Exrenia is a small empire, recently founded by emperor Aiyer Mascrida. Recently, he is needing help in building an military fit for defense and (only if all the options point to) war. I, Ivalice Renault, Weapons General of the Military, extend to you an offer.

In return for any military funding or production of units to our nation, you will become an ally to our nation. We will send to you any aid equal or lesser to you, depending on your situation.

Our two main needs are in infantry and air force. Mechanized divisions are a secondary concern, and some navy is needed for our large river (the Nakarta River) and even larger lake. Mostly, our land is a wiry mesh of forest to the north, and jungle to the south, with some dispersed grass lands that dot the landscape, as well as small mountains. The Nakarta river runs through the middle of our empire, with the large Enovan lake in the center of the river, with some smaller rivers and streams along the two bodies of water.

speaking as one small nation to another, I would recommend you focus your efforts on the fundamentals. in other words, don't go haring off after the newest, shiniest, most expensive gear you can afford. Focus on the basics:

1. Supplying the force you intend. Generally, it's good to have a support/combatant ratio of five to one. An emphasis on being able to supply the forces you intend to have, will keep you from getting caught pants-down halfway through an operation. Supporting Assets are critical.

2. Define your needs. 70 ton Main Battle tanks aren't much good if you don't have bridges at home that only hold 20. They also aren't all that good in mountainous jungle terrain with deep marshes and heavy forest canopy. Likewise, Helicopter Air-Assault units don't do very well on open-plains where visibility is miles wide. Define your needs, define the capabilities you need. An Island nation might be better served, for instance, with a strong Navy and Marine Corps, a landlocked nation probably would do better with a Mechanized army (terrain and infrastructure permitting).

3. Define the level of incompetence. depending on what your needs are, how far down the chain do you want Initiative to begin? Is it the fireteam, squad, Platoon, Company, BAttalion? the more centralized your command structure, the more immediate direction you have, but the more vulnerable you are to losing a command-post. On the other hand, a more decentralized command structure means you have more flexibility, but you have to 'tolerate' more independent actions at lower levels on the chain of command. Depending on your governing style, this could mean that your Dictator is a dictator only in name, (Decentralized command) and vulnerable to coup attempts, while a more centralized army c3 leaves you vulnerable to a craftier, more flexible, less centralized opponent.

Your command structure in your military will, to a small effect, have an impact on how your Country is governed, and what your leadership is practically able to do domestically. This is sometimes referred to as the Axis of Decision.

4. You've defined your needs, seen to your supplies, and now, you're ready to build your army. Okay, here's the fun part: what Strategic doctrine do you favour? A lot of players in NS seem to favour the 1950's era Chinese "Massed Wave" assault style, others prefer the "Meatgrinder" style (massed bombardment at the advancing hordes...), still others prefer a more flexible and modern technique based on NATO, U.S., or Soviet Doctrines.
To a certain extent, Doctrine dictates equipment, see?
If your training doctrine (handled under "Support" and "Axis of Decision") emphasizes marksmanship, you may find that the AK-47, while inexpensive, is probably not the rifle you want your soldiers to use. Further, you may find that if you went "Minimum" on maintenance/support issues, the M-16 series is probably not the right rifle. From your rifle all else flows, because the infantry grunt is the root of any army.
Tanks need to fit your doctrine too-if you don't intend to travel far, and do expect to fight in urban areas a lot, slow, heavily armoured tanks like the Merkava are probably a better option than something like an Abrams or T-80.
Likewise, if your doctrine is "Echelon" like the Soviets, you don't really need four men to a tank to handle field repairs, or the ability to fight "Hull down"-so a Soviet style tank is probably better for your needs, whereas if you expect your tank crews to be somewhat independent, you might want to forego the autoloader and go with a western-style design that allows one man to overwatch while the crew pulls field maintenance tasks like breaking track.
(Note: IN spite of the hype, autoloader tanks don't fire any more quickly than a well-trained nineteen year old can sling shell, and most suffer from requirements in firing that doesn't allow for as much flexibility in engagement style or type. they do allow you to put more iron in the field per man, but that may not be a major issue for your needs.)

The worst thing you can do in designing your army, is to take a massive hodge-podge of "Neat toys" that don't necessarily work together.

ViZion is prepared to provide you with $10 billion USD for your military forces, as well as providing you with four aircraft carriers and 25 F-22's free of charge to help jump-start your nations military. We will, however, require that we have final say in how the $10 billion USD is used.

We currently have thousands of surplus military vehicles at 'mothball' facilities around the nation. To assist in your army's development, we will freely donate 180 M113 APCs, 80 M60A3 Patton MBTs, 40 F-16/D, and 4 Kilo-class Diesel Submarines.

We have also ordered 48 brand new Mi-26 'Halo' Helicopters from the Mil Helicopter Company's Terran Contracts Branch. We believe that these helicopters will greatly increase your nation's capabilities.

Finally, we offer two more things. One, we are willing to provide free training and small-arms equipment to two brigades of infantry, to augment their abilities. We will also train however many drivers and technicians you require to operate the vehicles we have donated to you. Finally, we will dedicate three imaging satellites to your personal use for a period of 5 years, for use in any capability you deem necessary, excluding surveillance of Ancient Terra or her allies.

I beg your pardon, but we have the right to help a small nation build its defenses up. And we have heard of no nations sending the nation of Exrenia nuclear arms. However, there is a nation sending bombers that can potentially HOLD such devistating bombs. But, it will likely be holding conventional bombs as they do not have the ability to build such weapons, and no nuclear bombs have been sent to them to our knowledge.

We would like to take you up on your offer of Ambassadorial exchange. We will only need a two story building (three with a basement) roughly 5000 sq. floor area set on a quarter acre. Our embassies are relatively small, compact affairs with small staff requirements. (generally Embassy staff will tend to be around thirty people, with perhaps three times that in dependents.) We can offer you up to two acres in the Capital city with good drainage and utilities complete-this is so that you can design your representative building to your own tastes, without fear of being 'bugged' or wiretapped.

Your two brigades are currently being trained in the methods you specified by crack Terran Infantry.

At the moment, your CQC/Anti-Tank Brigade is being trained by the 8th Infantry Division, the famous 'Terran Shield'. The 8th has been in existence for over 120 years, and they have spent 90% of that time defending the capital of Ancient Terra, and in particular the Emperor. They have extensive CQC and Heavy Arms experience. This brigade is being equipped with M-16 rifles, some of which have the M203 grenade launcher attachment. They are also being supplied with the extremely modern 'Dragon' Anti-Tank Missile System and several shotguns. We have incorporated 200 Humvees into your brigade, and these vehicles have been uparmored and equipped with .50 Caliber Machine Guns or Automatic Grenade Launchers. Finally, we have decided to donate 40 M3A2 Bradley Infantry Fighting Vehicles equipped with Stinger Missiles, to give your forces an added punch during streetfighting. The troops' skills are being extensively focused towards breaching buildings, setting traps, and in large-unit bodyguard deploments.

Your second brigade has been taken to the new Ancient Terran Diverse Environment Training Facility (ATDETF) located in Golem Jungles near the ocean.Here they are being trained in silent movement, reconaissance, camoflauge, jungle warfare, setting traps, ambushes, and the dangers of operating in areas with heavy foliage. They will transfer for 4 weeks to the Titan Mountain Range to train in Mountain Combat before returning to ATDETF. This brigade is being trained by General Imagi and his 4th Division, the unit that orchestrated an 8-division hunt through the jungles for the Terrorist Group 'The Core'. They have extensive experience in this form of combat, and 70% of the troops in this division grew up in these areas. The ATDETF has a full medical facility to cope with training injuries, but our instructors are very skilled and we don't anticipate any serious injuries.

The Brigades will be returned to Exrenia within 3 months, and we hope that the Emperor is very pleased with them. Furthermore, we wish to take you up on your offer for an embassy facility. If possible, we require two acres of land, though we can scale this back to one without cutting many facilities. You have been offered a 3-acre plot of land on Embassy Street in Tellerus, with self-contained plumbing, electricity, and communications systems.
