The Generalissimo's eyes gleamed with pleasure as he peered over the list of his states and territories, until the realization dawned on him, slapping him across the face like a disgruntled lover, abruptly replacing the satisfied gleam in his eyes with a perturbed glare. After all that work- thousands- perhaps millions- of deaths, untold trillions of dollars, years of effort- his goal had still not been accomplished. His goal was to claim at least one country or territory per continent. Certainly he was close to fulfilling this grand dream. He had several Minnesotan cities (which had been merged into RB City, where he was right now) and Nicaragua in North America; the Azores in Europe; Botswana, Chad, Cote d'Ivoire, Ghana, Liberia, Mali, Rhodesia, and Sierra Leone in Africa; East Timor, Myanmar, Philippines, and Thailand in Asia; and even a few islands just off the coast of Antarctica.

Now, all I need is to stake a claim in South America, and in Australia, he thought. Australia wasn't a big deal, though- he could just annex a dinky little dunghole island nearby, and it would be fine. But South America interested him immensely, particularly Paraguay, where his great-great uncle, Alfredo Stroessner, had ruled for over thirty years until he was backstabbed by the former United States, ousted in a coup d'etat, and exiled to Brasilia, Brazil. Although iron-fisted and extremely authoritarian, Stroessner had done wonders for Paraguay's economy, and he was one of the staunchest anticommunists in history.

I must- simply must have Paraguay, he thought. For Great-Great Uncle Al's sake. I'll do it for him! I'll claim Paraguay, return him there, and make him President once more! I'll-

He paused in mid-sentence, his intestines churning, when he consulted his "Who's Got What" list of the world.

Paraguay was taken.

Shit.

He checked again, just to be sure; yes, indeed, he hadn't been seeing things. Paraguay was already...taken. Taken by Sharina, a nation which dominated nearly the entire continent.

He hung his head low in shame, struggling to suppress a sob...until he suddenly decided: No!

"I won't sulk and shrug it off like a damned coward," he proclaimed. "I will gain Paraguay! If it kills me, Paraguay...will be mine! And Great-Great Uncle Al will reclaim his throne! Just wait and see!"

Though he never hesitated to draw his sword and tear his enemies asunder, the Generalissimo was a practical man, who fought only as a last resort- not out of cowardice, but because negotiating was oftentimes a hell of a lot cheaper, both in terms of lives and dollars. Hence, he found himself penning the following message to the Sharinan government:


To: The Esteemed Leaders of Sharina
From: Generalissimo J.L.

Dear sirs, I was wondering, would you pray cede Paraguay over to my government? I shall happily reimburse you, by allocating a sum of two trillion dollars to your account, annually, over a period of fifteen years. I hope you accept this extremely generous offer. Refusing it will, of course, result in my seizing Paraguay by force. Please don't make me resort to that.

After reading the comminuque from Generalissimo J.L. that had just come in a scant fifteen minutes ago, President Mina Veristek sighed.

What to do?

Should I dishonor the Sharina soldiers that have fallen in battle to secure our Paraguay province? Or should I avoid a war that could cost thousands upon thousands of lives? Warfare grows weary, yet is always necessary to survive.

Mina closed her eyes and laid back in her soft leather chair, as she rubbed her temples. The computer screen on her maghohany desk continued to blink indifferently, displaying the message from Generalissimo J.L. The computer was oblivious to the momentous decision that Mina was struggling with, as after all, inanimate objects do not think or act in the way that sentient beings do.

After an interdeterminate period of time, Mina opened her eyes, and grimaced. She began typing into her computer a response to Generalissimo J.L.

May fortune be with us all.

Communique to Generalissimo J.L.

I have reviewed your request regarding Paraguay, and I have thought hard about it. I have weighed in all the possible alternatives, as well as the events that has already happened. The facts have been analyzed once, twice, and thrice. I have come to only one conclusion, given the situation.

I cannot, in good consicence, accept money reparations for Paraguay. This is due to the fact that thousands of brave Sharina soldiers have fought and died to protect Paraguay, and during the process of introducing Paraguay into the Sharina Technocracy.

Simple paper bills, or electronic numbers cannot make up for the human loss of life. Life cannot be measured in currency or any tangible numbers. Many of the soldiers that died had families or bright futures. How many sons and daughters who will never be born and raised, all because of the soldiers dying before they were able to start their own families? We may never know.

Once again, monetary or currency reparations do not make up or measure up to the Sharina lives lost in Paraguay several decades ago.

If there are any other alternative, besides war, I am willing to hear them.

Mina sighed as she read the latest comminque from Generalissimo J.L.

He must be desperate to acquire Paraguay. He still repeats the offer of monetary aid, even after I made it clear that money won't replace the loss Sharina suffered in securing Paraguay.

Also, having an foreign nation smack dab in the middle of Sharina simply won't do. What's to prevent them or their allies from wreaking havoc? This Generalissimo J.L. apparently doesn't have a grasp of the enormous effort and logistics to hold onto a territory surrounded on all sides by another nation.

What next?

Mina blinked her eyes just when she began typing furiously, composing a new message, to send as promptly as possible.

Your repeated offer of money for Paraguay, albeit in a different manner makes me wonder. You seem to want Paraguay so desperately, and I would like to know why.

We would have some real issues, mostly tactical ones, should Sharina decide to give you Paraguay. Having a province smack-dab in the middle of another nation or empire, very much like Lesotho is enclosed by South Africa, presents a rather large can of worms.

Your nation would have difficulty bringing in supplies and maintaining a life-line to Paraguay. You would have bases to launch air strikes or attacks that would be able to reach almost any point in Sharina South America. You would lose Paraguay quickly should we engage in a war down the line, supposing we avoid the imminent war by selling you Paraguay. Your allies would be free to attack Sharina from Paraguay, should they engage in a war with Sharina. These issues put Sharina on edge, especially if allies are involved.

There will also be a lot of issues of people. There would be a lot of terrorism or criminal activity, as there would be millions of people who have families in both Sharina proper and Paraguay. People have grew up under Sharina rule in Paraguay for a generation and half. People would fight your rule, as they would be considering Paraguay a part of Sharina. Criminals and terrorists would try to harm or kick out your government and rule out of Paraguay.

The only solution to this would be to move every single Sharina citizen, along with all of their worldly possessions out of Paraguay, leaving Paraguay as a land with no people in it. Then you would have to use thousands, if not tens of thousands of aircraft trips to bring in millions of your own citizens and their worldly goods, as well as your own hardware and technology. This would cost billions of Standard Dollars, on top of the trillions you would spend in purchasing Paraguay.

Finally, there would be the issues of logistics. According to reports and data, you have control of provinces in several continents. The logistics of moving supplies and material between your far flung holdings would be a nightmare, involving a lot of time and preparation to mount any type of successful offensive action or a defense. You would have to worry about shipping and transfer of goods across long distances, fraught with potential danger. This issue is compounded even more so that Paraguay is land-locked. You wouldn't have any way of sending your goods via ship to Paraguay, as you would be forced to use airplanes and aircraft to transfer goods. You would have to send these aircraft through Sharina airspace to reach Paraguay.

Sharina would feel rather uncomfortable with lots of foreign aircraft flying over it to resupply, export, and import goods and material to and from Paraguay. What's there to stop a surprise attack? Or terrorists and criminals using your planes to attack Sharina? On the other hand, should we engage in a war in the future, Sharina can very easily cut off your supply to Paraguay by shooting down your supply aircraft, causing your holdings in Paraguay to wither away. If you do send air escorts to escort your supply aircraft in time of war, your other holdings would experience a shortage of air escort, allowing your enemies an easier time of invading your other holdings via air-power.

I am merely pointing out the considerable problems and issues that would arise in such a situation like this. You have to look at this from a logical and rational perspective, as well as a tactical standpoint. An empire staking a claim on Lesotho would easily lose it in a war aganist the empire controlling South Africa. In addition, the costs and logistics to maintain a Lesotho holding would far outstrip the benefits and "profits" that would come with owning Lesotho.

I hope I've been able to help you understand a logical perspective on this issue that we are facing. As you may or may not be aware, Sharina's Technocratic government prides itself on logic and productivity, a staple of any Technocratic government. So once again, your offer of monetary aid, along with business incentives and military bases is very much appreciated, but the Sharina people and myself must ultimately reject the offer, out of logic and sensibility.

Perhaps if you owned a territory or province outside of Sharina land, then we wouldn't have as much issues and troubles that we would have otherwise. It would be similiar to South Africa and Madagascar, or South Africa and Tanzania. They would be a part of the same landmass, yet not be involved in the way that Lesotho is with South Africa.

Your aircraft crossing over Sharina airspace. Paraguay is surrounded by Argentina, Brazil, and Bolivia. Sharina controls these provinces, so we need some kind of security and assurance of safety regarding Roach-Busterian aircraft passing over Sharina land.

One possible solution is to have the Roach-Busterian aircraft escorted by Sharinan aircraft for the duration of flight over Sharina held territory to provide security for Roach-Busters and Sharina.
