Strategic Defence Review in Ollieland

It has been decided that approximately 20 NS years after our very first strategic defence review and mass expansion of the armed forces, we will now conduct a second SDR, using information we have learned from our small scale deployments to Harlack and Shenyang, and from extensive discussions and research with other allies and nations. What follows is a breakdown of our objectives to be achieved within each branch of the military.

- Retirement and replacement of those vessels that are seen as obsolete.
- Establishment of a new River Patrol unit.

- Enhancement of the Commandos battalion. It is thought that the commandos tend to lack NBC equipment and are vulnerable to chemical and biological attack.
- Establishment of new Landing Battalions, Shore Battalions and Naval Battalions to match the enlargement of the navy (see below).
- Reorganisation of the CMC into Regiment sized units to match it's enlargement.

Whilst the Colonial Navy has been able to currently fulfill it's roles, it is woefully inadequate to project military power abroad on a mass scale. Mass enlargement is called for.
- The CN currently has one Coastal Assault Section. This will be expanded to five.
- The Submarine Section will be tripled in size.
- Naval Aviation currently consists entirely of zeppelins. This force will be expanded to include aircraft, including combat, tankers, ELINT and long range patrol.
- The battle fleets will be expanded (approximately doubled) to include newer and bigger vessels. All obsolete vessels will be retired and replaced.
- The Air Carrier Groups are where we are most lacking. We currently have only 4 aircraft carriers (not including Coastal Assault Section), all of which are relatively small. It is our intention to expand this force to at least 4 major Carriers and 8 smaller ones, all with escorts, to form 12 Air Carrier Groups. All obsolete vessels will be retired and replaced.
- A major overhaul of shore bases will be carried out. New bases will be built and existing ones expanded to handle the new enlarged navy.
- New small arms and support units must be formed to sup[port and provide for the newly enlarged service.
It is our intention to make the Colonial Navy the senior service within Ollieland's military, capable of engaging and winning against larger forces on the high seas, delivering marine and army taskforces abroad and protecting our own coastline against foreign invasion.

The Colonial Air Force is currently geared towards home defence. It is intended that it should be rebuilt and restructured to provide for mass deployment abroad. In addition, considering the massed ranks of nuclear missiles and ICBMs that exist in the world, we intend to invest in a mass national defence netywork to defend the nation against these threats.
- The four regional sections will be streamlined to remove two of the three wings in each section (one fighter wing and one strike wing).
- These forces will be combined with other new units and the Strategic Attack Wing to form a new Strategic Section, with wings capable of deployment to nations abroad.
- The Transport wing will be doubled in size.
- The Home Defence Wing and Metropolitan defence Wing will be formed into a new National Defence Section, which will include new units to be purchased, including anti-ICBM units, a national Air Defence Network, anti-ICBM satellites and anti-missile missile batterys.
- Support units will be enlarged to handle the new enlarged air force.

It has been decided that the army does not need mass expansion, but several key changes and small expansions need to be made to improve its effectiveness as a fighting force.
- The army currently consists of 4 Airborne Regiments, 32 Armoured Regiments and 310 Mechanized Infantry Regiments. It has been decided that at least 10 (possibly more) Mechanized Infantry Regts will be converted to Airborne Regts. Their vehicles will be utilised by the new CMC Landing Battalions.
- The army is severely lacking in NBC equipment. We currently have approximatley 1,500,000 combat troops, yet only have 100,000 gas masks and 100,000 hazchem suits. These stocks must be enlarged to p[rovide for the entire military, not just the army.
- All army support battalions will lose a logistics coy, to be replaced by a CBW containment coy.

- In conjunction with the new CAF anti ICBM units and the Army's new CBW containment duties, it has been decided that the DoD should embark on a mass protection scheme for the population. This could be bunkers, SDIs, anything. Other nations are welcome to suggest schemes or even offer bids.
- A new 2nd Rapid Reaction Force will be formed to increase military options.
- Our new budget is set at $1 trillion dollars annually. This review is intended to take place over 10 NS years. Taking into account maintenance costs, this gives approximately $5 Trillion dollars to spend on new units.

We have now completed our strategic defence review and a complete reorganisation of our armed forces. We thank all our old and new military suppliers. we invite all nations to inspect our military at www.freewebs.com/colonyofollieland and post any comments/criticisms here. All advice, comments or criticisms would be much appreciated to help maintain our military preparedness.
Colonial Air Force
We now have 6 new Operational Combat Groups capabale of deployment to anywhere in the world. We also have a new Space Defence Group and an expanded Home Defence group. We are now capable of shooting down between 2,000 and 4,000 ICBMs that threaten our homeland with the establishment of the National Defence Centere and the SkyNat satellite system.
Colonial Navy
The Navy's combat capability has doubled in size, and our sub section has tripled. In addition we have established a new River Patrol Section for the Coast Guard. We now have the capabilities to project our naval power across the seas.
Colonial Marine Corps
The Corps has nearly tripled in size, with the establishment of four new Amphibious Attack Groups, giving us five. They also have new NBC capabilities, giving them further combat options.
Army
We have transfered 10 Infantry Regiments to Airborne duties and re-equipped them accordingly, providing us with a faster moving army capable of quicker deployment. We have also added a Chemical & Biological Warfare company to each regiment to protect our troops in this age of WMD use.
Overall
Firstly, we have streamlined our land forces and expanded our naval and air forces to provide for greater power projection into the outside world.
Secondly, we have strived to protect our homeland against the ever growing threat of nuclear, chemical and biological attack seen in the world today, whilst still managing to maintain our own non-nuclear stance.
