International Convention on the Prohibition of the Development, Production, and Stockpiling of Bacteriological (Biological) and Toxic Weapons and on their Destruction
In a world of growing turmoil there is everpresent danger. One of this dangers rests within the Biological Weapon.
Throughout history, infectious diseases contracted naturally have had a significant effect on military operations, such as the deadly smallpox virus that spread during World War I. The INTENTIONAL infection of disease adds a new dimension to threats created by toxic and infectious agents fomerly only transmitted by only natural routes. Several examples of such weapons in war include the use of mustard gas during WWI, the use of plague bacilli during WWII, the use of "yellow rain" in the wars of southeast Asia, and the modern use of strings of anthrax and influenza being used.
As recent conflicts have shown, the extent of damage and death caused by biological weapons is sickening. Thus we, the leaders of the Grand Imperium of Risban, have called together this international convention to aid in ridding the world of biological weapons that emply agents such as bacteria, chlamydia, fungi, rickettsiae, toxins, and viruses. We call nations together to meet and discuss a proposed world treaty. Those nations who sign will make a vow to stop the production, testing, and stockpiling of the above mentioned agents.
We ask that any nation interested please send a delegate to Risban City to aid in the creation of this treaty and sign the promise. While we know we cannot stop war, we will attempt to civilize it for all those infected by diseases such as anthrax, cholera, mustard gas, plague, ect.

The convention is to be held in Risban City.
The Grand Imperium of Risban itself had suffered from a biological attack when the nation of Muru released a flu virus into the empire. It spread quickly, getting into the airlines and spreading to other nations. The world responded rapidly, giving medical supplies to all infected nations, but it was not enough to save everyone. When the Coalition Against Muru struck out in retribution against Muru, more biological hazards became present on the battle field, including anthrax and mustard gas (allegedly shot by terrorists). Many died painful, suffering deaths. Others were permanently damaged.
So, the Parliament and Office of the Emperor joined together to present this treaty. They got ready for a convention of all nations who wish to halt the use of dangerous, damaging biological weapons.
The convention was open.

While we do not stand for the outlawing of all biological weapons, we do stand for the banning of all uncontrollable chemical or biological weapons, that is;


Compounds proven to be water-borne, that is chemicals or biological agents that can infect or be transported to other areas (in an active state) by a river system.
Compounds proven to be long-term active - chemicals or biological agents that remain active in topsoil or crops, etc long after any conceivable battle (not entire war) has finished. A period of three months should be sufficient.
Compounds that are infectious once a patient is infected. This opens civilian workers such as hospital staff, or non-combat troops such as army doctors, to infection. This would breach military rules on not firing on non-combat troops.
Compounds that are lighter-than-air or not significantly heavier-than-air, thus introducing a risk of clouds of contaminant drifting to civilian areas or outside the field of battle.
Fatal compounds that cause unneccessary suffering or prolong death, or non-fatal compounds that cause cruel or unusual short-term symptoms or permenant damage or disability.

There is a place for all weapons on the battlefield, but unless it can be proven (we ourselves have an increasingly strict testing regime) that the weapons and their effects will stay on the battlefield. We do not and never have agreed to indiscriminant use of chemical or biological weapons where there was a risk of it afflicting civilians or people outside of the battlefield. Chemical compounds used by the Kelonian military undergo strict testing to ensure they are as safe as they can be and that they adhere to the 5 points above - if they do not, then we agree that they should be outlawed. We would like to send a delegate to this convention to make the case for us and propose that there is middle ground between the wholesale slaughter by hated dictators or on the killing fields of World War 1 and the utter blanket ban of these compounds. We feel we bring an interesting point of view to the table and would like to contribute.

(For the record, the Kelonian military has never used anthrax, chlamydia, rickettsiae or any other form of bacterium or virus in battle. However, we have used chemical weapons of limited scope - compounds that adhered to the five points above, sprayed from helicopters onto the battlefield - and have never denied doing so. We feel that this can be no worse than dropping bombs or mowing them down with machine-guns. We do however object to the wholesale use of biological compounds, and would be interested in signing a more lenient treaty than a knee-jerk blanket ban).

Green Sun will gladly sign this. We hate the use of nuclear or biological weapons, which is why all of our Weapons of Mass Destruction are Plasma-based or Laser-based.

Even thought Achleonia still will keep testing on a new type of a bullet that will unleash a highly toxic substance into the enemy body and thus killing him instantly with a great pain and using various heavier-than-air toxic substance as a last moment weapon, we might be ready to sign this treaty. We shall send our Foreign military advisor to the convention. We shall also equip him with a direct radio connection to the King's special and most loyal council and the King

The Nomadic People of Michael Heroin do not beleive in the use of biological weaponry in war simply on the basis that is's not very fair. We are of the opinion that if a diplomatic solution can not be found, all wars should be solved at cocktail parties (last man standing wins the war). However, we understand that this is slightly unlikely to come about anytime soon, and are entheusiastic to take this vital step towards our vision of a truly just war.

"You have got to be kidding....to place rules for war? Are you all loco or just stupid. Once you start putting rules for war what happens if you go up against an enemy that doesn't use rules? but i do agree that some weapons need to be exterminated like the GI virus that turns the recently dead into mindless beings,(resident evil zombies). but i will not degrade my military to force them not to use the virus if it is called for...
