Joseph Balen, the Prime Jaghuran, entered the room where representatives from Xeraph, Novacom, and Northern Nation States were seated.
"Gentlemen", he said, "This war has wreaked devastation on our nations. Many have fallen in combat. It is time we sorted things out. It is time to have peace between our nations. Gentlemen, what do you propose we do to keep a long lasting peace between our nations?"

The Government of Northern Nation States is willing to abide by the rulings of the conference unless they specifically reference Northern Nation States or its holdings
The Xeraphian delegate to the Peace Conference stood up and strode to the front of the room. General John Strickland, Lord Prime of the Realm, Commander of the Xeraphian Forces, paused a moment before speaking. He glanced at each of the other delegates, first NNS, then Novacomm, and lastly, Jaghur.
"Gentlemen, I am a bit puzzled as to why Varyl isn't here, as they were the initial reason Xeraph gecame involved in this war. Nonetheless, the Emperor has informed me that he wants none of the standard Settlements Of Defeat to be proposed here. SOD is usually a statement by the victors as to the terms of surrender and remuneration dictated to the nation or nations who were defeated, in this case Jaghur and Novacom." He again paused, seeming to try to come to grips with these proceedings.
" Xeraph has only one other time shown mercy after defeating an aggressor, that time being the defeat of the Rogue Nation of Spider Death. They foolishly sided against Xeraph, and lost. The other nations involved in that particular war no longer exist. The Empire absorbed them. There is no evidence they ever existed. However, the Emperor had mercy on Spider Death, and they exist to this day as a province within the Empire.
Alaric Tan'it, Emperor of Xeraph, wishes to extend to Novacom and Jaghur the same level of mercy that he showed to Spider Death. He wants no tribute, no retribution of any kind to occur. He wants to extend a hand of friendship to both Novacomm and Jaghur, not a hand of vengeance. The only thing he requires from you is a Pledge that you will never again take up arms against Xeraph or any of it's allies. As you may or may not know, Xeraph has many, many allies, large and small. So he wants you to think long and hard about your decision. Any move against Xeraph and it's allies will be looked upon as a breach of the agreement we propose today. There will be no second chance."
Strickland looked again at the delegates. " I would like to personally add here that this is an extraordinary measure being offered. The Emperor is not noted for his tolerance of enemies. As a matter of fact, we have very few enemies. We have historically not permitted them to retain their sovreignty, dividing their territories amongst the victors. I would urge you to give serious consideration to this proposal."
He paused, then continued. " The proposal is simple. Jaghur, Novacomm, and any of their allies in this conflict shall agree to exchange embassies with Xeraph, beginning the process of full alliance. If our friend and ally, Northern Nation States, agrees with this, we would like to stage a State Dinner, the attendees to include all of the nations involved in the conflict. The Dinner will be held in our subject-nation of The Grey Phoenix, ruled by the Prince of the Empire, Vlad. If this is amenable to you all, please let us know. Thank you."
He walked away from the podium, watching them all carefully. They don't yet realize what's being offerd here, he thought. I hope they make the right choice...........
"I will agree to your proposal", said Balen, standing up. "I think it is a wise one. However, the same has to go for us. If any of your allies attempt to infringe upon the rights of the people of Jaghur, we will be forced to remove our embassy and our friendship. I'm sure you can agree to that. As for Varyl, I did invite any representative they wished to send, but they declined the request. I'm sure you have heard that Varyl is in a state of unrest and that the former Grand Marshal staged a coup. As far as I know, they are in the midst of civil war. That is all I know."

IC: The Novacom Speaker Igonelle Gigorivogelle now takes the podium, and pauses a moment taking in several aghast faces as they prepare for the Novacom accent and then in unaccented english," A most generous offer I agree and one we intend to standby as honour is most important to us for we went to war for we were honourbound in our alliance with Jaghur and as a rare gesture I request that we perform a Novaeseian Custom during the signing of the treaty and after this most ammenable invitation to a state meal has been finalised I would like to invite you all and your leaders to the Festival of Light, it is quite apt that it falls around this time of year as observing such a festival as we conclude our war would be most fufilling in a way." he looks round the room before a quick inclination of his head a slite swirl and vanishing reappearing back at his place at the table where he takes a long drink of a curiously blue drink before starting to converse in Novaseian to several Enforcers.
