Design your army as you would make them in your favorite video games (OMGOnoz.) Kinda like this, making COs for Advanced Wars.

Emperor Ishmael Kort-His units excel in armor and attacking, but their range of vision and the power of orbiting weapons are downsized.
CO Power-Loyalty: All units can move twice (Use power, use unit, the use unit again)
CO Super Power-Nationalism: Same as Loyalty but recieve attack and defense bonuses

Major General Duke Yillik Kort-Infantry units capture buildings faster and all weapons shoot harder, but all ranges of movement go down by 1.
CO Power-Infiltrate: Builds 1 allied infantry unit with 9 health on every available enemy city
CO Super Power-Conquer: Builds 1 allied Mech or Tank unit on every available enemy city. All units get power boosts.

Admiral Jones Washworth-Space and planteside navy units, space fighters, and air units get a boost, but due to lack of training ground units don't have as much attack power, but their armor and counterattack power is the same. Ground units cost more to build.

I'll use the Starcraft series, not my favorite, but it fits.

Hero
Elite Unit

Commander Leader Rapion-
Attack: Shock Carbine - 80 Damage Per Shot, 1 shot per second.
Health:500
Armor: +10%
Bonus:
Call to Arms - Add +10% Health to all surrounding Units.
Tactical Nuke Strike - Calls a small Nuclear strike down to a selected area. (Requires Nuclear Bomber)

RAPTOR Unit-
Attack: Battle Carbine - 20 Damage Per shot, 3 shot per second
Health: 150
Armor: +5%
Bonus:
Instinctive Rage - +100% Attack/Speed/Attack Speed for 10 seconds, takes away 75 Heath
Overdrive - Adds 25% defense, lasts for 30 seconds, slows speed by 50%

Order of the Apocalypse Human Elite-
Attack: Raptorian Assault Rifle - 10 Damage Per shot, 4 shot per second
Health: 100
Armor: +2%
Bonus:
Advanced Tactics - Adds 50% speed to all Order of the Apocalypse Units on map.

No, your entire armed forces. Like, have the whole nine yards for, example, the General abilities and the unique units to your nation.

Claws, 26 Damage
Health:250 hp
Armor: 10
Bonuses:
Corrosive Venom: Temporarily disables enemy units.
Frenzy: Claws do 4x damage for short period of time, but shooting does 1/4th damage.
Upgrades:
Elite Armor: +5 to armor bonus
Consume: Allows Lizard to consume friendlies or enemy corpses for health.
SAM Launcher: Allows lizardman to attack air units.

Space Based Paratrooper
Attack: Assault Rifle, 6 Damage
Health: 50 hp
Armor: 2
Bonuses:
Rally: +10 morale, +10 health to all nearby units
Signal Grenades: Allows for more Space Based Paratroopers to land
Upgrades:
Elite Armor: +2 to Armor
Grenade Launcher: Allows paratrooper to launch armor piercing grenades
