have desired to commence the project. I am very confidant that this was a
very wise decision. We are faced with many choices in this new world of how
to commence operations. We must not fall into the myth of the solo one man
army. But we can commence our operations with as few operatives as
possible. By focusing on individuals that willingly becomes soldiers, true
soldiers, we can bring almost unnatural skill to our operations. We start as
four, but we will grow.
I know that the League will be reluctant at first, but they always are when

The Cavalcanti Dossier
The formation of the Freemen is to respond to new needs for streamlined special operations and for deep penetration into not only normal inaccessible terrain, but also for operations that would requrie total clandestinity within enemy borders. They are not for use in wartime specifically, rather, they would best be used for skirmishes or for special operations during peacetime that require the utmost precision.
The Freemen are to be completely seperate from the Brazilian government and even the paramilitary Liberty and Justice for All organization that was founded by Artur Cavalcanti and Amareo Bittencourt. For this reason, when their presence breaks international law, they are to be unbreakable. They are to be loyal to the end, even defecting if it is necessary to compelte their objectives, and die for this purpose.
Intense mental and psychological training are required. Mental programming techniques are to be used through rigorous, often brutal methods. The most important aspect of the Freemen is to be their complete willingness and "free choice" of becoming the true soldier. There is no retirement, no peaceful death for the Freemen. They live as a soldier, die as a soldier, of their own free will and loyalty.
The Freemen are to be organized within the LJFA, but after recognized and formed, will be seperate, with their own facilities in leased land within the remote Amazon. The Freemen are not to work with foreign operations except under circumstances in which would not disrupt clandestinity. Operation procedure dictates vague details given out to joint operations, which should be kept out of the picture.
The experiment of the Freemen is to begin with the four original Freemen. These candidates for the unit are some of the finest Brazil has to offer. They work on a horizontal hierachy, with coordination and representative roles rather than commanding. Every man is equal in the Freemen.
