The Grand Duchy of Biggleses is a meritocratic autocracy, with a consortium of appointed intellectuals, scientists and philosophers advising the Grand Duke Biggleses, he himself the product of a long line of genetically engineered Dukes. He is an improved clone model of his father, and he will be terminated when he reaches the age of 60.
This is how the government works, there are no decisions made by the sovereign without consortium support. At the same time, the Consortium can’t make decisions without the sovereign pledging his support.
The Grand Duchy of Biggleses is a small island that was colonised by atheist intelligentsia over 300 years ago. Genetic engineering is the accepted norm, and society is divided into castes. There are thee basic categories: thinkers, doers, and workers. The thinkers are endowed with high levels of intelligence, and make all the major decisions. The doers are also intelligent, but their minds have been rigorously engineered to be the most practical and the most talented imaginable. The doers are skilled craftsmen, NCOs, etc. The workers are very strong, but have little real intelligence. They are the labourers, the soldiers etc. They make up approximately 2/3s of Biggleses’ population. The doers and the thinkers have equal status under a recent Civil Rights Act, and doers have been able to find their way into political office. The make up of the consortium is approximately 60% thinkers and 40% doers.
Biggleses has a rich history, and the people stand for liberal meritocracy. The notions of freedom of speech, freedom of expression and freedom of belief are the ‘sacred cows’ of Bigglesestian politics.
The country has an exceedingly efficient economy. There are never any strikes, and the workers’ happiness is maintained by an addictive drug which fills them with a sense of well-being, but also triggers their instincts to serve, protect and work hard for their nation. In short, the harder a worker works, the happier he becomes. This is how a population of 8 million manages to contend with countries of far, far larger populations economically.
The military is almost entirely comprised of workers who have been engineered to suit warfare rather than the factories. A sub-category of workers, they have a great deal of common and tactical sense and they have a brilliant instinct for the fight. Genetically superior as soldiers, they make up the majority of the permanent military. This aside, all of the citizens of Biggleses are drafted into national service once they leave school.

Size of Permanent military: Approximately 5 million thinkers, doers, and soldier-workers.
The navy and the air force also heavily invested in, approximately 50% of the nations huge GDP (in comparison to its size and population) goes into military spending and research. This, coupled with the genetic make-up of the population, explains how Biggleses has already become a premier nuclear power and is near the forefront of arms development with laser weapons and shield-generators standard issue.
It has a remarkably effective nuclear defence system; the island is so small that the people have been able to construct something of an omnipresent shield generator, which makes attacks from the air nigh impossible.
Education is, not unnaturally, a preserve of the doers and thinkers. The workers are taught skills etc. instead, and while they are literate, their lower intelligence means that higher education doesn’t interest them anyway.
The people are very happy, and are convinced that their fates should be and are decided by their genetic make up. “He is made for what he is best at doing” is the motto of the National Centre for Advantageous Genetic engineering.
