OOC: This is the official thread for the FOAM alliance from Earth V.
THE FOAM TREATY
1. FOAM members and the alliance as a whole shall be dedicated towards action, either economic or military, aganist any government, organization, or leadership that commits atrocities aganist its own people, takes away human rights from its peoples, rules its citizens through fear and intimidation, and governments that operate aganist the will of its people. FOAM shall protect the sanicity of the Pacific, Indian, and South Atlantic Oceans, as well as all the lands and bodies of water directly adjacent or with access to said major bodies of water.'
2. Each Signatory nation shall establish procedures and protocols by which each and every FOAM member is permitted, at a minimum, a single military base within their territory.
3. No nation which is a signatory member of this treaty or of FOAM shall directly war upon any other Nation which is a signatory nation upon this treaty, prior treaties notwithstanding.
4. FOAM member Economic trade with non-FOAM members who are actively at war with a FOAM member shall be limited to the sale of food stuffs and medicines so as to preserve the civilian population who may not agree with the actions of their government. No FOAM member shall actively trade anything else with a non-FOAM member who is at war with a FOAM member.
5. In the event of a direct attack upon a FOAM member, all FOAM members must and shall render reasonable military assistance to the FOAM member under attack upon the request of the nation being attacked.
6. Membership in FOAM shall be granted to any and all nations willing to agree to the foregoing who have direct naval access to the Indian or Pacific Oceans and who officially request membership.
7. Provisional membership shall be granted to all other nations who request membership that do not meet the requirements of #6 above. Provisional members may debate and discuss anything, but shall have no vote upon final resolutions of FOAM.
8. Provisional membership shall be granted to any and all nations who agree to the foregoing.
9. The Headquarters of FOAM shall be in Singapore and the 2ndary command and strategy center shall be in Golden, Colorado. Each member nation shall assign, at a minimum, one person to each location.
10. Each FOAM member shall pays dues in the sum of $300 Million/year and assign troops of no less than 5,000 in number to maintain a FOAM controlled, joint military force to protect the territories of FOAM members and the Oceanica areas which are of concern in this treaty and to FOAM members.
11. Each full member of FOAM shall have a single vote for or against passage of a FOAM resolution.
12. "provisional members" shall be permitted to propose resolutions, but only full members shall be allowed to vote on them.
13. Fillitbusters are banned from any and all FOAM agreement discussions. And a simple majority vote on FOAM resolutions and matters shall suffice to enact said resolution and matter and make it binding on all FOAM members.
