Does your nation have electricity, if so then other than 4 walls, a roof, food and water, all necessity are brought with the diplomatic team, if not then permission to set up a portable hybrid generator.
Don't worry about the generator as it is completely ecofriendly.

"We do have electricity, but it is in limited supply and not available outside of military facilities and the Council chambers. So you may bring your generator, though we will monitor emissions to be 100% sure of its impact."

That is perfectly acceptable as our unique field generators have been in use for decades with no discernable emissions.

Our diplomatic teams are designed to operate under any possible conditions, so lack/minor medical care is not that hazardous a problem.

The Holy Empire of Shazbotdom will be willing to set up an embasy in your nation. Although we do require some specific things for the embasy building and the land it is on. The following is what we require to set up an embasy.

1. Land big enough for 2 buildings (1 Embasy Building and 1 housing building for workers)

2. A garage built into the Embasy Building large enough to hold 2 SUV's and a limo.

3. Up to, but not exceeding, 50 armed Marine's to guard the compound. (We will use our new XR-01 Battle-Rifle which uses .44 NATO rounds and our XR-02 Handgun which uses .33 NATO Rounds)

4. The compound be gated and under the laws and jurisdictions of the Holy Empire of Shazbotdom.

5. Any and all civilians who enter our compound will be under the jurisdiction of both your nation and the Holy Empire of Shazbotdom.

"Your terms are all acceptable, though we will not appreciate consistently frequent use of fossil fuel automobiles. Keep their usage to a minimum and we will have few problems. Your embassy will be largely isolated from the majority of the Taerkasten population anyway, within the walls of the Council itself, so security risks will be minimal anyway."

Our Motor Vehicles do not use Fossile Fuels. They are powered by Ethanol created fuel. It burns at a slower rate than fossile fuel vehicles and puts out more than 1/1000th the emitions than fossile fuel vehicles. The emitions are mostly comprised of carbon dioxide and water dripping out the tailpipe.
