Secure Transmission to all signatory nations of the Temporal Accord
Standing in the darkened room, Proffessor Yomian began her speech.

"Ladies and Gentlemen, and other Esteemed Creatures. I am here today to make a request of you all. We have recently uncovered an ancient device from our culture in days long gone by. We do not know what the device does, or how it works. Unfortunately, due to some events in our past, most of our history before the Great Cataclysm has been lost or destroyed. But back to the device, shown here [screen transitions into a shot of a strange looking device while the Proffessors voice continues on] We believe that is something more advanced than anything we know of to date, even our own Temporal Engines and Temporal Technology. [screen fades back to the Proffessor] So as you can see, this may be the biggest find in our nations history.

This is where you, the signatory nations of the Temporal Accord, come into play. We are requesting permission to travel back in time, find and abduct a scientist that can explain this technology as well as help to engineer it. We have already picked a time that will suit our purposes perfectly. It is a time of great civil unrest. There are reports of people, high ranking and otherwise, disappearing for no known reason, never to be seen again. While we know this to be the work of our own Government at the time, we believe that we can pass off our abduction as one of the Governments, or to the populace, the mystery adbuctors.

We present this before the Members of the Temporal Accord so that it may pass as majority vote. However, if, within a certain amount of time we recieve no response or very few, we will settle the matter on the diplomatic relations table with Indra Prime. Thank you and good day."

The Unified Worlds shall stay undecided on this matter until nations of its senority have voted. However, we are leaning towards dissaproval, as even the slightest change could disrupt the timeline, something we must not allow. If we were to allow this to go thru, we would insist that the man be abducted not outside the 15 minuite period he would have been abducted normally in.

Indra Prime does not have a problem with this theory if you follow strict protocol in obtaining the information you seek. You MUST determine when and where the abduction will occur and calculate ANY potential changes to the timeline, pre- or post-, that may be affected by the removal of the scientist. If there is a Temporal Incursion Factor of more than 0.0015 your mission will be scrubbed by the Accord, and not allowed to occur. We must see the calculations you make and proof them before you activate your temporal displacement drive. You will need to agree to being monitored the entire time by Indran Temporal Scientists both here in our time as well as a diplomatic envoy on your vessel. If for whatever reason you deviate from your set out flight plan, your vessel will be eradicated and the timeline fixed so that your incursion would never had occured.
