If that's the idea of the discount thing then I guess it's ok... but I don't really understand, do they have to apply for cheap supplies? And these are at normal price? If they are the ships are way too cheap.

They're surplus, ie: slightly used. Our navy retired all of our steel hulled ships, and we're just trying to get rid of them for the room.

We could, but we've replaced all of the ships systems. I believe you fail to grasp how little these ships are worth to us.
