The Vanguard of Aztlán

In an effort to establish friendship and peace with the world, the Aztec Soviet government is offering all nations the opportunity to create diplomatic relations with the USRANL. Although we are a socialist economy, we are open to diplomatic friendship and peace with capitalist economies. However, the ANL does have ten major rules regarding the laws of embassy exchange.



The Rules of the ANL: Constructing, maintain and securing embassies.

Rule 1: Under no condition may the government or any public officer allow the construction of foreign military bases within Aztec territory.

Rule 2: Only the Soviet Congress may, by majority vote, approve or reject proposals to begin diplomatic relations, trade agreements or embassy exchanges. Approval requires a majority vote within the Soviet Congress. Proposal to begin diplomatic relations, trade agreements or embassy exchanges must be submitted by the Ministry of Foreign Affairs.

Rule 3: Once the Soviet Congress approves the proposal, the Foreign Affairs Ministry may than request the Premier to endorse the proposal. Should he choose to give his approval, the diplomatic agreement is then considered to be active and must be followed by both governments.

Rule 4: Once a foreign embassy is constructed and operational, it is considered to be extra-judiciary to Aztec law and no military or police officer may enter the building without the explicit permission of the Ambassador or other authorized official.

Rule 5: All embassy personnel have the option to be escorted while out in the public by the ISPA. If he or she does not wish to have the protection of ISPA guards, the ANL is freed from any liability should anything happen to the personnel member.

Rule 6: The embassy is able to have a maximum of two satellite and/or cable communication links with the national government of their respective country. These equipment may have encryption equipment; however, all communiqués may be inspected by the Aztec government or its respective intelligence agencies.

Rule 7: Once an embassy personnel member leaves the land the embassy compound is built on, the person is then subject to Aztec law and under the ANL’s jurisdiction. The only exception to this rule is the Ambassador. However, should the Ambassador commit a crime while on Aztec land, then the Ambassador will be escorted back to the Embassy and the ANL has the right to demand for a new ambassador.

Rule 8: All nations that have an embassy in the ANL are guaranteed from aggressive attack from the ANL herself. However, should the ANL be attacked by a nation holding an embassy, the ANL has the right to capture the embassy and either detain the personnel or deport them back to their country.

Rule 9: All nations holding embassies within the ANL have the right to have at most, 100 military troops and a maximum of 25 Intelligence agents within the embassy. However, all intelligence agents must be registered with the Aztlán Intelligence Agency.

Rule 10: Should the ANL wish to close an embassy, the ANL will notify both the nation’s ambassador and the nation’s government of its intent. Starting one day after receiving the notice, the personnel of the embassy have 120 hours (5 days) to leave. Once the 120 hours are up, the embassy becomes property of the Aztec National League. If a nation holding an embassy in the ANL request to close down the embassy, the Aztec government must be notified within 72 hours of the scheduled closure date. Failure to do so will possibly result in diplomatic and trade sanctions.

Although all applications for diplomatic relations must be processed through the Soviet Congress and signed by Premier Quetzalcoatl Nochtli, the ANL will respond in a timely fashion.

Also, consider, should we loose contact with your nation (OOC: Your nation gets deleted), we have the right to remove your nation from the list of nations involved in diplomatic relations.

Nations considered being "Allies" have full diplomatic and trade relations with the ANL and will be defended if attacked. This does not imply if the nation is imperialistic and provoked the attacks.

Nations considered to be "Greatly trusted nations/trading partners" enjoy full trading rights, have the right to be in ANL airspace or waters and if needed, will be defended from attack.

Nations considered "Friendly/Open Diplomatic relations" are considered to be trustworthy and non-hostile, but do not have complete trade access (75% of trade rights) or is not militarily allied with the ANL, nor does the ANL does not guarantee that it will defend that nation.

Unfriendly/Hostile nations are considered those that could be dangerous to the Union because of hostile positions and general belligerence. Although the ANL will not provoke a war with these nations unless it is absolutely necessary, the ANL will not come to the defense of these nations, and any trade, if any, is tightly restricted and monitored. In addition, the ANL's spy agencies are keeping a sharp eye on these nations.

“I believe so, it could only benefit us, trade wise, we all gain, and we don’t have to support them if they engage in any foolhardy offensive wars, nor are we liable if they’re attacked. Though, we all know, in the case of an unjust attack, we like to back up our allies.” Replied Councilmen Jartin

“Well, then. The Synod will vote. To remind you, we are voting on opening diplomatic relations only, which would include an embassy exchange, and the possible establishment, of a joint intelligence operation. The Synod will vote now.” Hessian said formally, “All in favor.”

“It passes then, we shall transmit our intentions at once. I’ll contact Director-General Davis, and have him make sure the embassy is equipped with our standard counter-espionage equipment. (OOC: EMP Kill switches on computers, and the standard surveillance equipment.)

“If threes nothing else, this meeting of the Synod has concluded, we shall close in prayer.” Said the Executer, banging her gavel, and then crossing herself, she started. “Hail Mary, full of…”

OOC: Obviously a contingent of guards for the embassy, so long as its numbers and weapons aren’t outrageous, are allowed to protect the embassy, no?

You are welcome to establish one on our fertile soils, though you would be wise to send only your most open-minded delegates.

Our requirements are simple. 10 armed guards, a handful of apprentices as representatives. A simple satellite radio system would be useful, of course, to communicate with the Council, but there are no other requirements, not even lighting.
