"The Empire of Cotland bans demonstrations"

COTLANDSTAD (CFP): In a shocking press release earlier today, Emperor Thomas announced that unannounced demonstrations without permission from the Federal Police from here on is illegal in Cotland.

This ban is a direct result of the riots that ensued when the Empire of Layarteb announced its now-famous claim that we are not alone in the universe. A total of fifteen hundred Cottish soldiers and police officers died in the riot, along with approximately thirty thousand dead rioters. Damages for more then three hundred million Coins were made as well. This ban is designed to prevent other tragedies to happen.

For people who wish to demonstrate, they will need to send in a written request containing

the reason why they wish to demonstrate

how many people they expect will arrive to the demonstration

the duration of the demonstration

where they intend to march

what it takes for them to end the demonstration early (save at gunpoint)

a written promise that they will not resolve to violence

knowledge that they risk prison if the demonstration turns violent

at latest a week prior to the demonstration. All persons involved risk prison time of no less then three years if the demonstration turn violent. This list of demands is here because the police need to know how large forces they will need so dispatch to the area of demonstration and to warn the people being protested against.

This new limitation of civil rights is a brand new side of Emperor Thomas, and might signify a new policy from the Emperor. But after all, the Emperor only issues new laws when he feels that it is necissary. The last law to be announced was the Immigration Act three years ago. But if this new law will be obeyed by the public, only time will tell.
