:Official statement by the Government of Mondoth concerning recent actions by the government of Wolfish:

We are interested in discerning Wolfish's reasons for ending negotiations in Farmina and refusing to negotiate terms for the end of the Wolfish/Mondothian conflict. In order to further ascertain Wolfish's motives and to negotiate an end to hostilities we have dispatched our experienced negotiator Joseph Vallen and his aide Francine Migot to Wolfish for negotiations. We furthermore invite any neutral nation to mediate the negotiations given Wolfish's apparently hostile attitude towards negotiating with Mondoth

To all concerned parties

We find this continued attempt to negotiate by Mondoth quite puzzling.

Our position all along has been quite clear. Mondothian government officials declared a state of war with our ally Farmina, through an active blockade.

Our unarmed commercial vessels, conducting routine trade in a legal manner were under threat by Mondothian forces.

Wolfish responded to that threat with a limited, proportional response – specifically via a tactical strike against a Mondothian port.

A cease fire was signed in good faith by my nation, and negotiations to end the conflict were started.

Wolfish sought no compensation for the disruption of legal trade routes – nor did we seek compensation for the cost of the strike against the Mondothian port. We were, quite simply, pleased that Farmina and Mondoth had come together – and therefore felt our role was complete in the matter.

As we were seeking no compensation from Mondoth – and peace was achieved – we thought it idiotic that Mondoth would attempt to coerce Wolfish into paying for the damage to their port.

Your delegation will be welcomed in Wolfish – and will be granted full diplomatic standing. However, any discussion of compensation by Wolfish to Mondoth will be rebuffed.

You are deserving of no compensation, and Wolfish is not in the habit of paying off nuisances simply to make them go away. Years will pass in this nation before one cent is paid to a bunch of pirates.

Wolfish withdraw from the Farminan conferences before a conclusion was reached and that far from being threatend we attempted to make Wolfish aware that any vessels within a validly established exclusion zone were in danger and that due to technical dificulties we were unable to communicate that any particular vessels were exempt and that to correct the issue a safe passage route was established, Wolfish refused to consider and attacked with out warning Wolfish launched an unjustified attack against a port not assosciated with the war effort. After this Wolfish cut off negotiations with out a word or any apparent reason, It is our purpose to discover Wolfish's reason for cutting off the posibility of a diplomatic conclusion tot his incedent and to refresh relations with Wolfish to peacefully conclude this conflict for ALL parties.

This is exactly why we cut of negotiations. We were / are at a staleman, and, as a state of ceasefire exists - we see no need to proceed.

Fact:

Mondoth did issue order to its submarine fleet to interfere with legal international trade...

The excuse of having lost contact with those subs does not nullify the fact that you did issue the orders.

Fact:

Those order were a declaration of war.

Unlike an embargo, which is a peaceful means of international diplomacy - Mondoth resorted to a blockade - to which we responded.

Fact:

Wolfish has acted within its rights as a free nation.

There will be no payments made to Mondoth for our actions.

This is our statement - and further circular arguements will force us to cease this discussion as well.

While a cease fire does exist, it will end with the end of the negotiationsn Farmina and since Wolfish no longer has a representative therein we are concerned that when the negotiations are finished and the cease fire ended with a peace treaty that Wolfish might consider further violence. The facts are that while we did order submarines to blockade the Farminan coast, our intention was not to destroy normal trade but only to estrict trade resulting from a previously enacted embargo, if it weren't for the breakdown in communications with the submarines then we would most likely have ordered them to allow Wolfish free passage as it conducts normal trade with Farmina. The fact that Wolfish attacked a peaceful port with out warning and with flawed conclusions as to our intentions. As a result civilian citizens of mondoth WERE killed by a foreign power without a declaration of war. The blood of our citizens cries for payment, We believe that the best way to repay the spirits of our dead is to first ensure that another travesty such as this one does not occur again.
