As for the Quinntonians, yes, they could be a problem. However, considering that we are fighting against corrupt and impoverished regimes, I doubt the Quinntonians would try to stand up for them. Why should they meddle in the establishment of democracy when they ignore the French restoration of monarchy in Algeria, which conflicts far more with their principles?"

Aides distributed a resolution written by Putin, which outlined what he wanted from the nations assembled.

1. All nations agree to friendly neutrality. (Basically, not to interfere and not to aid any enemies.)
2. China forms a defensive pact with Russia, to deter interference. (Note: China is specifically outlined, but requests from nations will be considered.)
3. The Holy League forms a military alliance to conquer and divide the Eastern European territories. (Specifics regarding the Bedgellen Pacific Wars will be discussed in private between the Dauphin and Putin)

President Larionko Aidarov didn't seem to change facially, but inwardly he was almost exploding with delight at the possibilities of this pact. The Lavragerian could hardly believe his luck, since he was invited and since the Estenlandic Tsar could hardly turn-down the Russian proposal as it offered so much freedom to Kiev's ambition in the region.

Aidarov was pleased by an arrangement that would protect his Republic even after John Bull's election defeat and Obed's terminal illness, and even hopeful of perhaps compensating his reduced domain by sharing in partitioning of Latvia or Lithuania, and would be found supportive of the Putin draft. He hoped that the Itakchi Commune, to which his Republic was opposed, would combine with this Russian effort to promote his small nation to the Tsar as legitimate.

Singapore had now all but completely taken over Malaysia, but there was one thing standing in their way: 70,000 Chinese troops. General Wu had miscalculated, and thought no Chinese would attack ethnic Chinese Singaporians. He had been mistaken. But there was only one way to get it right.

Perhaps, with a quick bargaining chip, they could gain a powerful ally, and deter the Chinese invasion.

So, the following transmission was sent to Mr. Putin:

My dear Putin,

We know that your government seeks the technology of our B-2 stealth bombers. These amazing machines are the pinnacle of combat avation. Of course, with it, the possibilities for improving it and using it are almost unlimited. However, we will not simply offer them up for free, of course.

We are in desparate times, Mr. Putin. Though we have successfully liberated Malaysia of its oppressive Neo-Suunist vestige of a regime, China now stands in our path. Through Thailand, they have invaded Malaysia, seeking to overrun Malaysia and Singapore, and in doing so have a base to take over all of South East Asia. The consequences of that would be unimaginable, and would seriously hamper your interests abroad.

We ask you this. We would like you to threaten to invade China, especially Manchuria, unless China withdraws its troops from South East Asia and disengages combat with Singaporian forces. If you do this favor for us, not only will you find a stable, free, and quite economically beneficial South East Asian region, but we will give you two B-2 bombers, the plans for building them, and many top scientists who will help in the modification, improvement, and construction of your Russian B-2s.

Don't pass up this valuable opperatunity. Russia may once again be the most powerful nation in its hemisphere. Its voice will command millions as it once did not so many years ago. Plus, you will have saved our very existance. We would do the same for free anyday. Please accept our deal, on behalf of our two great peoples. Thank you for your time and consideration.

President, Republic of Singapore

President Wu Shin-kua,

In all honesty, I would like nothing more than to restore Russia as a major power, and nothing more than to aid a fellow republic in battle. However, the two interests conflict. The Chinese have an army that is equal to ours on a level of technology and training, and a force that is several times larger. Even together, our forces could not even hope to stand against the full might of the Chinese Army.

However, I'm not going to leave you hanging. For once, diplomacy may work. If I know Liu, the one thing he wants more than Asian land...is Communist blood. If we can convince him that the greater threat comes from India, perhaps we can save your nation. If this fails, I could try to saber rattle the Chinese, but actually facing them would be tantamount to suicide.

Ah, and perhaps Singapore would like to send a delegate to a little conference I'm having?
Sincerely,

Vladimir Putin

((Funny thing. You know I saw a Putin interview yesterday, I think of 60 Minutes. I knows hes not related to your character, but I must say, he is an awesome politician. He about made Mike Wallace keel over 'with the vapours.'))

The Dauphin praised Putins plans, calling them 'sound policy'.

Indeed His Most Christian King would be delighted to see Eastern Europe become a Russian/Tsarist playground...sadly in the mean time, France is far to busy with New Caledonia, Algeria, and Guyana to even make its presence felt in the region. Nevertheless, such policies would only be a fantastic boon to the European economy as a whole, and so are good on many levels.

However, President Putin is invited to Versailles. It is not secret that His Most Christian Majesty Louis XX possessed the finest medical entourage in the world. In Versailles, practically a whole hospital and its staff exist to serve only the needs of Louis and his immediate family, composed of doctors trained in Paris, London, even New York and Tel-Aviv.

In preperation for the invasion, Russia's military is beginning a full mobilization. With Kazakhstan set to have free elections, troops are being steadily withdrawn. Also, under the guise of peacekeeping operations in Lavrageria, massive amounts of reserves are being called up. Drills are becoming more and more rigorous, and discipline is increasingly emphasized.

Recruitment efforts are also increasing, with television, video game, and print advertisements receiving much additional funding.

Battlemaster, Devil, Gattling, and Overlord tanks are rolling off the production lines faster than ever before, and are accompanied by all sorts of airplanes and jeeps. Crazy Ivan Inc. is struggling to meet the demand for gun production, and all major Russian firms are frantically laying out new factories and modernizing old ones.

In space, Kosmos 2 and other satellites are busy surveilling Eastern European military installations, as Russian Missile Launch Sites and precision altitude bombers plot the the data gained.

On the civilian front, huge amounts off propaganda are being spewed out by Putin's personal array of media services, with their content largely pro-Russian, anti-Communist, and anti-Eastern European governments.

Of course, all of this is under the pretense of the Moroccan engagement, Kazakhstani annexation, and Lavragerian peacekeeping.

OOC: The RL Putin is such an odd fellow, really. I honestly have no idea what he wants to do in Russia, as he seems to switch ideologies every two seconds. Is he helping in the Middle East? Hurting? Pro-Democracy? Against? Depends on what time of the day, I guess...It was hilarious to see him and Bush ride around in that Volga, though. By the way, Putin's cancer is a well guarded secret. Although it's obvious that he is not feeling well, but his encroaching doom is unknown.

IC:

France is reminded that Algeria has for the most part been peacefully annexed, the Bedgellens have withdrawn from Caledonia, and the Anarchists have only meddled in sovereign nations, but are unlikely to challenge the French Empire.

However, the French are free to do what they see fit, and no pressure is applied. While hints at possible gains achieved from these conquests are made, (A bit of reversal from the Franco-Prussian war, wink wink, nudge nudge) French friendly neutrality is all that is required.

Putin, wearing for once, a fiery red shirt under his trenchcoat, walked up to the Dauphin.

"Hello, your Highness. I've heard many things about you...mainly from my GRU agents.... Ha! No hard feelings from that affair, don't worry. Thank you very much for your gifts...I wonder...any Russian paintings in there? We mysteriously lost some after the Mafia left Volgograd..."

He said the last sentence with a knowing, joking irony.

"For such a fine warrior, I realized the best gift to give you would be a weapon. So behold..."

He led the Dauphin into a private room in the Kremlin, which was filled with darkness.

"Damn, where's that light switch...Oh wait..."

He clapped.

"I forgot, had the system replaced with clap ons."

The lights flickered for a moment, and then fully lit.

In the center of the room, stood a massive tank.
http://img.photobucket.com/albums/v232/Futureworldruler/Overlord.jpg
Based upon the Overlord design, it was drastically improved. A custom job, bearing the colors of the French flag (Blue and Gold), and splashed with a Fleur di lyse. (No idea how to spell it, sorry) Three barrels protruded from the center, filled with laser guided depleted uranium shells. Two machine guns provided extra firepower, and a massive diesel engine provided it with incredible speed capabilities. The icing on the cake was the amazing array of electronic countermeasures and the thick armor, which, combined with the other features, made the beast almost invincible.

"She's a beauty, isn't she?"

Later on in their conversation, Vladimir would also note that he would love a visit to Versailles.

((About Putin, how true...and that Volga shot was priceless, my God. I truly dont know how anyone can dislike Dubbya as a person after that incredible politicing. There are two ways to spell it, Ive used both. Fleur-de-lies is the Anglofied version, fleur-de-lys is the traditional wording. Oh, and the tricolor is still used for some things--the white stands for Bourbon, you know---but of course the national flag of France is now a white field embossed with three fleur-de-lys.))

The Dauphin is amazed by the gift, adding it will make an excellent addition to the mechanical menagerie at Versailles.

He, being a tad more bellicose than his father, is easily enticed by Putins grand deisgins on the East.

This furthers discussions about French investments in Russia, which the French have traditionally been stalwart in regards to...Charles-Louis-Xavier often remarks about the wealth of oil waiting to be discovered in Russia.

With those things said, the Dauphin states how lovely Versailles is in the Spring time, and invites Putin to partake. There is no doubt that such a visit will open the way for closer Russo/Franco relations.

Oh, also, Putin is advised to steer clear of the Bonstockian dregs, stating China is definatley the field to harvest.

OOC: Hmm...Yeah, I think I screwed up with the DU. Still, would laser guided munitions work on a tank? I guess it's a bit too extravagant, but note that the one the Dauphin received was a custom job. Sorry if the whole concept is bad, but I was hoping to go against the current wave of faster, lighter tanks by going for a massive killing machine. I'll TG for more details.

IC:

The Strathdonians are informed that no aggressive moves are going to be taken against the Bedgellens, and that they are the ones intent on aggressively spreading Communism. Also, the conquest of Eastern Europe is intended to strengthen Russia so that it can become powerful enough to stand as a bulwark against Communism.

As for "toadying up"...The Strathdonian diplomats are asked if they have ever read Macchiavelli's The Prince, or studyed Otto Von Bismarck's strategy of realpolititik...

Also, Strathdonians are urged to stay by Putin, for their cooperation in Nigeria is absolutely vital...(That post coming in a bit, have to finish my math HW.)

OOC: The invasion is NOT official in any way, and is not known to the public. Also, Putin's failing health is not known to anyone but a few select individuals. Secondly, what do you fear more...a powerful Russia, or a powerful Beth Gellert? The Bedgellens have made it clear that they won't allow any invasion to come to pass without meddling. This will put me against them, and if they win, create an aggressively Communist Superpower capable of dominating large sections of the earth. You know very well that Russia does not intend to attack the Chinese (It would be suicide!), but also that the Bedgellens would like nothing more than to take on a Sino influenced regime.

Tread wisely, my friend...

Tsar Wingert has not officially agreed to anything yet, and still affrims his statement on another thread that if any Russian troops enter Tsarist lands, they will be considered an invasion force and attacked without mercy. And considering that Estenlands troops are perhaps the most veteran in Europe, that may still give you pause.

In other words, I still would like to see a fully laid out plan and full committments from everyone that is involved, especially now that we have some warnings from NATO and China, as well as the Indias. That seems to put everyone against us. TG me with a more exact plan.

Putin's summit is harshly criticized, outright condemned by many, in Hindustan. Parliament gets its fair share of laughs as delegates put their right to free speech into full practice while reviling Putin, Louis, and Wingert.

The Russian regime is held in ever-worsening regard due to association with the reactionary powers. Lavragerian soveriegnty, formerly one of the few areas of Russian foreign policy that the Parliament would find agreeable, seems to be greatly threatened by the new climate of amicability between Versailles and Moscow. In fact, many wouldn't hold Russia above suspicion when it comes to imperial urges.

"If there's anyone aggressively spreading any ideology, its not us," one delegate is quoted as saying. "While I don'gree with the Igovians invading New Caledonia, it was legitimate. The islands were used to launch raids into the soveriegn states on the Lyong peninsula, whose intent was to restore the fallen regime of King Glenn."

"The international community turns a blind eye to the invasion and annexation of Algeria and Morocco, yet powers once described as sane and just are clamouring for war over a quite understandable Igovian invasion of New Caledonia."

"Aye, it is these reactionary powers doing the spreading. You can search the books of history and be hard pressed to find Beth Gellert or Hindustan, or Spyr and North Yaman, for that matter, forcing revolution on anybody where the population didn't already overwhelmingly support it. Neither our state or Beth Gellert became involved with the anarchist movement in South America until it already came to power on its own accord. Hindustani interests are not motivated at all by strategic goals. Look at Al-Ahzad! No Hindustani military personnel exist there today, yet France has built its own city on a prime piece of real estate. Aid goes into Western Sahara unconditionally, yet no HDF units have been deployed into the country. No HDF units have even entered the SADR's territorial waters without the request of the popular government there."

"The international community should seriously revise its ideas on the communist threat. Perhaps if states were to treat their people justly and fairly, the progressive bloc would be less vocal in calls, not violent and impulsive actions but calls, for change from the bottom up."

"We are no Bolsheviks!"

Hindustan feels visibly more threatened, a state highlighted by recent additions to the relatively small HDF. Many Hindustanis simply cannot understand how the progressive bloc is held to be so vile and malignant.

But when HDF commanders hear about the Russian 'Overlord' tank, they burst out laughing. Demanding to see the source of the photos and taking them for a joke at first, they are even more amused to find out that the vehicle is real. Commanders make bets on its range, the average being somewhere in the neighborhood of 50-80 kilometers. Tankers are certain that the vehicle would destroy any but the best-kept roads, split railroad tracks, and make any airplane fall like a rock.

Prime Minister K.D. Than Loi of the Socialist Republic of Vietnam has made public his worry over the continuing conflict in Malaysia and demanded the immediate withdrawal of all foreign powers from the country to follow free elections. Than Loi spoke before over five thousand people at a rally of young Communisty party members in Hanoi.

He expressed his grave concerns of the "denial of the Malaysian peoples right to self-determination and the rise of imperialist ambitions which was widening across Asia and the Pacific and threathens to destroy all peace with it."
