Attican Empire

After a long, several month quiet revolution (Which was noted by a large lack of activity on the Empire's part), members of the Attikdemokratische Partè (or Attican Democratic Party) were able to infiltrate key points of the government. After taking control of organizations such as the military, they forced Kaiser Otto Petinski XVII to abdicate as Kaiser von Attikrèch, but was allowed to keep the title of 'König von Attiska und Herzog von Zetroß und Attisön' (King of Attisca, and Duke of Zetross and Addison {the first is the primary state in the Empire, and latter two are minor states}).
However, in order to avert a revolution, particularly by the Attikkonservativ Partè (Attican Conservative Party) and the Attikkaiserliche Partè (Attican Imperial Party), several concessions were made by the new 'Democratic' government:
1, Originally, in order to reduce the power of the Attican State government, and the Attican Oberterrs (similar to the Junkers in Germany, minor royals and aristocrats that were spread across the Empire, but were originally Attican), they planned to move the capital to Brelinburg, and change the flag to the revolutionary Black, Red, and Blue flag. However, they conceded, and kept the capital in Attikstadt, and changed the flag from the Imperial one to the Attiskan one.
2, The plan was to depose the Kaiser completely, and remove him to possibly FPC. This would definately have caused a revolution, and the plan was disposed of. The Kaiser was demoted to Kingly status.
3, They planned to grant Plèßin (Polavakia) limited autonomy under 'Herzogtum Plèßin' (Duchy of Polavakia). This plan would have caused a civil war in Polavakia between the Polavak Royals who have benifited greatly from the union, and the Polavak Nationals who yearn for independence.
The King keeps limited power in the government, but primarily he is a figurehead. The government will be run under a federal system, where every state sends 4 representatives to the 'Großtag', or 'Great Parliament'. All decisions regarding government were to be made here. The military would no longer have an oath to the 'Kaiser', and would swear fealty to the Großtag.
