The following document is the charter of the North American Allied Nations Pact (NAANP). Originally set up by Layarteb, Celtayoshi and Colodia to counter the growing threat of war in North America it became a strong bond between the nations until Colodia's regretful absense from Earth II. saicne then the Pact has stood firm, but after much consultation we (Layarteb and I) have decided to expand the NAANP and make it a much larger agreement between many North American nations.

North American Allied Nations Pact
Preamble
Recognizing that the sanctity of nations inside of Earth II North America is vital therein it is the duty of certain nations to establish a mutual defense pact. With the aim of maintaining protection from aggression both foreign and domestic in all territories of the signed nations, this pact hereby establishes the following:
The pact will set up a dual council consisting of an upper and a lower. The upper council will act on unanimity and consist of the founding nations whereas the lower council will act on majority vote and consist of all members of this pact. Their responsibility will be to uphold all rules, guidelines, standards, and norms for members of this pact and North America.
Aggressor Nations
If any nation within this pact is attacked without provocation by a foreign or domestic nation, regardless of status, members of this defense pact shall be obligated to assist. If the nation being attacked, the victim wishes to retaliate against his or her aggressor then, if desired, it can call upon the assistance of all nations member to this pact. If the victim does not wish to retaliate, they will not be obligated to and members of this pact shall not pursue their own actions unless they are directly attacked or affected in negative ways by the aggressor nation. In addition, the victim does not have to request the assistance of members of this pact.
The Council
The Council will be the ruling body of this charter. All members of this pact will be given a seat in the council. They will be separated into a lower and an upper council.
The lower council will consist of all signed nations wherein each nation receives one vote. They will operate by simple majority. The lower council may propose but not approve new members and charter amendments. The lower council may propose and vote on action in regards to war, trade, and other areas.
The upper council will consist of Celtayoshi and Layarteb. The upper council will operate by unanimity except in charter amendments. The upper council will be solely responsible for the approval of members and have supreme power of all members.
In order for charter amendments to pass, a vote of three quarters must be obtained in the lower council and a vote of two thirds must be obtained in the upper council.
Pact Conditions
First, the defense of the signed nations against enemies both foreign and domestic is paramount. All nations shall act to the best of their ability to defend one another in the event of aggression.
Secondly, all actions in regards to war, conflict, sanctions, and others shall be first proposed and discussed in the council. No member nation shall seek unjustified actions without provided an explanation to the council. Thereby, the council will decide whether the action shall be allowed. Any illegal actions will be met with sanctions and/or conflict as well as any other possible circumstances. The upper council shall decide on the course of action against any violator.
Thirdly, joining this pact will require an embassy of each member nation in each country.
Fourthly, if any one nation is threatened by another it is a threat against all signed nations within this pact and will be regarded as an attack on all nations if such does occur.
Fifthly, if any signed nation threatens, attacks, or uses aggression against another signed nation, without a justifiable reason than they shall be expelled from the pact and punished severely.
Sixthly, in order for any nation to receive any protection under this pact they must be a member of this pact.
Seventhly, the council may enact any of the following circumstances to an aggressor nation but is not limited to them: sanctions, war, economic repercussions, etc.
Eighthly, the duties of any member nations will be to uphold all conditions within this pact. They will be expected to act logically and reasonably. Members will be required to contribute funds to the council in order to maintain basic cost needs. Members will be required to submit 1% of their annual budget to be deposited annually in the general bank account of the pact, to be held at the First National Bank with a branch in each capital of each signed nation. Members, unless directly attacked themselves, shall not pursue any aggressor without the approval of the victim. All members of this pact are required, when asked, to provide assistance against any aggressor nation.
Ninthly, admission to this pact will require a unanimous approval of the upper council. There is no limit to the amount of requests that a candidate country may make except that, if refused, the candidate must wait, at minimum, three real-life weeks before the submission of another request. If a candidate is refused, upon resubmission, the candidate must address all previous reasons for having been previously denied.
Conclusion
Let it be hereby known that all members who sign this arrangement will be held in the fullest sense to its duties and requirements. Such actions to the contrary will result in a dismissal from the arrangement or other action to be decided upon by the upper council.
