Descriptions of the Rankings
Exalted - Has been an ally for a very long time, and has been a strong one for a long time as well. Held in the highest regard, the people and government are extremely loved and respected by Pacitalians of all stripes (at least 90%).

Beloved - Not quite exalted, but it will be a surprise if a beloved country (such as Praetonia or Hogsweat) doesn't eventually become exalted. Held in very high regard, and generally loved by Pacitalians (at least 70% support the government's work or like the people of that nation).

Respected - The lowest ranking of an ally; it sometimes means there have been some rocky times, but overall the people of Pacitalia respect your nation (at least 50%) and are happy with the current state of relations and/or want to improve such ties. On other cases, it means that the ally or friendly/ally has only been in a diplomatic/military tie with Pacitalia for a short time.

Admired - This is the highest ranking of nations friendly to Pacitalia, but not an ally yet. It means that at least 40% of Pacitalians support your government or like your people and the government here enjoys its cordial relations with your nation and appreciates your government and people for their work at home or abroad.

Cordial - For nations that have not sought stronger relations with Pacitalia but are still friendly towards us. At least 30% of Pacitalians support you.

Indifferent/Neutral - For nations that are half-good and half-bad and therefore even out at a five, or nations that have had little or no contact with the Pacitalian government. At least 20% of Pacitalians support you.

Frustrating - For nations that have, at times, enacted or followed policies that in the form of an opinion, reflect negatively on the people/government of Pacitalia. Around 10% of Pacitalians support you.

Perturbing - For nations that consistently follow policy that disturbs or irritates the Pacitalian government or people. You will be hard pressed to find a supportive Pacitalian citizen (less than 2%).

Disliked - For nations that fall into the perturbing category but at the same time, appear to make it a government priority to annoy the government of Pacitalia with nonsensical foreign and domestic policy and general idiocy, along with being tyrannical and autocratically oppressive to their poor, innocent citizens. May or may not hate democracy. No support in the Pacitalian public.

Abhorred - Nations (there are only about three that could ever fit into this category if need be) that will never have a chance to repair relations with us should a major political, military, economic, diplomatic, popular or environmental catastrophe occur at the hands of that nation. Murderous rage possible from Pacitalian citizens.

OOC: Yes, Umbrella is very evil. They create Virus's that turn people into Zombies and such, not to mention they commit crimes against humanity(Such as illegal experiments on humans, abductions, etc) daily. One of the said Virus's broke out in an American town called Racoon city in 1998, causing over one hundred thousand deaths. Shortly after, the US Goverment shut Umbrella down. But seeing as many people consider the US destroyed on Nationstates, they've resurfaced. I'd think alot of nations would have a good background of Umbrella.

Fluffywuffy - We are a little concerned about your human rights and war records, but your desire to improve relations with us by way of joining an expanded G-6 has helped. That balances a possible "frustrating" rate with a "cordial" rating, giving you a 5.
