All discussion about our military strengths should take place via telegrams, pr in person, so that we can keep The covenant Rebellion unaware of that part.

The Holy Empire of Azurbajan has been convinced that the Forerunners are the most threatening influence on stability to the galaxy. OOC: Although the title suggests covenant vs rebellion, could there be other groups involved in this? Such as flood and small cells of humans? If not I'll support the covenant rebellion but if so I would like to be the flood mind.
