Congress working on special declaration for war on terror
As was expected, the Credonian Continental Congress has conviened for a its 242nd special session develop a declaration to give President Sutton unconditional control over how he conducts the war on terror. A copy of the declaration has been leaked to the press. While the declaration has not been voted on as of yet, it is rumored that the vote to pass it will be very close to unanimous. Here is a copy of the draft declaration:

The Credonian Continental Congress,
Recognizing the tremendous dangers presented to each and every nation and its national security and the the prosperity of its citizens by terrorist groups, organizations, and nations, and
Further recognizing the urgent need to take any and all necessary actions to prevent terrorist attacks and to bring all terrorist factions to justice, and
Recalling President Sutton's call to action against all terrorist factions by all able and willing nations of the international community, and
Satisfied and impressed by the results from Credonia's original war on terror, and
Encouraging all nations of the international community to join the Credonian anti-terrorist "war" effort to root our all known terrorists, destroy all known terrorist groups, organizations, and nations, and bring all known terrorists to justice swiftly and effectively, and
Recognizing the anti-terrorist sentiment by the citizens of Credonia and the world over, and
Further recognizing the need to give unlimited amounts of resources to accomplish the goal of bringing all known terrorist to swift justice:
1. Hereby grants the President of the United States of Credonia full and unconditional authority to declare war on any terrorist group, organization, or nation, any terrorist supporting nation, and any nation that willingly harbors terrorist on the basis that:
A. Proof of terrorist activity is presented to and confirmed by the Continental Congress of the United States of Credonia;
B. Proof of terrorist activity and justifiable reasons for going to war are presented to the international community;
C. Full war plans and post-war intentions are presented to the Continental Congress of the United States of Credonia no less than 48 hours prior to a declaration of war;
2. Defines terrorism as a destructive act involving the murdering and killing of innocent lives of any race, color, and/or nationality for the purpose of instilling fear into the hearts and minds of the people to bring about change or to further their cause;
3. Declares an automatic state of war between the United States of Credonia and the nation of Sirens of Titan, a world-wide known terrorist nation, supporter, and harborer;
4. Decides that the Credonian founded Coalition of Anti-Terrorist Powers shall be a tool of war and diplomacy within the Credonian war on terror;
5. Further Declares that the Coalition of Anti-Terrorist Powers shall be an international institution dependent upon the Credonian government;
6. Declaring further that the Coalition of Anti-Terrorist Powers will become a department of the Credonian Executive Branch, working cooperatively with not only the international community but the Credonian Department of Defense to have a more direct control over the Credonian war on terror;
7. Decides that the Coalition of Anti-Terrorist Powers will be headed at all times by a representative of the Credonian government who will oversee the operations of the allied international institution;
8. Further deciedes that the Coalition of Anti-Terrorist Powers will be co-headed by a nation chosen by the total membership of the C.A.P. who will answer to not only the alliance but the head of the institution;
9. Gives the head and co-head, whose official title can be decided upon by the chosen Credonian representative, total and full power to operate the Coalition of Anti-Terrorist Powers as an independent entity;
10. Further gives the head and co-head of the Coalition of Anti-Terrorist Powers the authority to use Credonian military forces to carry out military attacks against suspected terrorists groups, organizations, and/or nations, terrorist supporters, and nations who willfully harbor such terrorists;
11. Decides to remain actively seized of this matter.
