Up in arms over armed civilians

In recent weeks, multiple anti-gun groups have come together to challenge peoples right to bare arms in self defence, along with having emergency gun distribution center in every city and town.
They claim it is completely insane to allow civilians to have the right to bare arms in their home, claiming more people die of gun-related incidents then they do with knives, even though many of those deaths come as self-defence.
They also want all emergency gun distribution centers shut down FOR GOOD, claiming civilians with guns could kill people. The court ruled against this claim, stating, "These centers were created years ago so that a well-armed militia could be created instantly in defence of this great nation, ViZion, and their lives."
However, the right for civilians to bare arms is still up in the air. The ruling is expected soon. The anti-gun groups plan to appeal to a higher court on the emergency distribution centers.
What is your opinion on the distribution centers?

What exactly are the rules for these centres? Can weapons be distributed freely at any time, or is there a set period when they can be distributed?
Is such a period when a Time of Emergency, or Martial Law is declared by your government? If so then I believe this to be an unusual idea, but not entirely without merit; however, if weapons can be taken at anytime, then surely that is inviting civil violence and anarchy?

They are locked up and guarded by our military unless ViZion is attacked, in which case they are opened and freely distributed to our citizens upon proof of citizenship.
I personally don't like the Idea of giving guns out to regular Joe’s they will most likely get themselves and everyone around them hurt also the weapons centres may aid in revolution and rioting

Hmmmm. An interesting idea that the Republic would be interested in modifying for military use. These centres would serve useful purposes for equipping and ralying retreating Republican troops during a war, and also with the equipping of a militia. Would you be willing to sell the blueprints for said centres for a suitable amount of cash? How does $10 Billion USD sound?

((OOC: Actually, Cuba has centers much like these, with all sorts of ordinance. AK-74's, Uzi's, M-16's (don't ask me how they got 'em), RPGs and even Claymore land mines (!) are in some of them. It's due to these that the Bay of Pigs invasion failed.))

but then the people would think there government is turning into a dictatorship and use the guns on them (well I live in gun free England so I find U.S gun supporters as crack pots living in the independence war)

OOC: Im in England, and im a big "gun fan" as you might call it. I think our laws over here are just about right, people like me who shoot for sport and leisure with the NRA or for our cadet teams find it great fun, whilst we shoot single shot rifles, not LMG's or anything like some americans kids i know have (or wish they had).
Thats my quick two pence on the subject.

This brings up a very interesting topic. On one hand, I do believe that citizens should have the right to protect themselves. On the other hand, as has been stated...gun related deaths are probably up in the top 3. In my personal opinion, if a citizen has to resort to using a weapon to protect themselves...than the governing body is not doing it's job.

It's a cultural thing.
It'd be best if you only allowed these weapons to those who are licensed and competent, otherwise they'll end up shooting more of each other than the enemy. And there's always at least one nutjob...

Competent and citizens is good standing should be allowed to bear arms. It's incompetent and delinquents that make gun owners look bad.

That's the very reason that private citizens SHOULD have guns. The govt doesn't do an adequate job in protecting it's citizens. And another good reason as quoted by one of those American Revolutionaries, is that "a little rebellion every now and then can be a good thing". (or something along those lines). If every citizen had a semi-automatic rifle and a couple of handguns, I wonder how far, and how fast, the crime rate would drop.
