On the matter of the embassy exchange, we are pleased to have received your prompt message of friendship and we are of course looking forward to developing a healthy relationship between our nations.

We have a building which may suit your needs as an embassy, it is within three miles of our Department of Foreign Affairs and contains five floors, including basement, and has secure parking to the rear of the building. In the dual interests of peace and prosperity, and on the behalf of His Majesty Michael I and Prime Minister Alistair Tetley, I would like to express interest on the part of the United Kingdom in beginning negotiations on establishing an embassy exchange protocol that will facilitate the two aims of this government as they relate to the development of relations between the Askiran Imperial Republic and the United Kingdom of Azazia.

Regretfully, there remain several points of contention with the draft proposal outlined by your Ministry. In reference to the proposed treaty, the United Kingdom would make the following revisions with explanations following.

Article 1

5. (Added) Any high advisors to the ambassador are given immunity to the laws of the host nation.

Article 2

No additions or corrections.

Article 3

1. There can be no helicopters for the Askiran embassy.

3. There can be no armoured personnel carriers or other such military vehicles.

Explanations

Article 1: The United Kingdom requests diplomatic immunity be extended to high advisors to the ambassador, such as attachés and alike. In return, the United Kingdom will also extend immunity to Askiran counterparts.

Article 3: The capital city of Imperium features a strict no-fly zone for domestic and foreign aircraft and aerial vehicles outside the extremely narrow commercial avenues of approach. Unfortunately, this also means that for foreign governments the use of helicopters and other aerial transports is not permitted. Additionally, the use of armoured personnel carriers or other such military vehicles is prohibited as they are seen, legally, as forward staging of military equipment on the grounds of the capital city. This is strictly forbidden from the most historic laws of the city, once the capital of the English colony in the Azazian archipelago. For foreign governments, this equates to allowing only armoured civilian vehicles to be tasked to an embassy or consulate for diplomatic use. Consequently, the United Kingdom offers its use of Royal Guard vehicles should the safety of the Askiran staff be threatened.

Article 5: The United Kingdom requires slightly fewer staff personnel and military personnel to man and guard an embassy while posting three attachés to the complex to represent His Majesty’s interests.
