Bypassing Edict 33: An open RP (Attn. Non-Human Nations)

Provost Namar sat bolt upright in bed. An idea had come to him in a dream, one that he could not pass up. Slipping on an overcoat over his nightgown, he raced down the halls in his near-empty underground facility. Reaching his office, he made a sharp turn left and entered the combination on the number pad next to the door. Sitting down, he wiped the clutter of papers off his desk, landing them on the floor. Sliding open a drawer, he pulled out a blank piece of paper and began to write. Pausing for a moment, he pressed the button of the intercom system. “Attention, night shift. This is Provost Namar, requesting an assistant at the head office. If all of the remaining employees are asleep, wake them up immediately, dammit!” He let go of the button and sat back in his chair. Remembering the paper, he began to write again. This idea of his stood too much of a chance of being beneficial to pass up. He was almost to the bottom of the page when someone knocked on his door. “Come in.”, he said.

An assistant entered the room. Almost before the door was closed again, Namar began speaking. “I believe I have found a way to restart our program.” The assistant raised his hand to speak, but Namar silenced him. “I’m not going to let that young fool of an emperor shut down our research with that biased edict of his. If we can’t capture new specimens, we’ll just bypass it by setting a trap. A trap that they cannot hope to foil! There are no border patrols from the air, or in space, are there?” Without waiting for an answer, he continued. “Even if there are, they cannot hope to regulate private space flights! As long as the specimens come in of their own free will, they cannot send them back! No, even if they do, it’s still time for a change! They cannot hope to make everyone agree with their biased policies! Too many people are against this dumb law, anyway!” His anger was rising, along with his voice. The assistant looked on the verge of running away. “We have people, we can force them to change it!” A simple idea on how to bypass the law had turned into outright mutiny. He rolled the paper into a tube, tied it with some string, and tossed it to the assistant. “Make sure a copy of that gets distributed to all countries and sovereignties with viable specimens.” he ordered. “Sir?” the assistant queried. “Are you intending to go in blatant violation of Edict 33?” “Yes!” the Provost replied. “And if you want to keep your job, you will too!”

By the next morning, copies of the letter had been made and sent. Disguised as cargo shipment, they made it past the mail inspectors and, by the end of the week, they had reached their destinations, the home offices of all non-hostile countries containing non-human residents. The letter read as follows.

Dear Representative of (Your country’s name here),

As you may already know, five years ago His Most Exalted Majesty Emperor Kavin Tirian of Grigala issued Edict 33, dictating that all non-human residents of Grigala were to leave the country, weather by peaceful means or by force. Since then, all non-humans have been denied citizenship, or even entrance, into our country. My organization, however, has convinced our government to allow delegates from non-human countries to attend a gathering in the city of Waldo’Ryu for the purpose of discussing the terms of the edict. In the interest of getting this edict repealed, or at least edited, we ask that you send a delegate to the enclosed address, where the discussions will be held.

OOC: In case you didn’t gather this from my IC post, this is one gigantic trap, and that letter is full of lies. However, keep in mind that, unless your country has spied on or wire tapped this particular organization, they would not (IC) know anything but what is contained in the letter. In the spirit of keeping IC knowledge separate from OOC, I expect you to not act as if you know what is behind this action unless you have a reason to IC. However, I urge you to not send a character that is not expendable, while there is no guarantee that they will come to any harm, it certainly is possible. Bear in mind that this RP is targeted toward non-human nations.

Ps: (Yes, this thread is back prematurely, due to the fact that I am horrible at writing "newspaper articles" and that I recived a telegram asking that I revive it. With a couple grammatical edits, it has been reposted. It is my sincere hope that the attendance turnout numbers higher than the last one did. ;) )
