The Structure and Organization of the High Government of the Grand Imperium of Risban

History of the Risban Empire
The Grand Imperium of Risban was founded on November 9th, 1705 Anno Domini. Before the Imperium, however, existed the Republic of Risban and the Imperial Confederacy, each founded in the year 294 A.D. In the year 1593, the Risban Republic and Imperial Confederacy waged war with eachother, eventually destroying eachother, thrusting Risban into a Dark Age.
Then, early in 1705, members of the illustrious Order of the Scorpion and ten wealthy families came together to begin discussing the formation of a new empire. These families founded the empire on Novermber 9th, crowning Julius Castor Dolohov as the first emperor. These families have held prominence for the past three centuries, making up the Imperial Royal Aristocracy and establishing the Imperial Parliament.
The families were: Scorpius, Antares, Graffias, Lesath, Plutus, Boru, Tarda, Zorg, Dolohov, and Pelias.
For more than a century, the Dolohov family retained control of the growing empire, ruling from the Imperial Palace of Risban City. In the year 1896, Peter Pollux Dolohov was crowned emperor when his father died. By this time, the Imperial Parliament had begun to grow annoyed with the abuses of power performed by the latest Dolohov Heirs. Thus, on July 2nd, 1897, members of the Graffias, Zorg, Lesath, and Pelias families led a coup against Emperor P.P. Dolohov, executing him and his immediate family members. The Imperial Bloodline of Dolohov faded, leaving only several survivors in Parliament, the Graffias bloodline took control.
For the next hundred years, the Imperium experienced little economic growth and decreased power. The Graffias family had turned the Risban Empire into a purely isolationist nation, severing all contact with nations outside of the empire. Emperor Julius Ilia Graffias ascended to the throne in 2001, immediately being seen as a corrupt and despotic dictator, abusing his powers greatly and thrusting those who opposed him into prisons. So, naturally, there was a move to overthrow him.
The young Grand Admiral Count Robinson Antares Scorpius, only 24 at the time and already a senior Naval advisor and member of Parliament, led a coup d'etat on Foundation Day, 2004. Graffias was captured and publicly executed, along with his top officials. The Graffias Loyalist Party launched attacks against the new leadership, but we forced out of the country by the Imperial Military. Most of the Graffias Loyalist Party members were killed when their ships passed too close to Nehmic territorial waters.
As soon as Scorpius ascended to the throne, the young man immediately began reforming Risban's government. He appointed new officials, expanded the power of the navy, and opened relations with other nations. Now, Risban is one of the leading nations in the world concerning diplomacy and economics. With many friends, an ever-growing population, and a powerful economy, the Grand Imperium of Risban has entered a Golden Age, despite a rebellion led by a rogue general.
Enter the government of the Grand Imperium of Risban.
The Office of the Emperor
Presiding Emperor: Grand Admiral Count Robinson Antares Scorpius
Age: 25
The Office of the Emperor is where Risban is ruled from. The emperor acts as command-in-chief of the armed forces, chief executive, head of state, and dictator of the empire. His word is law, though there have been several reforms granting the Legislature more power. Within the Office of the Emperor are several other positions...
Press Secretary: Julia Ormiv (Age: 46)
The Press Secretary serves as the voice of the Emperor, and helps organize large events and interviews. The former secretary, James Ormiv, was shot and killed during the Lucas Rebellion, his wife, Julia, taking over for him.
The Imperial Vizier: None Appointed
The Imperial Vizier serves as the Emperor's chief advisor and successor should the emperor be killed and not have an heir. Emperor Scorpius has not yet appointed a Vizier, though the most likely candidates would be Countess Nora Courtney, Grand Admiral Eric Tarda, or Alexander Perkins.
Senior Military Advisor: Grand General Charles Skops (Age: 65)
The Senior Military Advisor is second-in-command of all armed forces save for the navy. In times of emergency, when contact is cut off, he can make executive decisions based on what he thinks is best. The former Senior Advisor, Grand General Charles Lucas, attempted to rebel against Scorpius, but was quelled by the Imperial Army and other allies.
Senior Naval Advisor: Grand Admiral Eric Tarda (Age: 36)
The Senior Naval Advisor is second-in-command of the Imperial Navy and commander of the Imperial First Fleet, otherwise known as the Emperor's Fleet.
Grand Master of the Imperial High Guard: Colonel Christopher Lucian (Age: 39)
The Imperial High Guard is one of the oldest societies in the Grand Imperium of Risban, closely connected with the Order of the Scorpion. They serve to protect the Emperor, members of the Legislature, embassies, Imperial Palace, foreign diplomats, and anyone else they are told to protect. They are the best of the best, and are often seen wearing ceremonially armor and capes. They bear both guns and ceremonial swords, which are useable.
The Grand Master of the Imperial High Guard is in charge of all security for the Emperor. The previos Grand Master, Colonel Antonin Steele, aided in kidnapping Emperor Scorpius in the Lucas Uprising.
The Imperial Legislature
The Imperial Legislature is made up of the Senate and Parliament. Parliament is made up of aristocracy and appointed officials, while the senate is mostly elected by the people. The Parliament holds the most powerful. When the Legislature reaches a majority votes of 2/3s, it may overpower a decision made by the Emperor.
Normally, the Legislature maintains the day-to-day affairs of the Empire.
Chancellor: Countess Nora Courtney (Age: 24)
The Chancellor is normally chosen by the Emperor, but Scorpius allowed a vote this time. Countess Nora Courtney, descended from the only female dictator of Risban, was voted in as the first female Chancellor, as well as the youngest.
The Chancellor acts as a messenger between the Emperor and the Legislature. The Chancellor is among the top five most powerful people of Risban.
The Imperial Parliament
The Imperial Parliament numbers 675 members, made up of the royal aristocracy, the magistrates, the praetors, and the ministers.
Chiliarches (Head): Sargas Caecus Lesath (Age: 29)
The Chiliarches serves as the Head of Parliament, organizing everything and presiding over meetings.
Imperial High Magistrate: Duke Robert Kramer (Age: 50)
The Imperial High Magistrate is in charge of civil authority, and is often called the Minister of Law Enforcement and Police Affairs. The High Magistrate is in charge of enforcing laws and making recommendations on magisterial appointments to the emperor.
The Imperial Senate
The Imperial Senate is made up of 314 members, mostly senators elected by the people. The Senate usually just makes suggestions as to what the people want and work to improve civil rights. They have managed thus far to raise Imperial Civil Rights to a UN-classified Average.
Consul (Head): Count Richard Pelias (Age: 71)
The Consul is elected by the members of the Senate. He serves the same purpose as the Parliamentary Chiliarches.
Plebicola (Speaker of the Senate): Senator Paul Gomez (Age: 35)
The Plebicola is the highest official in the Imperial Government elected directly by the people. He serves as a voice of the people, stating their concerns and acting as their personal spokesperson.
The Imperial Ministries
The Ministries can fit under both the Legislature and the Office of the Emperor. Thus, they get their own category. The "Prime Minister" is usually the Vizier, but Emperor Scorpius has taken this job.
Imperial High Ministers usually hold more power than normal ministers, most likely because they head larger departments.

Imperial High Minister of Foreign Affairs: Alexander Perkins (Age: 32)
The Ministry of Foreign Affairs is no doubt the largest ministry in Risban. With a huge diplomatic corps, it is the reason that the Risban Empire has prospered so much through trade and diplomacy. Under Emperor Scorpius and Alexander Perkins, Foreign Affairs are at their peak.

Minister of Trade: Lucius Thrantir (Age: 40)
The Ministry of Trade conducts all business concerning imports and exports. Under Lucius Thrantir, Risban has gained many high profits from trade.
The Ministry of Defense
High Minister of Defense: Brenn McBone (Age: 28)
The Ministry of Defense encompasses Homeland Security, the Imperial Coastguard, and the Imperial Disaster Response Forces. Up until the terrorist attacks of January 2005 and the Muruian invasion, the Ministry of Defense was rather small. However, after the attacks and the War with Muru, Risban began defending itself.
The Ministry of Intellignece (AKA: The Prometheus Agency)
High Minister of Intellignece: Myles Abrahms (Age: 53)
Deputy Director of Intelligence: Marcus Janus (Age: 33)
The Ministry of Intelligence, otherwise called the Prometheus Agency, controls Risban's third strongest force in international affairs: espionage. Monitoring everything that goes on in and out of Imperial borders, the Ministry of Intelligence is very aware of everything that goes on. But, in the world of espionage, there are always traitors...
The Ministry of Finance
High Minister of Finance: Lord William Plutus (Age: 44)
The Ministry of Finance often works with the ministries of trade and diplomacy. It controls all finances for the Empire and suggests budgets to the Emperor. Nearly every minister has been of the Plutus family.
The Ministry of Industry
Minister of Industry: Lord Richard Gaius Zorag (Age: Classified)
The Ministry of Industry is in charge of all industry in the Grand Imperium of Risban. It is a very powerful ministry, often working with the Ministry of Business. The current minister, Lord Zorag, is also the CEO of the Zorag Company and a powerful member of Parliament.

High Minister of Business: Duke Magnus Scorpius (Age: 39)
The Ministry of Business is an extremely powerful and large ministry, as the Risban Empire is strongly focused on corporate business. It works often with the Ministry of Industry. The current minister, Duke Scorpius, is the cousin of the emperor and the CEO of the largest business in Risban, the Scorpius Corporation (ScorpCorp).
The Ministry of Education
Minister of Education: Professor Timothy Dimmesdale (Age: 44)
The Ministry of Education is in charge of seeing that the nation reaches academic standards.
The Ministry of Agriculture
Minister of Agriculture: Lady Elizabeth Graffias (Age: 31)
This is a powerful position in the Grand Imperium of Risban, encompassing all farms, fisheries, and livestock.

Minister of Transportation: Duke Lowell Stone

Minister of Paranormal Affairs: Professor Sybill Aerulius
Whether it be investigating a strange haunting or keeping the public from knowing that Green Sun lets aliens into Risban, the Ministry of Paranormal Affairs is always working on something. They are the vocal point of the unusual in Risban.
