Ahh... Another galaxy up for pillage and war, peace and love. Human rights and Alien rights. Good vs. Evil. It will work somewhat like an "EARTH" type senario. Everything someone does (such as building military troops on other people's boarders) affect all who are involved here. People can sign alliances, pacts, ect. Declare war upon eachother. Form embassies. The same basic rules of "GODMODDING" still aply. New nations can't just say they have a fleet of 100,000 thousands thousands of ships and troops.
I'm thinking of allowing any alliance that is formed previously to still count in this galaxy. We assume this galaxy has a portal of somesort to all other galaxies.
(I know, this isn't very clear. I'm in a rush and I'll fix this mess up some time tomorrow, or later on tonight.)

We would purchase land, but we're early PMT and therefore wouldn't be able to colonise or even see it. Therefore it would be a con to buy it. And your "All Nations" label is therefore false.

How bout our forces with a small few light-years across area of space, in line with our Intergalactic Colony Expansion Program.

The Huntarian Galaxy would be a good place for tet another new colony zone. =^^=

The emperor wishes to be allowed to help in the colonization of this galaxy and to have access to some of the systems and their resources.

Ill take a large plot of space :P
