"The Government of the Democratic Imperium of Praetonia has, along with many other Governments around the world, viewed the latest RWC computing breakthrough with great alarm. The capabilities of such a computer will undoubtably prove to be an invaluable tool in all aspects of military technology and hardware. It is, however, with some dismay that we that the technology will be limited to the destablising RWC bloc of nations.
"It is for the purpose of creating a rival machine that Praetonia calls upon all nations of the world to band together to develop a machine at least, if not more powerful than the 'Black Steel' in an International Computer Development Program that will pool the skills and talents of scientists from many nations, as well as make available significant funds from the pockets of several states. Any nation interested in aiding the Democratic Imperium with this endevour are welcome and encouraged to apply to join the Program."

We hope that this message is received with well wishes by our Praetonian counterparts; it has certainly been a long time since our two nations have established a diplomatic dialogue, but we hope that in light of the current situation our two national entities might be able to work in a more cooperative effort. Should you find our industry and collective scientific faculties a necessity to your endeavor, we would be more than willing to contribute towards the greater good of this project. Our nation sees this as an opportunity to develop and implement an even greater and more advanced array of advanced Schultarian computational technology to good use; anything that can promote the peace without the veiled threat of force is always a good investment for our nation.
After examining the potential power of project "Black Steel", Schultaria Prime can say with confidence that our industry alone could gladly make a computer of similar power with less material and at a cost of less than two trillion dollars. We are sure that you already know about the array of computer technologies our State run export corporation distributes; if not, please feel free to examine our comprehensive line of research computers, EMP resistant computers, and electronic archival devices. Our nation would be more than willing to provide the necessary high tech industry to satisfy virtually any production demand within an accelerated timeframe should the need arise, but we can only make such alterations if you contact us within the near future.

OOC: MassPwnage: I think that your numbers might be off by a factor of about 1,000,000; as I understand it, 3,000 Teraflops is slightly less than 3 petaflops which, in turn, is roughly .003 exaflops and so on. A zetaflop is 1024 exaflops; a true computational monstrosity which can only be rivaled by the parallel computing power of half a million human minds thinking as one entity.

If they're any good with it, the supercomputer will not be penetrable by conventional means of communications surveillance. With the proper redundancy and physical separation of the machine from any comms source, you'd actually have to touch the machine to gain any access. How can you hack something that is not connected with the outside world? Also it's best to be prepared by possessing the same capabilities as your enemies, lest you be overrun.

The USIH has long been opposed to the RWC, and we see the Black Steel computer as a way of them furthering their influence over the world. We will of course help in anyway possible to develop this rival network to prevent RWC domination of the communication channels that everybody is heavily dependent upon.
