Economy
Economy - overview
Despite political turmoil that had enveloped the nation for six years of its modern life and into the twenty-first century, the newly-reunified Moepoeian republic has a very strong economy. The economic strategy is a laissez-faire type of capitalism, based on the conservative beliefs of the ruling Moepoeian Patriot Party and Prime Minister Debruyn. Debruyn and her four economy-related ministers have brought the national economy up from a near basket-case to a strong, diversified one with a growing gross domestic product and gross national product.

MECRA (Moepoeian Economy and Currency Regulation Agency) is the chief regulator and administrator of economic activity in the Moepoeian republic. Much of the industry in the country has been privatised (some methods of transportation, banking, media etc.), but MECRA still maintains strict, but comparably business-friendly standards on environmental and financial practice standards by corporations operating in Moepoeia.

During the period of national division when TMR was broken into smaller states, at least forty percent of the once unified nation's population lived below the line of poverty. Now reunified and under a pro-business government, only 4% of Moepoeians live below the line. The government encourages local enterprise, and embraces foreign investment in the country. Minors can start work as early as 13 years of age, however, they are not legal, FULL adults until 23 (they can vote at 18 and drink alcohol at 19, whether male or female).

History
1784-1790 - Settlement: A Fledgling Nation
The nation to be known as Moepoeia was born on 25 August 1784 when British naval colonists, who had sailed south from the eastern former United States after being kicked out by the Americans, found refuge on an uninhabited peninsula of land, to the north and northeast of Pacitalia. Immediately it was clear that this land, rich with resources and plant life, was the perfect for the "Loyal Royals" to try the colonisation thing again. On 1 September 1784, the "New Caribbean Colony" was established, with consent from the King of England. Cities were borne out of the gently-sloping palm tree infested eastern lands, the first being New Manchester (today, Kadoatie) and Elizabethville (Tauri). New Manchester was the capital to start, and has been ever since.

Industrial expansion began in 1787 with the creation of shipping routes between London and Southampton in England to New Manchester, and the startup of "The Factory District" to the northeast of the city along the new port, which began the development of N.C.C. heavy industry and is considered the birthplace of such industry. The over one hundred factories and production facilities lined up in a 11 x 11 grid contributed 70% of the N.C.C. gross domestic product in 1789.

1790-1806 - The Plantation Wars
By the beginning of the 1790s, the population of the New Caribbean Colony was up to about two million residents. However, a feud was slowly developing in this fledgling nation - what were known as the Plantation Wars. The war itself didn't actually begin until 1793, but in the first year mentioned above, 1790, the self-titled Royalists, those loyal to the throne, began to actively support the continued ferreting away of plantation income to the Empire in the belief that it would eventually return to the NCC in the form of economic or military support. The Royalists' opposition, the Nationalist Agriculturals or NAs, were made up primarily of commoners and farmers, peasants and the impoverished. They were against such a process - they knew they would never see that money again.

In 1790, the NAs began to arm with the help of the Pacitalian government. However, both sides of the conflict knew civil war was eventual if no peaceful accord was reached, something they agreed to in 1791. Unfortunately, the peace was broken when verbal mudslinging began to go back and forth in 1792, eventually breaking out into the rifling of a NA farmer by a Royalist family in December 1792. Both sides threatened war, and the Royalists acted first with the support of the mother country, launching a surprise attack on the NAs on 6 April 1793. The attacks severely beat down the NAs, killing a substantial number of them and leaving morale among the poorer NCC citizens at a near rock-bottom low. The war is said to officially begin on this date, as counterattacks by the NAs ensued almost immediately. Street clashes tainted the nation from 1794-98 and the Nationalist Agriculturals took it one step further in early 1799 when they began to burn Royalist-owned farms, houses and buildings. The NAs destroyed so much property in 1799 and 1800 that if this activity had taken place today, the damage would number somewhere around an astounding $14 billion US. In 1801, the Royalists began to respond by picking off individual NAs with rifles or booby-traps. In 1801, the climax was reached when 325 Nationalist Agriculturals were rounded up and shot to death by a British-army-led firing squad.

The careless and immature actions of the British Empire angered Pacitalia, and in response, the government of Moepoeia's neighbour supported the poor resistance with a primitive version of a thermite bomb in 1802. In all, 2800 Britons and Royalists were killed by fourteen bombs in 1802 and 1803. Twelve ships were destroyed as well, in 1804. In retribution, NAs furthered their cause and avenged the murders of their fellow farmers by killing 850 Royalists through an impromptu firing squad. 1805 was the bloodiest year thus far; 14,300 Nationalist Agriculturals and 24,800 Royalists were killed at the hands of each other, and the British and the Pacitalians respectively.

The Pacitalian government, deciding something needed to be done to end this bloody and costly war, moved into non-claimed lands around the NCC in January 1806 and began to detain and murder escaping Royalists attempting to get to Pacitalia. The Royalists further suffered defeat when the NAs successfully mass-murdered around 350,000 Royalists in only two months: March and April of 1806. The war ended on 21 April 1806 with the "Thermite Bomb Assault" which killed many, many more Royalists (the number is still unknown) and left only six thousand Royalists in the NCC. The outnumbered Royalists surrendered.

In 1807, the NAs took over government roles, and a period of mutual peace for 30 years was agreed to by the three countries involved in the first civil war of the Moepoeian republic.

1835-1856 - The Push for Independence
By the mid-1830s, the peace situation between the three nations was still going well, but it was that INSIDE the country that was cause for concern. By this time in the country's history, many were desiring independence, in the form of a constitution-based democratic republic like that of Pacitalia. Of course, the British Empire was against such a move by the NCC because of a simple interest to continue holding her possessions. The British were still on the nerves of the Pacitalians despite the forced peace. In 1835, Britain warned Pacitalia to stay out of the matter, directly telling Monarch's Representative Brazzitano I the Pacitalians would "face the wrath of the British" should they intervene in any way. Brazzitano was angered by such defiant and flagrant anti-brinkmanship by the Empire and in response, attacked three British ships stationed in New Manchester's harbour. Britain obviously had to declare war on Pacitalia, but were defeated in a short time... 11 days, to be exact. The King, allowing defeat in such a short time, was beheaded by his own people in 1837 and Queen Victoria took over the leadership of the British monarchy. She was satisfied with NCC independence and forgave Pacitalia for killing the British on the field of war. Ironically, there was no apology from the Pacitalians.

The process of independence began immediately with fervour and a deep desire in the early months of 1839. A lady by the name of Moe A. Poe leading the charge for the Republicans, or the pro-independence movement in the NCC. For fifteen years, the Repubs, as they were known in short, worked with a force of nearly one million citizens, to transfer the nation smoothly and peacefully into a democracy. Finally, their dream was realised when, on 26 July 1854, the provisional draft of the Moepoeia-Britain Act (known as the M-B Act by the locals even to this day), was created. The final draft was ratified ten days later and stipulated that in exchange for Moepoeian independence, the leader had to be Moe Poe, the nation would never attack Britain for any reason and Moepoeia, which was the name of the new nation as decided by 95% of the population, would become a principal member of the Commonwealth.

The new Moepoeian House of Representatives, which was the single chamber of legislative authority in the new country, agreed to the terms officially, on New Year's Day, 1855. A new hope had sprung free from the chains of British oppression - the Moepoeians were now truly a land of freedom and mutual love.

1856-1926 - Moepoeia pulls away and Civil War II
In 1858, in response to public desire, Moe Poe molded her name into one name, Moepoe, to better represent the name of the nation. As well, by public request, she renamed herself the "Empress", despite the nation still being democratic. Moepoe's popularity continued to skyrocket when in 1859 she kicked all the British patriates out of Moepoeia and removed the nation from the Commonwealth by Moepoeian Empirical Directive #2A. Britain, of course again, threatened invasion the following year, but backed off upon a threat of war by Pacitalia and Moepoeia. In 1865, Moepoe formed a dictatorship and removed the legislative authority of the House of Moepoeian Representatives, keeping them around as "ceremonial advisers". She began an isolationist policy soon after, beginning a three-year pushaway from Pacitalia. The isolation was fully achieved in summer 1870.

Unfortunately, without trade from Pacitalia and other nations, and the isolation forced upon them by their leader, Moepoeia soon descended into poverty. The poverty was terrible, it engulfed 93% of the population and brought incurable diseases like cholera and typhus among at least 10% of the impoverished, killing at least 40,000. Secret assassins brought upon Moepoe's death in 1897 after twenty-seven years of despair. Army General Wesley Smith took over but was shot two days later by the same group because he was pro-Moepoe. Another army general, Wesley Christ, took over and was shot within the hour.

The insecurity of the national leadership resulted in the eruption of the second Moepoeian civil war on 1 June 1897. It was a fight between the anti-Moepoe Sorians in the east and the pro-Moepoe Moepoeians in the west and lasted a terrifying twenty-eight years, to 23 August 1925. Unfortunately for the fiercely-fighting Sorians, they lost the battle to a larger Moepoeian force and the dictatorship remained. However, with Moepoe I gone it paved the way for a new Moepoe to take the stage and try to correct some of the original problems left by the woman who had brought them their nation but in the end brought it to near nothingness. Moepoe II was installed as Supreme Empress in 1926 after a period of interim governance by the remaining army generals.

1926-1959 - Life under Moepoe II and III
Two years into her tenure, Moepoe II created MSPY, a spy agency that was so brutal it killed people for looking at things that were the colour red. Citizens were arrested randomly for the most generic things and were imprisoned in the Iron Ring for a minimum three months. Those who uttered one word against Moepoe II were imprisoned for life or tied to the street and run over by an army patrol Jeep. A horrifically large number of Moepoeians, five million to be exact, died between 1928 and 1940.

Calls from the Pacitalian government and Prime Minister Dragosto to end the bloodshed and dissolve MSPY or else war were partially heeded. MSPY was dissolved, but in its place the more secretive and more brutal MACSACT was born out of the ashes. The acronym stood for "Moepoeian Agency for Counter-Subversion And Counter-Terrorism". As said, it was definitely more barbaric and defiling than MSPY - people were killed just for not eating the right thing on a certain day, but not as publically as with MSPY. MACSACT preferred to take groups of people out into the middle of the rainforest and bury them alive, or with some, give them the courtesy of death by neck stab. Ironically, despite MACSACT's severity, only one million were killed in fifteen years, compared with a higher number in a shorter time frame with MSPY.

Moepoe II died at home on 15 September 1955. In her place was Moepoe III, another female. MACSACT was promptly abolished with MIII, she had lost half her family to that agency and the predecessor, MSPY. Moepoeia followed the lead of its neighbour to the west and created a similar-style agency to the Pacitalian Central Intelligence Commission (PCIC), called MGIS or the Moepoeian General Intelligence Syndicate. It didn't kill without sufficient evidence to, but its methods were equally brutal to its two predecessors. MGIS exists today, but took "a break" between 1999 and 2001 during the third civil war (see below).

Moepoe III was stabbed by her chamberlain three times in the chest and twice in the face, and died of blood loss in her bed. Moepoe IV, one of MIII's most trusted and most intelligent advisers, took over immediately after and was the first male leader of the Moepoeian independent nation. He immediately re-established diplomatic relations with his neighbour (Pacitalia is still the only ally and friend of Moepoeia in the international community).

1959-1981 - Changes For All: Life Under Moepoe IV
In 1960, Moepoeia released its national economic figures for the first time to the international scene. The GDP stood at a fair estimate of $500 million, the population at 9.5 million and the GDP per capita at a rather low $5,000ish US. The staggeringly horrifying number was the workforce, which sat at sixty thousand. Moepoe IV said that the workforce of Moepoeia and the nation of Moepoeia were like "a car driving to the nearest gas station on fumes" and immediately took steps to alleviate the symptoms of a low workforce (caused by poor health care and the oppression of the spy agencies). Worst of all, the death rate was 157 people per 1000 and the birth rate only 2.1. In addition, the poverty line was set at $5,612 US that year, above the average household income and thus putting 85.4% of Moepoeians below the line.

Moepoeia began its economic restructurisation by starting with the health care system and by removing the authority of MGIS to kill or torture or randomly arrest. Britain and Pacitalia provided a total of $15 billion US a year in economic aid with the United States chipping in a further $1 billion US. The next year, MIV introduced his Ten-Year Economic Plan.

Year | GDPPC | Workforce | Industrial production
1962 | $5,400 | 65,000 | 3.0% of GDP
1967 | $6,300 | 212,000 | 19.0% of GDP
1972 | $8,100 | 469,000 | 37.5% of GDP

The plan was called a success, although it had only raised the national household income $2700. In response to minor criticism, MIV implemented a second plan of five years which involved further, almost furious economic improvement.

Year | GDPPC | Workforce | Industrial production
1973 | $8,400 | 580,000 | 38% of GDP
1974 | $9,000 | 650,000 | 39% of GDP
1975 | $9,400 | 730,000 | 41% of GDP
1976 | $11,200 | 890,000 | 43% of GDP
1977 | $14,500 | 1,100,000 | 44% of GDP

By 1977, Moepoeia's economy was performing up to par with that of its neighbours and others around the international scene. Moepoe IV furthered his empowerment of the country by increasing the size of the military by 400% and budget by 54% in 1977.

1960 - 20,000 men
1970 - 23,000 men
1975 - 24,000 men
1978 - 36,000 men
1979 - 45,000 men
1980 - 53,000 men
1981 - 80,000 men

Unfortunately, Moepoeia's kindest ever leader died in 1981 of brain cancer.

1982-2000 - Moepoeia's Last Breath: Civil War Again and Division of a Nation
The democratic reform process began in 1982 after Moepoe V showed a public desire for a true republic-style government. The Parliamentary house was, in 1984, reconstructed after the last civil war destroyed it - well, reconstructed 90% of the way. It didn't have the luxury of being finished because the anti-democratic Monarchists launched attacks against who they called the "Freedomists".

http://kfox.gamehorizons.net/Moepoeia/mcw.jpg

The war was a stalemate for the first five years (1984-89), with the Freedomists, supported very slightly by the Pacitalians, being pushed back to the northwest by the advancing Monarchists and then launching an offensive of their own. This went on back and forth for the five years, and in 1992, as seen in the diagramap above the land share ended up 50-50.

The Pacitalians attacked Monarchists to the south in September 1992 and after two months managed to escape with a ceasefire between the Pacitalians and themselves. The Freedomists attempted to take advantage of this in January 1993 by launching one last offensive to shut down the Monarchists once and for all, but were surprisingly beaten back by a smaller opposition. The fighting continued to a lesser extent than before in 1994, 1995 and 1996 and 100,000 were killed.

In September 1996, the new Pacitalian prime minister, Tim Ell, fearing that more deaths would occur should the war never end, forced a ceasefire and split the nation into a western capitalist democracy known as PFM Inc. and an eastern absolute monarchy known as Sora Lovers. Migration ensued for 18 months and establishment of the divided Moepoeia occurred on 1 January 1998, with a land split of 60% for PFM Inc and 40% for Sora Lovers.

http://kfox.gamehorizons.net/Moepoeia/md1998.jpg

In 1999, with the smaller, anti-Pacitalian Sora Lovers becoming the economically stronger of the two, Prime Minister Ell gave PFM Inc $10 billion in economic aid and obliged Pacitalian corporations to invest in the favoured of the two northeastern neighbours. Pacitalia also provided PFM Inc with $5 billion in military aid, including 100 new fighter planes, six thousand tanks and transport vehicles, around 2 million SMGs and pistols and around 30 billion rounds of varyingly-sized ammunition.

In 2000, PFM surpassed Sora Lovers for the lead once more and had a household income of around $28,000; compared to $21,500 in its eastern rival and neighbour.

2001-2004: The Drive to Reunify
SLCFR, or Sora Lovers Citizens for Reunification, was created in January 2001 by almost 20,000 citizens of the disadvantaged, economically poor eastern nation. In response and as a gesture of solidarity, PFM citizens created PFMCFR the next month and together, the 1.8 million involved in the drive to reunify the two split nations worked for over two years, peacefully protesting their governments and the Pacitalian government to set up reunification talks.

In September 2003, the three governments agreed to reunification at a summit in the Pacitalian city of Mandragora, and reunification was set for New Year's Day 2004. Elections were held 18 March 2004 and out of the shadows of the two former republics and the newly reunified Moepoeian Republic came Melissa Debruyn of the Moepoeian Patriot Party, a pro-capitalism but pro-civil rights party that sat on the bottom right of the three-dimensional political spectrochart. Winning over 72% of the vote (which was helped by 99% support in Kadoatie and Moepoe City), Debruyn and her two deputies, Jeannette Yanick and Nahuel Shikoba jumped into power as the first democratically-elected leaders of Moepoeia, after 230 years as a nation.

Many political analysts say that it is ironic for a nation that wanted to be a democracy nearly 150 years before to get their first democratically-elected leader so late in their history, but Moepoeians that were polled say they're just happy who they are and with the path they have taken to get here.

2005 and beyond: The Future of Moepoeia
Bets can be placed on whether a fourth civil war will eventually take place, but that activity is now becoming one of the lesser-favoured pastimes of the nation. Prime Minister Debruyn plans to continue her work solving the humanitarian crises that still minorly exist in the rural areas and she hopes to finish her improvement policies on education, healthcare and social security by the beginning of the 2007 fiscal year. In addition to continuing close relations with Prime Minister Ell of Pacitalia (yes, he's still in power), Ms Debruyn hopes to establish relations with other, high-profile nations around the world. Debruyn, Yanick and Shikoba are highly lauded in and out of the nation and will probably continue into a second term.

I'll break out the champagne. I do believe we have a winner. Just to sate my own curiousity, the map was based on Qatar, was it not?

Official Pacitalian Government Statement

I, on behalf of the nation of Pacitalia, would like to congratulate our neighbour and ally, Moepoeia, on their expansion of international relations to a second entity, Xeraph, a nation we too have alliance and relation with, and have had (in a cordial and mutually pleasant fashion) for some time. We feel the Empire of Xeraph is an excellent nation to expand your foreign relations and hope that many more nations follow Xeraph's lead and open relations with a nation dedicated to diplomacy and peace worldwide and a land that is a prime example, despite past conflicts, of how a government should be run and how a people should live.

Congratulations!
