Generalissimo J.L. (45), head of state and head of government of Roach-Busters since he came to power via a coup d'etat in 1990, overthrowing a totalitarian Marxist government and making RB a showcase for free-market capitalism, making it one of the most industrialized and economically and militarily powerful nations on Earth. The son of two prominent historians, his parents were killed by the government for anticommunist sympathies when he was a young boy. That, and his blood line instilled in him a virulent, vehement hatred of communism unmatched in history. He is directly related to Alfredo Stroessner of Paraguay, Ian Smith of Rhodesia, Joseph McCarthy of the United States of America, Anastasio Somoza Garcia, Anastasio Somoza Debayle, and Luis Somoza Debayle of Nicaragua, Augusto Pinochet of Chile, Francisco Franco of Spain, Antonio de Oliveira Salazar of Portugal, and Cicero of ancient Rome. He is distantly related to George Papadopoulos of Greece, Fulgencio Batista of Cuba, Ludwig von Mises of Austria, Draza Mihailovich of Yugoslavia, Robert E. Lee and Thomas 'Stonewall' Jackson of the Confederate States of America, Patrick Henry of the U.S.A., and Adam Smith of Scotland. He is the recipient of an Associate Degree from RB City Community and Technical College, a Bachelor's Degree in Political Science from the University of Havana (when RB was still under communist control), an M.D. at Harvard Medical School, an M.B.A. at Notre Dame University, a J.S.D. from Yale Law School, and a Ph.D. in Political Science from M.I.T. Having studied hundreds of military leaders throughout history, as well as their tactics, he rose rapidly in the military, eventually becoming General of the Army (during his military years, he feigned deep loyalty to the regime), eventually staging a coup d'etat and ousting the communists. J.L. is often described as "ruthless, but charismatic, a vainglorious man with a firebrand temper." He is 6'2", 175 lb., has gray hair, blue eyes, and a mustache. He is a devout Protestant Christian who does not belong to any particular branch, and the men he admires most are Jesus Christ, Booker T. Washington, and the American Founding Fathers. His hobbies are hunting Shoobans and communists, reading, debating, and playing chess. His favorite drink is root beer and his favorite food is fettuccine alfredo. His I.Q. is 175.

Thiensiri 'Jub' Theveenugul-Latimer (25), First Lady of Roach-Busters. She married the Generalissimo when he was 38 and she was 18. She is known for her gentle heart, soft-spokenness, sunny disposition, and excellent cooking. She is nearly as anticommunist as her husband. Rumor has it that she is directly related to Thailand's Chakri Dynasty.

Rinoa Featherston (16), daughter of the Generalissimo and the First Lady. Although she was adopted, she shares many of her adopted mother and father's traits: her father's militant anticommunism and passion for killing Shoobans, her mother's pulchritude, gentle heart, generosity, and kindness, and both parents' intelligence. She is married to Jake Featherston IV, President of the Reunited States of America.

Calvin Cyprian, Jr. (42), Prime Minister of Roach-Busters. A high school quarterback and consummate lady's man, he neglected college in favor of joining the military (like J.L., he secretly planned to stage a coup eventually). He met J.L. and they became best friends. However, once it was learned who Calvin's father was, he was imprisoned without trial for many years. Upon assuming control of RB, J.L. released Calvin and made him Vice-President (until the position was abolished and replaced with 'Prime Minister'). Calvin is married to an ex-supermodel whose beauty is surpassed only by that of the First Lady, Rinoa, and J.L.'s female Cabinet members.

Lester Lindsey (39), Minister of War. Lester is proficient in the following martial arts styles: aikito, bando, banshay, bersilat, capoeira, fencing, jeet kune do, jiu jitsu, Brazilian jiu jitsu, judo, karate, kendo, Khmer boxing, kuen-do, kung fu, lethwei, Muay Boran, Muay Thai, naban, ninjitsu, Shaolin Quan, T'ai Chi Ch'uan, taekwando, thaing, Yong Chun, and many others. He won the RB National Martial Arts Championship ten years in a row, before retiring. Apolitical, he had no interest in anything pertaining to governance until after the coup, when the Generalissimo appointed him Minister of War.

Terris Fitten (46), Minister of the Navy. A devout Christian renowned for his generosity. A self-made millionaire, he annually denotes over 75% of his salary to the poor. He received an M.B.A. and Ph.D. (both in Economics) from RB National University. Having served several years in the Navy as a young man, and being a knowledgeable expert on the subject, J.L. appointed him Minister of the Navy.

Chong Moua (36), Minister of Diplomacy. He is of Hmong descent. He has been an ambassador to dozens of nations and is a world-renowned diplomat respected for his uncompromising integrity and statesmanship. He is married to Kimiko Ayasugi of The Real ALM and has two children.

Chia Neng Lee (37), Minister of State Security. Taciturn and aloof, he is so silent he makes Calvin Coolidge look like a jabber mouth. Though generally kind, he is uncompromisingly cold-hearted, callous, and brutal toward communists, deliberately employing the most sadistic methods in suppressing them. As a relative of Nguyen Cao Ky, Syngman Rhee, Chiang Kai-shek, Nguyen Van Thieu, Lon Nol, Boun Oum, Vang Pao, Ferdinand Marcos, Nobusuke Kishi, and Thanom Kittitakchorn- and a man who lost seventeen family members to communism- his anti-Marxism should come as a surprise to no one.

Aelee Yang (35), Minister of Intelligence. Feared by leftists for his almost fanatical anticommunism. Like Minister Lee, he prefers killing communists in the most barbarous and grisly manner possible. Of Hmong descent, he lost dozens of family members to the Pathet Lao, which helped instill in him his unwavering opposition to communism. He and J.L. attended high school together, and, during the years RB was under communism, Lee led a guerrilla movement against the government (a movement J.L. purposely failed to suppress; in fact, he covertly aided it with arms and cash). Upon the toppling of RB's Marxist government, he was appointed Minister of Intelligence (the equivalent of Director of the Central Intelligence Agency in the U.S.).

Professor Vincent DeLusia (65), Minister of Education. A teacher in a variety of subjects, he is a genius with an I.Q. estimated to slightly exceed 200. Though a self-described progressive, he has no love of leftism, and publicly backs the government's unconditional opposition to communism. He is the main architect of the law making Wealth of Nations and The Black Book of Communism required reading in school and Das Kapital and Mein Kampf illegal.

Christine 'Tin' Peralta (28), Minister of Commerce. An extremely devout Christian, she was born in the Philippines, but her parents emigrated to RB when she was a small child. An ultra-conservative, she nevertheless holds extremely libertarian economic views, and has written dozens of scholarly tomes extolling the superiority of capitalism over socialism. She has a Bachelor's Degree, an M.B.A., and a Ph.D. in Economics.

Jeffrey Priessler (59), Minister of Finance. A brilliant and ingenious mathematician. His exact I.Q. is unknown, though estimates range from just below 180 to almost 195. The Generalissimo credits him as one of the two greatest contributors to RB's economic prosperity (the other being Minister Peralta). Priessler is popular among Roach-Busterians for his affable, laid-back, amiable demeanor and his sense of humor.

Pyu Yuko (22), Minister of Tourism. Due to her extremely youthful appearance and stunning beauty, she is among the most famous and easily recognizable Cabinet members in Roach-Busters. Originally born in Thailand, she is a close friend of the Generalissimo's. Young but brilliant, she is the overseer of RB's robust tourism industry, which, under her skillful management, brings RB billions of dollars every year.

Jurilyn 'Eryn' Devero (30), Minister of Overseas Territories. Of Philipine descent, she is a devout Catholic, a virulent anticommunist, and old friend of the Generalissimo's. She officially oversees the state of affairs of RB's overseas territories and advises the Generalissimo on their management.

Aileen Jao (31), Minister of Culture. Like Minister Devero, she is a Filipina and a devout Catholic. She was formerly Governor-General of the Philippines, and after that Ambassador to Japanese Antarctica. Like many other Cabinet members, she is a longtime, close friend of Generalissimo J.L. She is married and has two daughters.

Mark "Adam" Baum (59), Minister of Science and Technology. The recipient of dozens of prizes for excellence in science, he is also the inventor of hundreds of the most advanced weapons and equipment in the world. His I.Q. is almost 210. Although he is a Darwinist, he is the husband of J.L.'s second cousin and a close friend of the Generalissimo. For that reason- and his unrivaled, uncanny genius- he was appointed Minister of Science and Technology.

Virgil Nelson (82), Minister of Veterans' Affairs. Born in the U.S.A., he was a highly-decorated war hero of the Second World War, but left the military in disgust after the U.S. abandoned Eastern Europe to the Soviets. He then moved with his family to RB, where he was one of the superintendants of the RB Military Academy until his retirement at the age of 75. Later, at J.L.'s request, he became Minister of Veterans' Affairs. He is J.L.'s great-great uncle.

Thienpan Theveenugul (29), Minister of Health. She is the older sister of the First Lady. A former nurse, she is the recipient of an M.D. from Harvard Medical School and a Ph.D. from Johns Hopkins University. Though not as well known as the First Lady, she is still one of the most popular Roach-Busterians.

Cody Jennings (50), Chairman of the Joint Chiefs of Staff. Standing a whopping 6'7", and weighing over 350 lb. (all of it pure muscle), Jennings is not a man to mess with. He was a quarterback in high school as well as college, captain of his high school wrestling team and later college wrestling team, and is a former boxing champion who won dozens of international boxing competitions. He once fought over twelve burly, knife-wielding men to a standstill without even the slightest effort. When he was in the Army, he once took out two enemy platoons single-handedly with only a handful of grenades, a few bullets, and a prayer. His catchphrase is, "Don't piss me off."

Rene Rodriguez (51), Chief of Staff of the Army. Of Mexican descent, he was one of the top three graduates of his class at the RB Military Academy.

James LeDuc (61), Chief of Staff of the Navy. J.L.'s adopted uncle. Born in South Korea, he was orphaned as a young boy, and adopted by J.L.'s grandparents in RB. James joined the Navy at the age of nineteen and rose rapidly, eventually becoming a top-ranking Admiral renowned for his cunning strategy, uncompromising integrity, and utmost care for his crew. Although he subscribes to neoconservative views, his militant anticommunism, devout patriotism, unswerving loyalty, and brilliance in naval warfare more than make him qualified for his job.

Calvin Cyprian, Sr. (68), Chief of Staff of the Air Force. A top gun and popular air ace known for his charisma, strong appeal to the ladies, unparalleled sense of humor, and staggeringly high intellect, he was later tried and convicted of treason for his anticommunist views; he barely escaped the country with his life, and was forced to leave behind his wife and child (the current Prime Minister). Once abroad, he became a mercenary pilot who devoted his life to fighting against communists. He fought for the Ravens in Laos, the Portuguese in Angola and Mozambique (against the MPLA and FRELIMO), and later alongside UNITA, after the Portuguese abandoned Angola and the Marxists took over. He remained with UNITA for fifteen years, until the coup in Roach-Busters brought J.L. to power and J.L. appointed him Chief of Staff of the Air Force. He was a very close friend of the late Jonas Savimbi.

Terrel Fitten (46), five-star General and commander-in-chief of the Marines. The fraternal twin brother of Terris Fitten, he wanted to join Terris in the Navy, but was instead put into the Marines. Although he hated communism immensely- and still does- he nevertheless served the Marines loyally, with a firm belief in the notion, "My country, right or wrong." However, once J.L. launched his coup, Terrel eagerly joined and became one of its most prominent participants. After the coup, he personally executed over 5,000 former communists with undisguised glee, saying, "This should make up for my years laboring under the former government of Marxist scum."
Barry Paneful (50), Chairman of B.A.D.G.E. A former bodyguard, spy, assassin, mercenary, bounty hunter, and businessman, he once owned and operated his own international business of spies and mercenaries, deploying snipers and guerrillas around the world to serve the highest bidder. This company brought him untold trillions of dollars, and made him one of the most wealthy men in Roach-Busters. Later, the Generalissimo paid Paneful two trillion dollars for permission to integrate Paneful's men into B.A.D.G.E. Paneful was then appointed Chairman of B.A.D.G.E.
Kevin Orozco (34), Director of the Department of National Police. An old friend of the Generalissimo's, he played a crucial role in the ousting of former dictator Saddam Insane from power. Although he is only 5'2", he is immensely popular with the ladies, and is considered the most handsome man in Roach-Busters.
Carlos LaFrance (36), Director of the Department of Secret Police. Like Orozco, he is also close to the Generalissimo, and he also played a leading role in the counter-coup that toppled Insane's government and restored J.L. to power.
Sundown Hill (32), Director of the Department of Military Police. An old friend of the Generalissimo's, and a key player in Insane's ouster.
Chris Lynch (31), Director of the Department of Crowd Control. He and the Generalissimo go a long way back. Lynch, too, participated in the coup against Saddam Insane's totalitarian dictatorship.
Allan Vue (28), Director of the Department of International Espionage. An old friend of the Generalissimo and Minister of Diplomacy Chong Moua.
Yia Yang (28), Director of the Department of Army Intelligence. Allan Vue's best friend.
Ge Vang (27), Director of the Department of Naval Intelligence.
Ric Larsen (30), Director of the Department of Air Force Intelligence. He is one of Prime Minister Calvin Cyprian's oldest and closest friends.
Alex 'Xain' Peters (32), Director of the Department of Enemy Elimination. Dark, brooding, mysterious, and utterly cold and ruthless toward his enemies, he was formerly a assassin before being appointed Director of the Department of Enemy Elimination (which assassinates people for the government).
Sue Per-Paneful (45), Director of the Department of Rehabilition (a euphemism for the government's "re-education" programs). She is the wife of Barry Paneful.
General Cecil Golbez (60), five-star general and supreme commander of the most elite of the elite, RB's famed "Royal Guard." A tough-as-nails, battle-hardened, battle-weary soldier and brilliant tactician, he is known for his unpredictable, cunning, ingenious strategies, utter devotion to his troops, unwavering patriotism, and explosive, firebrand temper. He is 6'6", 240 lb., and has a tattoo of the RB emblem (a roach in the center of a red circle being crossed out by a diagonal red line) on his upper back, a tattoo of the letters "RG" on his right bicep, and a tattoo reading: "Roach-Busters Forever" on his left bicep. He has a four-inch, shrapnel-induced scar over his left eye, and several bullet scars in his abdomen, waist, and lower chest. An amateur tailor of considerable skill, he creates his own uniforms, and keeps souvenirs from every enemy he has ever killed (usually ammunition, guns, body parts, etc.).
General Ransome Le Clerc (47), five-star general and supreme commander of the Roach-Busters Foreign Legion. He is 6'4", 220 lb., and has several scars on his back from shrapnel injuries inflicted during the first Buchianan conflict in Generia. He is the son of a French soldier who fought in the French-Indochina War and the Algerian War. His mother was a devout Catholic who raised him with a firm but loving hand, and instilled deep religious values in him. He is married with four children. He speaks fluent English, Thai, Farsi, and French.
General Kain Swordvell (36), supreme commander of the Roach-Busters Royal Air Force, "Red Wings." He is one of the greatest aces in history, rivalling even the Red Baron. His squadron has never lost a battle, and often achieves a 40 to 1 kill ratio in battle against the enemy. He has shot down over 700 enemy planes in his lifetime. He is 5'8", 140 lb., blond-haired with a few streaks of gray, and has a scruffy stubble of beard. He is nicknamed "the Chimney," due to his chain smoking.
Admiral Cyrano Granzi (50), supreme commander of the Roach-Busters Navy. Of Sarzonian descent, he nevertheless pledged his full loyalty to the RB government after the rift between the two nations threatened to erupt into war. He considers himself "100% Roach-Busterian, now, always, and forever." He is sometimes called "the Penguin," due to his height (5'1") and rather rotund build. He is a devout Orthodox Jew and lost over 14 family members during the Holocaust. He was ranked Most Anti-Nazi Person in Roach-Busters in an issue of Liberty magazine (with the Generalissimo coming in at a close second).
General Ardeshir Nassiri (70), four-star general and supreme commander of all Roach-Busterian forces stationed in Parthia. He has a tattoo on his lower back that says "Death to the enemies of Ahura Mazda," and a tattoo on his left bicep of the former Iranian coat of arms (during the time of the Pahlavi dynasty). Born in Iran, he is a citizen of both Roach-Busters and Parthia. Both of his parents were SAVAK agents in Iran, and Nassiri himself closely considered following in their footsteps, but opted instead to join the Iranian Army. He won fame for his suppression of revolts led by extremist Muslims and communists. The Parthian government later stationed him in RB; he liked the country so much, he decided to stay, and chose to be a citizen of both countries. He speaks fluent English, Thai, Farsi, Filipino, Arabic, Hebrew, Japanese, Tagalog, and Cebuano. He is married and has seven children and sixteen grandchildren.
Corporal Fujimori Kishi (29), member of the Roach-Busters Forty-Seventh Parachute Division. He won widespread praise when, during a leftist riot in RB City, he personally mobilized his forces to the area quickly enough and suppressed the riot before anyone could be hurt.
Brigadier General Pieter Johannes Diederichs (34), commander of several battalions of the Roach-Busters Thirteenth Special Forces Division. Known as "Unlucky Thirteen," not because he has bad luck (on the contrary, his enemy kill ratios is one of the highest in the military), but because of the harsh treatment he metes out to his enemies. In Rhodesia, he personally supervised the extrajudicial execution of over 500 members of the White Knights for the Liberation of Africa terrorist group, and has brutally quelled several riots of Shooban slaves. The son of Rhodesian Afrikaners, he has a Rhodesian flag stitched into the back of his uniform, and a tattoo of the Rhodesian coat of arms on his upper back.
Colonel Josip Mihailovich (Deceased), former commander of the Roach-Busters Foreign Legion First Division. He fought with great distinction and bravery in the Holy Paradisian Civil War, the first Buchianan conflict, and the Roach-Busterian conquest of Botswana. A direct descendant of Draza Mihailovich, he was a Serbian Orthodox and the father of eight children. When Mihailovich province seceded, Josip was given the task of attacking the Doomingsland military base, a mission which failed horribly. In the ensuing fiasco, Josip was killed.
Lieutenant Borislav Mihailovich (38), brother of Josip Mihailovich and commander of the Roach-Busters Foreign Legion Second Division. Nicknamed "Nine Lives," because he has eluded death on many occasions, the most famous being the time when he and his men, outnumbered 10 to 1 by enemy troops during the Generian Civil War, narrowly won a harrowing, bloody, intense battle. He has two children.
Lieutenant Alexio Papoulias (29), former commander of the Roach-Busters Foreign Legion Tenth Division, before being assigned to Greece (i.e., Nikolaos the Great). He is currently stationed there as the supreme commander of RB Greek military forces.
Corporal Irvine Highwind (22), pilot in the Roach-Busters Air Force Sixty-Seventh Squadron. One of the most successful aces in RB history, he downed over 430 enemy planes in his career, and was one of the most decorated heroes of the counter-coup movement against General Eastmoreland.
Private Vojislav Mihailovich (Deceased), younger brother of Josip and Borislav Mihailovich. A staunch patriot, he eagerly enlisted in the military at the age of 14, and was assigned to the Seventeenth Parachute Division. During the conquest of Liberia, he gained a reputation as a hero when he diverted the enemy's attention just long enough for his compatriots to evacuate over seven wounded soldiers. This gallant act cost young Vojislav his life. He was posthumously awarded the Medal of Valor (the equivalent of the U.S. Congressional Medal of Honor).
Balthazar Botha (21), one of the world's most famous, yet mysterious, mercenaries. He is an Afrikaner and a member of the Dutch Reformed Church. His father fled South Africa during the apartheid era, disgusted with the National Party's pro-Nazism, racism, and anti-Semitism. His father did, however, fight alongside the South Africans in Angola, due to his overriding hatred of communists. His father was later hired by UNITA, and remained with them until he was shot dead by MPLA forces in 1999. In 2000, Balthazar, much to his widowed mother's chagrin, decided to follow in his father's footsteps. He was briefly employed by Barry Paneful, but later left to work on his own. He is generally considered to be a lone wolf, and is known for his brusque, terse manner, and outrageously high fees. He is currently employed by the Roach-Busters government (He is not a citizen of RB).
Jan Botha (Deceased), mercenary and father of Balthazar Botha. A devout member of the Dutch Reformed Church, he fought in almost every African nation at one time or another, including Angola, Mozambique, Namibia (then South West Africa), the Congo, Sierra Leone, and Somalia. He was known for his intense hatred of racism and intolerance, a sentiment his son shares. His support of the late Donald Woods made him highly unpopular in his native South Africa, forcing him to leave. In 1984, he was hired by UNITA, until 1989, when he decided to join the organization on his own free of charge. He remained with them until his death in 1999. In 2004, the Generalissimo unveiled a new 12 cent stamp bearing Jan Botha's image, in his honor.
Angula "Shafiishuna" Pohamba (27), assassin. Born in Namibia, he currently resides in Botswana. A top-notch sniper, he has never missed a target, and doesn't plan on tarnishing his record anytime soon. He is 100% apolitical, and will work for just about anyone, provided the salary is adequate. On a number of occasions he has been hired by the RB government to make assassination attempts on other national leaders' lives.

William Johnson (32), former ambassador to Holy Paradise, until President John Holtz severed diplomatic relations with Roach-Busters.
Dr. Curtis Connors (37), former ambassador to Pacitalia. He served as a surgeon in the Army, but lost part of his arm in a battle and retired. He then became a scientist, studying reptiles (specifically, the ability of lizards to regenerate) and hoping to devise a serum that would allow humans to regenerate. However, he was interrupted in the middle of his research by his assignment to Pacitalia as ambassador. He was later declared persona non grata. He has since resumed his studies.

D.J. Pearson (29), Mayor of RB City and the half-brother of Generalissimo J.L. He is a popular, populist politician known for his moderate political views and unwavering support of the Generalissimo.
Saddam Insane (Deceased), former dictator of Roach-Busters. A member of the (now defunct) Warmonger Party and secret ally of the Red Dragons, he staged a bloody coup d'etat in the middle of a presidential election, and seized control of Roach-Busters, establishing a totalitarian, Stalinist dictatorship that imprisoned, tortured, and slaughtered millions of people, made RB an international pariah, and decimated RB's economy. A coalition of disgruntled civilians, exiled RB soldiers, and RB's close allies toppled Insane, executed him, and returned J.L. to power.
General Creighton Eastmoreland (Deceased), former dictator of Roach-Busters. One of the highest-ranking generals in RB history, he fought with great distinction and bravery as the supreme commander of RB forces in the Holy Paradisian Civil War. Later, however, he embraced radical political views, ousted the Generalissimo in a bloodless coup, and became an unpopular, ultra-leftist tyrant whose reign was bloody and short-lived. After being deposed in a counter-coup, he was executed by Roach-Busterian and Parthian authorities.
Captain Erik Swoverland (Deceased), war criminal. After an earthquake devastated RB City and took thousands of lives, Captain Erik Swoverland was appointed military governor of one of the city's districts. Thoroughly corrupt and rapacious, he personally pilfered most of the foreign aid that was sent to his district for the relief effort. Once his actions were discovered, he seized a school hostage and killed several children, demanding that he be allowed to leave the country in peace, in return for the childrens' safety. He was finally captured by Borman soldiers, put on trial, and executed by Doomingslandian mercenary/bounty hunter/assassin Skar.
Eva Lui (Deceased), first wife of Generalissimo J.L. She was born in Hong Kong. Sadly, she died of a serious illness just a few months after she and the Generalissimo were married.
Morton 'Hoggie' Weldstan (64), former congressman and ex-leader of the Moderate Party (renamed the United Federal Party). He was known for his powerful oratorical skills, firebrand temper, extreme obstinance, and unequivocal opposition to every single one of the Generalissimo's policies. He was eventually imprisoned for alleged subversion.
Dr. Haldore Huggins (70), Roach-Busters University Professor of International Relations. He is the author of over fifty books on Roach-Busterian foreign policy, and has lectured at hundreds of college campuses worldwide. His past record as a heavy drinker and womanizer, as well as allegations that he is a communist agent, make him unpopular among right-wingers. He is known for his blunt, laconic, concise lectures, his outspoken and unequivocal opposition to the Generalissimo J.L. regime, and his membership in the Movement for Democracy in Roach-Busters organization. He has been married six times, has one daughter, and is one of the most controversial and divisive figures in RB history.
Alan Spade (60), talk-show radio host. He is extremely popular, with over fifty million listeners tuning into his "Daily Rant," radio show every day. He is known for his quick wit, sharp tongue, bluntness, and sense of humor. The most popular segment of his show is "Why Leftists Suck."
Walter Krankheit (71), anchorman of Roach-Busters National News Network. The repicient of several prizes for excellence in journalism, he enjoys high ratings and soaring popularity. He is acclaimed for his concise, honest, accurate, unbiased reporting, his plain-spokenness, and his inoffensive, middle-of-the-road political views.
Camille Chevron (70), founder, president, and CEO of the Pearl Gulf Oil Corporation, RB's largest multinational corporation. A self-made trillionaire, Chevron is reputedly one of the richest men in the world. He is so wealthy, in fact, he hires his own private armies to protect his oil wells. Though polygamy is illegal in RB, he bribes law enforcement officers millions of dollars to "look the other way," in regard to his four wives. He is the father of over fifty children, many of them borne through illicit affairs. He owns ten mansions and over 5,000 automobiles.
Thaksin Kuekool (55), CEO of Player's, Inc. one of RB's largest automobile manufacturing companies. He has been convicted several times in the past for tax evasion, concealing financial assets, bribery, and alleged ties to the mob. In return for not going to prison, he had to pay the government five trillion dollars. Even after losing such a huge sum of money, he is still among RB's wealthiest people.
Benjamin Dyme (49), founder and CEO of Killkwik Munitions Corporation, one of the country's largest arms manufacturing companies. He is a trillionaire, and is one of the five richest men in Roach-Busters.
Ahura Sulu (53), CEO of Speedster Automobile Company and one of the five richest men in Roach-Busters.
Silvio "Silver" Lucciano (48), head of the ultra-secretive underground RB Mafia. Born in Italy in 1956, he comes from a poor family but is now a multibillionaire who operates hundreds of illicit casinoes, brothels, and drug cartels. He has hundreds of henchmen, all heavily built and armed with machine guns. He has a silver tooth, which earned him his nickname. He is high on the government's Most Wanted List.
Pope Gregory XII (81), Pope of the Roach-Busters Catholic Church. Zealously puritanical and fiercely conservative, he is known for his militant opposition to adultery, abortion, stem cell research, pornography, prostitution, rap and rock music, drugs, and communism.
Ayatollah Mohammed Abdullah Abu (69), the highest Shiite clergyman in Roach-Busters, whose fanatically extremist religious views make him unpopular among all but the most radical Muslims. He openly advocates armed revolution in Pahlavi province, so like-minded hard-liners like himself may make it a Muslim theocracy, secede from Roach-Busters, and spread the "spiritual revolution," throughout the world. He is on the government's roster of terrorists, and there is currently a $12,000,000.00 reward for his capture. He is 6'2", 113 lb., with dark skin, a long gray beard, and a black turban.
Thaddeus 'Hickory Hoss' Jackson (33), leader of the White Knights for the Liberation of Africa. A member of the Mississippian Reformed Church, he was a high-ranking member of the Mississippian Federation's Republican Guard. He is known for his extreme right-wing ideology, fanatical racism and anti-Semitism, unabashed pro-Nazism, and radical religious views. He leads a guerrilla insurgency against Roach-Busterian authority in Botswana and Rhodesia. His goal is to eventually return Angola, Botswana, Rhodesia, South Africa, Lesotho, Swaziland, and Mozambique all to their Fabusist, white supremacist, fascist past. There is currently a $15,000,000.00 reward for his capture. Witnesses describe him as being unusually tall (at least 6'5"), blond-haired, blue-eyed, and with a scruffy, unkempt beard, tobacco-stained teeth, and greasy overalls.
Amanda Cyprian (maiden name Howard) (34), wife of Prime Minister Calvin Cyprian and an ex-super model. She is 5'3", 100 lb., and has brown hair and brown eyes. Her measurements are 34C-23-33.

A Brief History of Roach-Busters
Early History
Historians estimate that the first settlers arrived in what is now known as Roach-Busters around 2000 B.C. The first settlers were an animistic, fiercely xenophobic, deeply superstitious tribe of pagans who routinely performed human and animal sacrifices, and often clashed among themselves. For centuries the various factions of these tribes alternated between brief interludes of peace and bloody eras of war. A few years before the Birth of Christ, the majestic Temple of the Crimson Moon was built in honor the tribes' pagan god, Shuuzyuumii, the God of Blood. It is estimated that at least 10,000 people, mostly women and children, were sacrificed during the celebration that was held to commemorate the unveiling of the temple (which is today a very popular tourist attraction). The temple proved to be the downfall of these primitive people. Over the years, the tribe had split into many factions over religious and political differences, and each tribe wished to sacrifice the largest number of humans to please Shuuzyuumii. A massive, very bloody war, which historian M.L. Baum estimates took over 6,000,000 lives and lasted over a decade, began. When the dust settled and the conflict ended, there was not a single survivor. The land remained barren and devoid of human life for over a thousand years.
The Colonial Era
In 1591, in Western Europe (no two historians can agree on the precise nation), King Airemital XIII sent navigator Marcus Franco and four hundred men on an expedition to locate, explore, and colonize new lands abroad, to begin building a global empire. Franco and his crew left aboard the Fair Rose on November 21, 1591. They never returned.
After drifting across the ocean for many months, arriving at scores of continents and lands only to discover with great disappointment that they were already occupied, Franco grew so frustrated that he decided they might as well return home. On their voyage home, however, a horrific hurricane of unfathomable force struck, decimated their ship, and claimed the lives of 27 crewmen, including Franco himself. The survivors landed in modern-day Thailand. There, with the help of sympathetic Thai people, they rebuilt their ship, and departed in search of their old home. Several dozen Thai men, women, and children accompanied them. For weeks they sailed, only to have disaster strike again.
Their next catastrophe was not a hurricane, but a gang or pirates who shanghaied their ship and forced them all to work as slaves. They were brought to the pirates' slave labor farms in a small island near the Philippines, where hundreds of Filipino men, women, and even children were forced to work as slaves. However, Richard Faire, Franco's successor, was appalled by the barbarity, immorality, and wanton disregard for human life that the pirates exhibited. Rallying the slaves behind him, he launched a rebellion, which ousted the pirates and killed every single one of them. In gratitude, the former slaves joined Faire's growing party. Faire was uncertain how the people of Europe would react to the arrival of hundreds of people of different colors and religions, so going home with them was not an option. Yet, he had become deeply enamored of these gentle people and their fascinating culture, and certainly had no desire to leave them. So, Faire, his 48 surviving crewmates, and the Thais and Filipinos they had met, set sail in search of a new land.
On September 12, 1596, they at last found a small archipelago of uncharted, uninhabited islands, which they made their home. Ancient temples suggested that the islands had once been inhabited, but they were empty now, save for birds, snakes, and millions of naked mole rats. And there the nation of Roach-Busters was born.
A New Nation
The settlers built a few plantations, and peacefully toiled away in the fields all day. A small but prosperous timber industry was born. The people worked very hard, and scarcely had time to relax, but everyone was happy. As the years went by, other settlers, mostly Europeans, arrived, bringing with them African slaves. However, the settlers vehemently loathed the concept of slavery, and demanded that the Europeans either free their slaves immediately or leave. The Europeans refused. Just as war seemed likely, Father Thaddeus Riley intervened and suggested the settlers and the Europeans sign a series of compromises. The Europeans agreed to gradually abolish slavery, if, in return, they were allowed to mine the geologically rich mountains, which were abundant in copper. The compromises were unanimously accepted. So impressed were the people that they decided to make Riley their leader. Riley became governor of the colony, handpicked four Europeans, four original settlers (three of them Asian), and two emancipated slaves to be his cabinet. Within weeks, a constitution was written, courts and schools were built, justices were appointed, and a parliament was established. Elections were routinely held. Within four years, all the slaves had been released. The peoples' future seemed to be a bright one.
The Thanom Dynasty
However, in 1601, Bhumibol Thanom, a super patriotic Thai who, as a teenager, had been forced to accompany the settlers with his family, began to resent the whites and blacks. Whites, blacks, and the Asians regularly married, and many of his fellow Thai converted to Christianity. In an attempt to purge all white and black influence and return his people to their roots, Thanom instigated a bloody coup d'etat against Governor Ruford Nagaer, toppling the colonial government and assuming power. To prevent rebellion, he deceived the people into believing that Nagaer's rule would have been disastrous, and that he was acting in the best interest of the new nation. However, he soon showed his true colors when he had his followers imprison, execute, and enslave many whites and blacks, denied them civil rights, and granted bountiful freedoms to the native Thais, and made Buddhism the only legal religion. For forty years the genocidal Thanom ruled with an iron fist, oppressing all but the Thai natives, while consolidating his power. In his final years, he purged dozens of even his most loyal followers, had one hundred random citizens executed for 'treason' and had his wife arrested before he died of a stroke. His son, Thaksin, released the slaves and prisoners and restored some civil rights, but would not permit elections.
The Thanom Dynasty wavered back and forth between libertarianism and despotism, freedom and tyranny, for over two hundred years.
The Industrialization Era and the Fall of the Thanoms
Despite the brutality, rampant corruption, and unpopularity of the Thanom dynasty, historians generally agree that there is one area where the Thanoms improved the nation considerably: industrialization. When Bhumibol Thanom first seized power, Roach-Busters was a socially progressive but very poor, rural, agrarian nation. Under Thanom and his successors' leadership, RB's economy grew explosively. Dozens of trade agreements were signed with various nations, which actively exchanged goods with RB and invested heavily in the government. Companies began settling into the nation. By the time Thanom's great-great grandson, Khuang, became Emperor, RB had one of the highest annual growth rates in the world. Unemployment plummeted, the standard of living shot up dramatically, and the treasury accumulated astronomically high surpluses. Unfortunately, no matter how successful the Thanoms' economic policies were, they were still unpopular. The man who sealed the dynasty's fate was Kukrit Thanom, who assumed power in 1878. An extremely paranoid man, he lived in constant fear of being overthrown, and established fifteen different police forces, fourteen of them secret, all of them ruthless, repressive, and bloodthirsty. On the most ludicrous charges, citizens were arrested, imprisoned, and often executed. Civil rights and political freedoms virtually vanished. Fortunately, his reign lasted a mere six months. Six months after he assumed power upon the death of his older brother (his brother, who had died under dubious conditions, was widely believed to have been killed by Kukrit), Catholic priest Ferdinand Ugarte overthrew Kukrit Thanom in a bloodless coup, and scheduled elections to be held in four months. But in an unexpected twist of fate, an unknown assailant assassinated Ugarte within hours of overthrowing Kukrit. A long and very bloody civil war lurked just over the horizon...
The Roach-Busters Civil War
Dozens of factions competed with each other for control of the nation. The outlawed Roach-Busters Communist Party, the Illuminist cult known as the Red Dragons, ex-Emperor Thanom and his followers, the Catholics, the anticommunist but pro-socialist peasants, a group of generals who had defected in disgust at Kukrit Thanom's barbaric rule, a band of renegade pirates, and a small but very militant faction of fascists, and many others, all struggled with every fiber of their beings attempting to seize power for themselves. Each group was guilty of committing mass atrocities against civilians, forcing innocent people to join their ranks, and torturing and even killing those who they suspected of harboring sympathies for their rivals. Few if any people were able to remain neutral. Everyone eventually joined one group either because it was the "least of the several evils," or because it was the one they feared the most. Brother fought brother, friend fought friend, and mass anarchy, bloodshed, chaos, and turbulence gripped the nation. Women were raped, entire villages and cities torched to the ground, children kidnapped, men beaten to death. Hundreds of thousands perished, and no group seemed to have the upper hand. Finally, in 1895, the vast majority of fighters had either been killed, maimed, or had surrendered, and General Nikro Xinimret assumed power. The war was finally over. Nearly one million people had died, the economy was in shambles, millions were starving, hundreds of thousands of men had been crippled for life, and over half of the nation lay smoldering in ruins. Would General Xinimret be able to raise the shattered nations from the ashes? Or was Roach-Busters destined to fall as had no many nations before it? Only time would tell...
A New Century
So relieved were the people that the long and terrible war had finally ended that they would have literally settled for any leader, so long as future bloodshed was averted. General Xinimret proved to be a highly authoritarian but very benign dictator. In spite of nearly non-existent political freedoms, blatant corruption and nepotism in the government, and the government's refusal to hold elections, the people enjoyed extensive personal freedoms, and were free to live their lives as they pleased. The taciturn but charismatic Xinimret proved to be immensely popular. After inviting economists from the United States and Europe to RB and consulting with them, he quickly raised RB from the ashes of war and turned it into an economic, industrial, and military powerhouse. General Xinimret died in 1914. Because various generals repeatedly staged bloodless coups against one another and each took turns temporarily becoming strongman of the week, the nation became highly unstable and crime skyrocketed. It remained that way until "agrarian reformer" Vladimir Trotschev, a Russian immigrant, entered the fray...
Roach-Busters Falls to Communism
In 1921, Vladimir Trotschev, who had infiltrated the military and gradually and patiently advanced higher and higher in the ranks, seized a coup against General Simon Stinger and assumed power himself. Assuring the people that he was a "progressive, peaceful, patriotic agrarian reformer of the utmost integrity," he promised free and fair elections to allow the people to decide, for the first time in centuries, which their leader would be. Unfortunately, the elections proved to be a farce. After examining the polls and determining who had voted for whom, Trotschev arrested, imprisoned, atrociously tortured, and mercilessly executed everyone who had not voted for him. All businesses were forcibly taken over by the government. Heavy, crushing income taxes sapped away the savings of everyone, rich and poor, and went into the government's coffers. All media was strictly censored. All guns and weapons were confiscated. Children were sent to 'indoctrination' camps, where they were brainwashed to serve only the state. Adults worked long, grueling, strenuous hours in slave labor camps. Many of them were overworked and died of exhaustion. While massive poverty afflicted the populace, Trotschev and his cronies achieved fabulous wealth beyond their wildest dreams. Millions of people were forced to construct a Mount Rushmore-esque image of Trotschev in one of the mountains. Professor Baum estimates that over two hundred thousand people were worked to death constructing Mount Trotschev, while tens of thousands more were shot for "slacking off." It was the beginning of a long, dark night of tyranny and chaos.
The Death of Trotschev and the Power Struggle
For years, Trotschev ruled with an iron fist. Finally, on September 7, 1939- just days after the beginning of the Second World War- he died of cirrhosis of the liver. Historians estimate that between 400,000 and 750,000 people were killed during his reign of terror. After his death, a brief but intense power struggle ensued, until, four years later, Nikolai Pupin finally swept away the opposition and became Premier.
Can't Stop Pupin
Fortunately for the people of Roach-Busters, one individual was brave enough to challenge the communists head-on: Jack Maple, a young Baptist whose parents had been beaten to death and decapitated for being Christians. Before Pupin could fully consolidate his power, Maple rallied over forty thousand citizens, many of them armed with nothing but brooms, mops, pans, shovels, and rakes, and launched a guerrilla raid against Pupin's manor. However, when they arrived, they began to sharply dispute whether to overthrow the regime violently or peacefully. Maple denounced the pro-violence sentiment among many of the peasants, and was shot. Rioting and in fighting resulted, and most of them were either killed or arrested by the secret police. Incidentally, Pupin remained in power.
Pupin's "Reforms"
Pupin promised the people he would undergo drastic reforms in his government, stamp out corruption, and hold free and fair elections. Thousands of people showed up at the polls on 'election day.' They were quickly rounded up and shot. Pupin brought changes to the government, all right. He increased censorship of the press. He increased the number of secret police from less than 500 to over 16,000. He tripled the number of concentration camps. He purged thousands of fellow communists, even those who were fanatically loyal to him. He expelled all foreigners. He increased the number of hours the peasants had to work in a day to twenty-one. He slaughtered at least 100,000 random citizens each year for "disloyalty." He even had his elderly, invalid mother, his wife, and his seven children executed. His mother and children were executed for not exhibiting "the progressive proletarian spirit of the worker" and his wife was executed on charges of adultery (never mind the fact that Pupin had over seventeen mistresses). People began to long for the days of Trotschev.
General J.L. and the Coup
Pupin died in 1971, and was replaced by his son, Konstop Pupin. Pupin wasn't as draconian or psychotic as his father, but he wasn't exactly Mother Teresa, either. He was almost as dictatorial and unpopular as his father was. Unbeknownst to him, however, was a little-known but ambitious and virulently anticommunist general in the army: J.L. A lifelong, staunch anticommunist, J.L. had joined the army when he was sixteen, for the sole purpose of one day becoming powerful enough to overthrow the Pupin regime and restore freedom to Roach-Busters. By 1990, J.L. had become General of the Army, cleverly and carefully concealing his hatred of communism and feigning loyalty to the Pupin government. On June 4, 1990, Pupin invited J.L. to dinner at his mansion, just the two of them. J.L. accepted the invitation. When J.L. arrived, Pupin reached out to shake his hand. J.L. then pointed his revolver directly at Pupin's carotid artery and pulled the trigger, ending the 69-year nightmare of communism. He then called in his men, who arrested and peacefully exiled the members of Pupin's cabinet. In the next month, J.L. abolished the secret police, closed down the concentration camps, relaxed censorship, privatized businesses, and restored liberty. Six months later, elections were held, and over 90% of the people voted for J.L. No longer was he General J.L. He was now President J.L.
The Reign of J.L.
Since then, Roach-Busters has gone from a slovenly, destitute state (whose economy was flushed down the toilet by the communists) to one of the wealthiest and most powerful nations in the world. Although at times certain crises have forced J.L. to adopt authoritarian and repressive measures temporarily, for the most part, he granted the people extensive freedoms and allowed them to go about their lives as they saw fit. Roach-Busters has had major problems in recent years- a bloody war with Socialist Cockroaches (which RB may have lost had it not been for the heroic and selfless intervention of many stronger nations), occasional terrorist attacks by the Red Dragons (who have now been wiped out), a very brief but extremely bloody civil war, among other problems. However, J.L.'s calm and reassuring leadership, good humor, integrity, and wisdom have successfully guided the nation through each of these problems. Roach-Busters became a member of several alliances, maintained military relations with many other nations, and became a major military and economic presence in world affairs. Roach-Busters is the founding member of the Southeast Asia Treaty Organization, the Who Gives a Damn About Human Rights Club, and the Anti-Communist Entourage, and now has two storefronts: one which sells supplies used for executing prisoners, another which genetically engineers animals, humans, etc.
Recent Times
Recently, Roach-Busters merged with her longtime ally, Parthia. Borders were completely opened, the two countries' militaries had access to each other's bases, and all diplomatic, military, and economic affairs on the global stage were carried out jointly by the two governments. After the merger, J.L. made Farsi an official language, made the teaching of the Farsi language in public schools compulsory, distributed free Avestas to all Parthians residing in RB, and offered cheap, high-quality education, housing, and healthcare to Parthian residents. He also granted immediate citizenship to all Parthians wishing to be citizens of RB. Unfortunately, in spite of its many advances, Roach-Busters still faces many daunting tasks. An insurgency led by the now-revived Red Dragons, tension between RB and her former allies Sanctaphrax and Nellisland, and other issues, mean RB still has an awfully long road ahead of it.

Constitution of Roach-Busters
Preamble
We, the people of the Minnesotan Confederacy, each State acting in its sovereign and independent character, in order to form a permanent federal government, establish justice, insure domestic tranquility, and secure the blessings of liberty to ourselves and our posterity, with the exception of Shoobans, do ordain and establish this Constitution for the Minnesotan Confederacy of Roach-Busters.
Article I
Section I. All legislative powers herein delegated shall be vested in a Congress of the Minnesotan Confederacy, which shall consist of a Senate and House of Representatives.
Sec. 2. (I) The House of Representatives shall be composed of members chosen every fifth year by the people of the several States; and the electors in each State shall be citizens of the Minnesotan Confederacy, and have the qualifications requisite for electors of the most numerous branch of the State Legislature; but no person of foreign birth, of the Shooban race, or who is not a citizen of the Minnesotan Confederacy, shall be allowed to vote for any officer, civil or political, State or Federal. Each state shall have seventy-five Representatives.
(II) No person shall be a Representative who shall not have attained the age of twenty-five years, and be a citizen of the Minnesotan Confederacy, and not be of the Shooban race, and who shall not when elected, be an inhabitant of that State in which he shall be chosen.
(III) When vacancies happen in the representation from any State the executive authority thereof shall issue writs of election to fill such vacancies.
(IV) The House of Representatives shall choose their Speaker and other officers; and shall have the sole power of impeachment; except that any judicial or other Federal officer, resident and acting solely within the limits of any State, may be impeached by a vote of two-thirds of both branches of the Legislature thereof.
Sec. 3. (I) The Senate of the Minnesotan Confederacy shall be composed of fifteen Senators from each State, chosen for five years by the Legislature thereof, at the regular session next immediately preceding the commencement of the term of service; and each Senator shall have one vote.
(II) No person shall be a Senator who shall not have attained the age of thirty years, and be a citizen of the Minnesotan Confederacy, and not be of the Shooban race, and who shall not when elected, be an inhabitant of the State for which he shall be chosen.
(III) The Vice-President of the Minnesotan Confederacy shall be president of the Senate, but shall have no vote unless they be equally divided.
(IV) The Senate shall choose their other officers; and also a president pro tempore in the absence of the Vice-President, or when he shall exercise the office of President of the Minnesotan Confederacy.
(V) The Senate shall have the sole power to try all impeachments. When sitting for that purpose, they shall be on oath or affirmation. When the President of the Minnesotan Confederacy is tried, the Chief Justice shall preside; and no person shall be convicted without the concurrence of two-thirds of the members present.
(VI) Judgment in cases of impeachment shall not extend further than to removal from office, and disqualification to hold any office of honor, trust, or profit under the Minnesotan Confederacy; but the party convicted shall, nevertheless, be liable and subject to indictment, trial, judgment, and punishment according to law.
Sec. 4. (I) The times, places, and manner of holding elections for Senators and Representatives shall be prescribed in each State by the Legislature thereof, subject to the provisions of this Constitution; but the Congress may, at any time, by law, make or alter such regulations, except as to the times and places of choosing Senators
(II) The Congress shall assemble at least once in every year; and such meeting shall be on the first Monday in January, unless they shall, by law, appoint a different day.
Sec. 5. (I) Each House shall be the judge of the elections, returns, and qualifications of its own members, and a majority of each shall constitute a quorum to do business; but a smaller number may adjourn from day to day, and may be authorized to compel the attendance of absent members, in such manner and under such penalties as each House may provide.
(II) Each House may determine the rules of its proceedings, punish its members for disorderly behavior, and, with the concurrence of two-thirds of the whole number, expel a member.
(III) Each House shall keep a journal of its proceedings, and from time to time publish the same, excepting such parts as may in their judgment require secrecy; and the yeas and nays of the members of either House, on any question, shall, at the desire of one-fifth of those present, be entered on the journal.
(IV) Neither House, during the session of Congress, shall, without the consent of the other, adjourn for more than three days, nor to any other place than that in which the two Houses shall be sitting.
Sec. 6. (I) The Senators and Representatives shall receive a compensation for their services, to be ascertained by law, and paid out of the Treasury of the Minnesotan Confederacy. They shall, in all cases, except treason, felony, and breach of the peace, be privileged from arrest during their attendance at the session of their respective Houses, and in going to and returning from the same; and for any speech or debate in either House, they shall not be questioned in any other place. No Senator or Representative shall, during the time for which he was elected, be appointed to any civil office under the authority of the Minnesotan Confederacy of Roach-Busters, which shall have been created, or the emoluments whereof shall have been increased during such time; and no person holding any office under the Confederate States shall be a member of either House during his continuance in office. But Congress may, by law, grant to the principal officer in each of the Executive Departments a seat upon the floor of either House, with the privilege of discussing any measures appertaining to his department.
Sec. 7. (I) All bills for raising revenue shall originate in the House of Representatives; but the Senate may propose or concur with amendments, as on other bills.
(II) Every bill which shall have passed both Houses, shall, before it becomes a law, be presented to the President of the Minnesotan Confederacy; if he approve, he shall sign it; but if not, he shall return it, with his objections, to that House in which it shall have originated, who shall enter the objections at large on their journal, and proceed to reconsider it. If, after such reconsideration, two-thirds of that House shall agree to pass the bill, it shall be sent, together with the objections, to the other House, by which it shall likewise be reconsidered, and if approved by two-thirds of that House, it shall become a law. But in all such cases, the votes of both Houses shall be determined by yeas and nays, and the names of the persons voting for and against the bill shall be entered on the journal of each House respectively. If any bill shall not be returned by the President within ten days (Saturdays and Sundays excepted) after it shall have been presented to him, the same shall be a law, in like manner as if he had signed it, unless the Congress, by their adjournment, prevent its return; in which case it shall not be a law. The President may approve any appropriation and disapprove any other appropriation in the same bill. In such case he shall, in signing the bill, designate the appropriations disapproved; and shall return a copy of such appropriations, with his objections, to the House in which the bill shall have originated; and the same proceedings shall then be had as in case of other bills disapproved by the President.
(III) Every order, resolution, or vote, to which the concurrence of both Houses may be necessary (except on a question of adjournment) shall be presented to the President of the Minnesotan Confederacy; and before the same shall take effect, shall be approved by him; or, being disapproved by him, shall be re-passed by two-thirds of both Houses, according to the rules and limitations prescribed in case of a bill.
Sec. 8. The Congress shall have power-
(I) To lay and collect taxes, duties, imposts, and excises for revenue, necessary to pay the debts, provide for the common defense, and carry on the Government of the Minnesotan Confederacy; but no bounties shall be granted from the Treasury; nor shall any duties or taxes on importations from foreign nations be laid to promote or foster any branch of industry; and all duties, imposts, and excises shall be uniform throughout the Minnesotan Confederacy.
(II) To borrow money on the credit of the Minnesotan Confederacy.
(III) To regulate commerce with foreign nations and among the several States; but neither this, nor any other clause contained in the Constitution, shall ever be construed to delegate the power to Congress to appropriate money for any internal improvement intended to facilitate commerce; except for the purpose of furnishing lights, beacons, and buoys, and other aids to navigation upon the coasts, and the improvement of harbors and the removing of obstructions in river navigation; in all which cases such duties shall be laid on the navigation facilitated thereby as may be necessary to pay the costs and expenses thereof.
(IV) To establish uniform laws of naturalization, and uniform laws on the subject of bankruptcies, throughout the Minnesotan Confederacy; but no law of Congress shall discharge any debt contracted before the passage of the same.
(V) To coin money, regulate the value thereof, and of foreign coin, and fix the standard of weights and measures.
(VI) To provide for the punishment of counterfeiting the securities and current coin of the Minnesotan Confederacy.
(VII) To establish post offices and post routes; but the expenses of the Post Office Department, after the 1st day of March in the year two thousand and five, shall be paid out of its own revenues.
(VIII) To promote the progress of science and useful arts, by securing for limited times to authors and inventors the exclusive right to their respective writings and discoveries.
(IX) To constitute tribunals inferior to the Supreme Court.
(X) To define and punish piracies and felonies committed on the high seas, and offenses against the law of nations.
(XI) To declare war, grant letters of marquee and reprisal, and make rules concerning captures on land and water.
(XII) To raise and support armies; but no appropriation of money to that use shall be for a longer term than ten years.
(XIII) To provide and maintain a navy.
(XIV) To make rules for the government and regulation of the land and naval forces.
(XV) To provide for calling forth the militia to execute the laws of the Minnesotan Confederacy, suppress Shooban slave insurrections, and repel invasions.
(XVI) To provide for organizing, arming, and disciplining the militia, and for governing such part of them as may be employed in the service of the Minnesotan Confederacy; reserving to the States, respectively, the appointment of the officers, and the authority of training the militia according to the discipline prescribed by Congress.
(XVII) To exercise exclusive legislation, in all cases whatsoever, over such district (not exceeding ten miles square) as may, by cession of one or more States and the acceptance of Congress, become the seat of the Government of the Minnesotan Confederacy; and to exercise like authority over all places purchased by the consent of the Legislature of the State in which the same shall be, for the erection of forts, magazines, arsenals, dockyards, and other needful buildings.
(XVIII) To make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this Constitution in the Government of the Minnesotan Confederacy, or in any department or officer thereof.
Sec. 9. (I) The importation of Shoobans from any foreign country other than the slaveholding States or Territories of the Minnesotan Confederacy, is hereby forbidden; and Congress is required to pass such laws as shall effectually prevent the same.
(II) Congress shall also have power to prohibit the introduction of slaves from any State not a member of, or Territory not belonging to this Confederacy.
(III) The privilege of the writ of habeas corpus shall not be suspended, unless when in cases of rebellion or invasion the public safety may require it.
(IV) No bill of attainder, ex post facto law, or law denying or impairing the right of property in Shooban slaves shall be passed.
(V) No capitation or other direct tax shall be laid, unless in proportion to the census or enumeration hereinbefore directed to be taken.
(VI) No tax or duty shall be laid on articles exported from any State, except by a vote of two-thirds of both Houses.
(VII) No preference shall be given by any regulation of commerce or revenue to the ports of one State over those of another.
(VIII) No money shall be drawn from the Treasury, but in consequence of appropriations made by law; and a regular statement and account of the receipts and expenditures of all public money shall be published from time to time.
(IX) Congress shall appropriate no money from the Treasury except by a vote of two-thirds of both Houses, taken by yeas and nays, unless it be asked and estimated for by some one of the heads of departments and submitted to Congress by the President; or for the purpose of paying its own expenses and contingencies; or for the payment of claims against the Minnesotan Confederacy, the justice of which shall have been judicially declared by a tribunal for the investigation of claims against the Government, which it is hereby made the duty of Congress to establish.
(X) All bills appropriating money shall specify in Federal currency the exact amount of each appropriation and the purposes for which it is made; and Congress shall grant no extra compensation to any public contractor, officer, agent, or servant, after such contract shall have been made or such service rendered.
(XI) No title of nobility shall be granted by the Minnesotan Confederacy, except unto the President; and no person holding any office of profit or trust under them shall, without the consent of the Congress, accept of any present, emolument, office, or title of any kind whatever, from any king, prince, or foreign state.
(XII) Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press, unless when in cases of rebellion or invasion the public safety may require it, or when the speech or press be libelous, subversive, or leftist-oriented; or the right of the people peaceably to assemble and petition the Government for a redress of grievances, unless when in cases of rebellion or invasion the public safety may require it, or if the assemblers subscribe to a left-wing ideology. The aforesaid rights are not to be granted to members of the Shooban race.
(XIII) A well-regulated militia being necessary to the security of a free State, the right of the people to keep and bear arms shall not be infringed, unless when in cases of rebellion or invasion the public safety may require it. Congress shall make no law permitting one of the Shooban race to keep and bear arms.
(XIV) No soldier shall, in time of peace, be quartered in any house without the consent of the owner unless when in cases of rebellion or invasion the public safety may require it. Soldiers may be quartered in a Shooban’s house, with or without the Shooban’s consent.
(XV) The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, unless when in cases of rebellion or invasion the public safety may require it; and no warrants shall issue but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched and the persons or things to be seized. Shoobans’ property shall enjoy no such security.
(XVI) No person shall be held to answer for a capital or otherwise infamous crime, unless on a presentment or indictment of a grand jury, except in cases arising in the land or naval forces, or in the militia, when in actual service in time of war or public danger, or if the accused be Shooban race; nor shall any person be subject for the same offense to be twice put in jeopardy of life or limb, unless the person be of the Shooban race; nor be compelled, in any criminal case, to be a witness against himself, unless the person be Shooban race; nor be deprived of life, liberty, or property without due process of law, unless the person be of the Shooban race; nor shall private property be taken for public use, without just compensation, unless the person be of the Shooban race.
(XVII) In all criminal prosecutions, except when the accused be a member of the Shooban race, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and district wherein the crime shall have been committed, which district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor; and to have the assistance of counsel for his defense. However, with the written consent of the Secretary of Law and Order, these rights may be suspended.
(XVIII) In suits at common law, where the value in controversy shall exceed five hundred dollars, the right of trial by jury shall be preserved, unless the accused person be of the Shooban race; and no fact so tried by a jury shall be otherwise re-examined in any court of the Minnesotan Confederacy, than according to the rules of common law.
(XIX) Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted, without the Secretary of Law and Order‘s written consent. If the accused person be of the Shooban race, excessive bail shall be required, excessive fines imposed, and cruel and unusual punishment inflicted.
(XX) Every law, or resolution having the force of law, shall relate to but one subject, and that shall be expressed in the title.
Sec. 10. (I) No State shall enter into any treaty, alliance, or confederation; grant letters of marquee and reprisal; coin money; make anything but gold and silver coin a tender in payment of debts; pass any bill of attainder, or ex post facto law, or law impairing the obligation of contracts; or grant any title of nobility.
(II) No State shall, without the consent of the Congress, lay any imposts or duties on imports or exports, except what may be absolutely necessary for executing its inspection laws; and the net produce of all duties and imposts, laid by any State on imports, or exports, shall be for the use of the Treasury of the Minnesotan Confederacy; and all such laws shall be subject to the revision and control of Congress.
(III) No State shall, without the consent of Congress, lay any duty on tonnage, except on seagoing vessels, for the improvement of its rivers and harbors navigated by the said vessels; but such duties shall not conflict with any treaties of the Minnesotan Confederacy with foreign nations; and any surplus revenue thus derived shall, after making such improvement, be paid into the common treasury. Nor shall any State keep troops or ships of war in time of peace, enter into any agreement or compact with another State, or with a foreign power, or engage in war, unless actually invaded, or in such imminent danger as will not admit of delay. But when any river divides or flows through two or more States they may enter into compacts with each other to improve the navigation thereof.
ARTICLE II
Section I. (I) The executive power shall be vested in a President of the Minnesotan Confederacy of Roach-Busters. He and the Vice-President shall hold their offices for the term of ten years. The President and Vice-President shall be elected as follows:
(II) Each State shall appoint, in such manner as the Legislature thereof may direct, a number of electors equal to the whole number of Senators and Representatives to which the State may be entitled in the Congress; but no Senator or Representative or person holding an office of trust or profit under the Minnesotan Confederacy shall be appointed an elector.
(III) The electors shall meet in their respective States and vote by ballot for President and Vice-President, one of whom, at least, shall not be an inhabitant of the same State with themselves; they shall name in their ballots the person voted for as President, and in distinct ballots the person voted for as Vice-President, and they shall make distinct lists of all persons voted for as President, and of all persons voted for as Vice President, and of the number of votes for each, which lists they shall sign and certify, and transmit, sealed, to the seat of the Government of the Minnesotan Confederacy, directed to the President of the Senate; the President of the Senate shall, in the presence of the Senate and House of Representatives, open all the certificates, and the votes shall then be counted; the person having the greatest number of votes for President shall be the President, if such number be a majority of the whole number of electors appointed; and if no person have such majority, then from the persons having the highest numbers, not exceeding three, on the list of those voted for as President, the House of Representatives shall choose immediately, by ballot, the President. But in choosing the President the votes shall be taken by States, the representation from each State having one vote; a quorum for this purpose shall consist of a member or members from two-thirds of the States, and a majority of all the States shall be necessary to a choice. And if the House of Representatives shall not choose a President, whenever the right of choice shall devolve upon them, before the fourth Monday of the following month, then the Vice-President shall act as President, as in case of the death, or other constitutional disability of the President.
(IV) The person having the greatest number of votes as Vice-President shall be the Vice-President, if such number be a majority of the whole number of electors appointed; and if no person have a majority, then, from the two highest numbers on the list, the Senate shall choose the Vice-President; a quorum for the purpose shall consist of two-thirds of the whole number of Senators, and a majority of the whole number shall be necessary to a choice.
(V) But no person constitutionally ineligible to the office of President shall be eligible to that of Vice-President of the Confederate States.
(VI) The Congress may determine the time of choosing the electors, and the day on which they shall give their votes; which day shall be the same throughout the Minnesotan Confederacy.
(VII) No person except a natural-born citizen of the Minnesotan Confederacy, or a citizen thereof at the time of the adoption of this Constitution, or a citizen thereof born in the Minnesotan Confederacy prior to the 1st of May, 1990, shall be eligible to the office of President; neither shall any person be eligible to that office who shall not have attained the age of thirty-five years, and not be of the Shooban race, and been fourteen years a resident within the limits of the Minnesotan Confederacy, as they may exist at the time of his election.
(VIII) In case of the removal of the President from office, or of his death, resignation, or inability to discharge the powers and duties of said office, the same shall devolve on the Vice-President; and the Congress may, by law, provide for the case of removal, death, resignation, or inability, both of the President and Vice-President, declaring what officer shall then act as President; and such officer shall act accordingly until the disability be removed or a President shall be elected.
(IX) The President shall, at stated times, receive for his services a compensation, which shall neither be increased nor diminished during the period for which he shall have been elected; and he shall not receive within that period any other emolument from the Confederate States, or any of them.
(X) Before he enters on the execution of his office he shall take an oath of affirmation.
Sec. 2. (I) The President shall be Commander-in-Chief of the Army, Navy, Air Force, Marines, and Elite Special Forces of the Minnesotan Confederacy, and of the militia of the several States, when called into the actual service of the Minnesotan Confederacy; he may require the opinion, in writing, of the principal officer in each of the Executive Departments, upon any subject relating to the duties of their respective offices; and he shall have power to grant reprieves and pardons for offenses against the Minnesotan Confederacy, except in cases of impeachment.
(II) He shall have power, by and with the advice and consent of the Senate, to make treaties; provided two-thirds of the Senators present concur; and he shall nominate, and by and with the advice and consent of the Senate shall appoint, ambassadors, other public ministers and consuls, judges of the Supreme Court, and all other officers of the Minnesotan Confederacy whose appointments are not herein otherwise provided for, and which shall be established by law; but the Congress may, by law, vest the appointment of such inferior officers, as they think proper, in the President alone, in the courts of law, or in the heads of departments.
(III) The principal officer in each of the Executive Departments, and all persons connected with the diplomatic service, may be removed from office at the pleasure of the President. All other civil officers of the Executive Departments may be removed at any time by the President, or other appointing power, when their services are unnecessary, or for dishonesty, incapacity. inefficiency, misconduct, or neglect of duty; and when so removed, the removal shall be reported to the Senate, together with the reasons therefore.
(IV) The President shall have power to fill all vacancies that may happen during the recess of the Senate, by granting commissions which shall expire at the end of their next session; but no person rejected by the Senate shall be reappointed to the same office during their ensuing recess.
(V)The President shall have the power to disband Congress, declare martial law, and assume full control of the executive, legislative, and judicial branches, with the consent of two-thirds of Congress. This power shall only be granted to the President in times of dire emergency or when he deems it necessary.
Sec. 3. (I) The President shall, from time to time, give to the Congress information of the state of the Minnesotan Confederacy, and recommend to their consideration such measures as he shall judge necessary and expedient; he may, on extraordinary occasions, convene both Houses, or either of them; and in case of disagreement between them, with respect to the time of adjournment, he may adjourn them to such time as he shall think proper; he shall receive ambassadors and other public ministers; he shall take care that the laws be faithfully executed, and shall commission all the officers of the Minnesotan Confederacy.
Sec. 4. (I) The President, Vice-President, and all civil officers of the Minnesotan Confederacy, shall be removed from office on impeachment for and conviction of treason, bribery, or other high crimes and misdemeanors.
ARTICLE III
Section I. (I) The judicial power of the Minnesotan Confederacy shall be vested in one Supreme Court, and in such inferior courts as the Congress may, from time to time, ordain and establish. The judges, both of the Supreme and inferior courts, shall hold their offices during good behavior, and shall, at stated times, receive for their services a compensation which shall not be diminished during their continuance in office. The Supreme Court shall be composed of fifteen justices. Fourteen of the justices shall be popularly elected by the people; the Chief Justice shall be appointed by the President.
Sec. 2. (I) The judicial power shall extend to all cases arising under this Constitution, the laws of the Minnesotan Confederacy, and treaties made, or which shall be made, under their authority; to all cases affecting ambassadors, other public ministers and consuls; to all cases of admiralty and maritime jurisdiction; to controversies to which the Minnesotan Confederacy shall be a party; to controversies between two or more States; between a State and citizens of another State, where the State is plaintiff; between citizens claiming lands under grants of different States; and between a State or the citizens thereof, and foreign states, citizens, or subjects; but no State shall be sued by a citizen or subject of any foreign state.
(II) In all cases affecting ambassadors, other public ministers and consuls, and those in which a State shall be a party, the Supreme Court shall have original jurisdiction. In all the other cases before mentioned, the Supreme Court shall have appellate jurisdiction both as to law and fact, with such exceptions and under such regulations as the Congress shall make.
(III) The trial of all crimes, except in cases of impeachment, shall be by jury, and such trial shall be held in the State where the said crimes shall have been committed; but when not committed within any State, the trial shall be at such place or places as the Congress may by law have directed.
Sec. 3. (I) Treason against the Minnesotan Confederacy shall consist only in levying war against it, or in adhering to its enemies, giving them aid and comfort. No person shall be convicted of treason unless on the testimony of two witnesses to the same overt act, or on confession in open court. Any person convicted of treason shall be castrated, flogged one thousand times in public, have every limb amputated, and be disemboweled and decapitated, in front of the general public.
ARTICLE IV
Section I. (I) Full faith and credit shall be given in each State to the public acts, records, and judicial proceedings of every other State; and the Congress may, by general laws, prescribe the manner in which such acts, records, and proceedings shall be proved, and the effect thereof.
Sec. 2. (I) The citizens of each State shall be entitled to all the privileges and immunities of citizens in the several States; and shall have the right of transit and sojourn in any State of this Confederacy, with their slaves and other property; and the right of property in said slaves shall not be thereby impaired.
(II) A person charged in any State with treason, felony, or other crime against the laws of such State, who shall flee from justice, and be found in another State, shall, on demand of the executive authority of the State from which he fled, be delivered up, to be removed to the State having jurisdiction of the crime.
(III) No slave or other person held to service or labor in any State or Territory of the Minnesotan Confederacy, under the laws thereof, escaping or lawfully carried into another, shall, in consequence of any law or regulation therein, be discharged from such service or labor; but shall be delivered up on claim of the party to whom such slave belongs, or to whom such service or labor may be due.
Sec. 3. (I) Other States may be admitted into this Confederacy by a vote of two-thirds of the whole House of Representatives and two-thirds of the Senate, the Senate voting by States; but no new State shall be formed or erected within the jurisdiction of any other State, nor any State be formed by the junction of two or more States, or parts of States, without the consent of the Legislatures of the States concerned, as well as of the Congress.
(II) The Congress shall have power to dispose of and make all needful rules and regulations concerning the property of the Minnesotan Confederacy, including the lands thereof.
(III) The Minnesotan Confederacy may acquire new territory; and Congress shall have power to legislate and provide governments for the inhabitants of all territory belonging to the Minnesotan Confederacy, lying without the limits of the several Sates; and may permit them, at such times, and in such manner as it may by law provide, to form States to be admitted into the Minnesotan Confederacy of Roach-Busters. In all such territory the institution of Shooban slavery, as it now exists in the Minnesotan Confederacy, shall be recognized and protected be Congress and by the Territorial government; and the inhabitants of the several States and Territories shall have the right to take to such Territory any slaves lawfully held by them in any of the States or Territories of the Confederate States.
(IV) The Confederate States shall guarantee to every State that now is, or hereafter may become, a member of this Confederacy, a secular, capitalist, republican form of government; and shall protect each of them against invasion; and on application of the Legislature or of the Executive when the Legislature is not in session, against domestic violence.
ARTICLE V
Section I. (I) Upon the demand of any three States, legally assembled in their several conventions, the Congress shall summon a convention of all the States, to take into consideration such amendments to the Constitution as the said States shall concur in suggesting at the time when the said demand is made; and should any of the proposed amendments to the Constitution be agreed on by the said convention, voting by States, and the same be ratified by the Legislatures of two- thirds of the several States, or by conventions in two-thirds thereof, as the one or the other mode of ratification may be proposed by the general convention, they shall thenceforward form a part of this Constitution. But no State shall, without its consent, be deprived of its equal representation in the Senate.
ARTICLE VI
I. The Government established by this Constitution is the successor of the Provisional Government of the Minnesotan Confederacy of Roach-Busters, and all the laws passed by the latter shall continue in force until the same shall be repealed or modified; and all the officers appointed by the same shall remain in office until their successors are appointed and qualified, or the offices abolished.
II. All debts contracted and engagements entered into before the adoption of this Constitution shall be as valid against the Minnesotan Confederacy under this Constitution, as under the Provisional Government.
III. This Constitution, and the laws of the Minnesotan Confederacy made in pursuance thereof, and all treaties made, or which shall be made, under the authority of the Confederate States, shall be the supreme law of the land; and the judges in every State shall be bound thereby, anything in the constitution or laws of any State to the contrary notwithstanding.
IV. The Senators and Representatives before mentioned, and the members of the several State Legislatures, and all executive and judicial officers, both of the Minnesotan Confederacy and of the several States, shall be bound by oath or affirmation to support this Constitution; but no religious test shall ever be required as a qualification to any office or public trust under the Minnesotan Confederacy.
V. The enumeration, in the Constitution, of certain rights shall not be construed to deny or disparage others retained by the people of the several States.
VI. The powers not delegated to the Confederate States by the Constitution, nor prohibited by it to the States, are reserved to the States, respectively, or to the people thereof.
ARTICLE VII
I. The ratification of the conventions of five States shall be sufficient for the establishment of this Constitution between the States so ratifying the same.
II. When five States shall have ratified this Constitution, in the manner before specified, the Congress under the Provisional Constitution shall prescribe the time for holding the election of President and Vice-President; and for the meeting of the Electoral College; and for counting the votes, and inaugurating the President. They shall, also, prescribe the time for holding the first election of members of Congress under this Constitution, and the time for assembling the same. Until the assembling of such Congress, the Congress under the Provisional Constitution shall continue to exercise the legislative powers granted them; not extending beyond the time limited by the Constitution of the Provisional Government.
Adopted unanimously by the Congress of the Minnesotan Confederation, on the eighth day of April, in the year two thousand and five.

Good. I really can't think of a single criticism, other than there is something odd with your economic statistics they don't make sense when compared (my major fields are economic, political sciences and statistics in that order).

Ok, your naval base will between Mangalla and Constanta. Look at my map in sig to see where it is. It will be big enough to serve 50 or more ships.
